A RESOLUTION OF THE CITY PLANNING COMMISSInN OF THE CITY OF ANAHEIM
RECOMMENDING TO THE CITY COUNCIL OF THE CITY OF ANAHEIM THE
RECOMN.ENDED CHANGE IN THE PROPOSED REDEVELOPMENT PLAN FOR .
THE ALPHA REDEVELOPMENT PROJECT AND RECOMMEAIDING THAT THE
CITY COUNCIL APPROVE AND ADOPT SAID PLAN AS CHANGED
WHEREAS, the Community Redevelopment Commission has recommended a
change in the proposed Redevelopment Plan for the Alpha Redevelopment
Projec:t which recommended change is attached hereto and labeled "Exhibit
A" and incorporated herein by this reference, and has submitted said
recommended change to the Planning Commission for its repc~rt and recom-
mendation thereon;
NOW, THEREFORE~ BE IT RESOLVED BY THE PLANNING COMMISSION AS
FOLLOWS:
1. The report and recommendata.on of the Planning Commission
concerning the Community Redevelopment Commission's recommended change
to the proposed Redevelopment Plan for the Alpha Redevelopment Project
which rPCOmmended change adds a new Section 1000 to the proposed Plan
entitled "Neighborhood Impact Element" is as follows:
(a) The Planning Commission reports that said recommended
change and the proposed Redevelopment Plan as changed
are in conformity tu the General Plan of the City.
(b) The Planning Commission approves said recommended change.
(c) The Flanning Commission recommends that the City Council
approve and adopt said Redevelopment Plan as changed.
2. The report and recommendation of the Planning Commission
relative to changing the boundaries of the project area of Redevelop-
ment Project Alpha by deletion oP the cross-hatched area shown on the
map attached hereto, labeled "Exhibit B" and incorparated herein by
' this reference is as follows:
(a) That said change to the project boundaries and the project
boundaries as changed are in ronformity to the General Plan.
(b) The Planning Commission approves such change in boundary
should the Community Redevelopment Commission, the Redevel-
opment Agency and the City Councll so desire and act to
change said project boundaries.
3. Staff is directed to transmit a copy of this Resolution to
the City Council, Redevelopment Agency and Community Redevelopment
Commission prior to their joint public hearing at 1:30 p.m., July 10,
1973.
THE FOREGOING RESOLUTION is signed and approved by me this ninth
day of July, 1973.

The impact of the project upon the residents of the Project
area and surrounding areas has been described i1 c3e~ai1 in the
draft Environmental Impact Report (the "EIR°') and the Report on
this Proposed Plan ("Plan Report") which the Community Redevelc~p-
ment Ccmmission has prepared. Both the EIR and the Plan Report
are on file in the office oi the City Clerk of the City of Anaheim,
and are hereby incorporated into this NeigY~orkxo~d Impact EZement
by this re£erence as though fully set fort!i at ].ength herein.
Relocation
See pages 9. throngr 11, inclusive, of the Pia.n Report. There
are 688 residential dwelling units, 272 business concerns and 162
industrial enterprises in the project area, and it will be necessary
to remove several existing structures. The project will be basically
a spot clearance efEort and relocation will be of primary considera-
tion. The Comznunity Redevelopment Commission•wi11 assist any per-
sons displaced by the project in finding new locations. Relocation
payments wili also be niade as required by law. The Community
Redevelopment Commission expects that many project site occupants
will remain in the project area either in their present location
through owner and tenant participation agreements with the Commission
or in new areas of development. Demolition and cAnstruction in the
project area will be phased so that any relocation to new develop-
ment in tlie Project may be accomplished without the necessity of an
initial move~
No specific estimate can be made at thi,s time of the number of
parcels and residents thaL- would be required to relocate.
Tratfic Circulation
In order to improve traffic circulation and traffic safety
within the Project area, it is proposed to develop a traffic circu-
lation plan for principal streets and highways based upon the cir-
culation element of the Anaheim General Plan - Arterial Streets and
Highways. This plan will be implemented consistent with new devel-
opment and other redevelopment activities to be carried out in the
Project area.
The volume of construction vehicles should not in~rease beyond
a reasonable level, and the phasing of construction will tend to
minimize traffic conc~estion due to construction.
Environmental Qualit~
This aspect is explored in detail in the draft Enviraranental
~,^:;act Report incorporated by reference herein.

Avai]abili~y of Community Facilities and Services
Improved traffic circulation will permit greater access to the
municipal services outside of the Project area. One of the object-
ives of this Plan is to provide pr,biic facilities and beautification
as necessary within the Project area.
Effect on Schaol Population and Quality of Education
Schcol population will tend to decrease in the Project area to
the extent non-con£orming residential uses in the general industrial
eastern portion of the Project area are eliminated. Vacant areas in
the Project likewise are largply con£ined to the industrial portion
of the Project area.
It is estimated that the total number of dwelling units within
the Project area wi11 be approximately 2,000, with residential den-
sity throughout the Project area not exceeding 20 dwelling units
per net acre.
No specific development is envisioned at this time that will
directly benefit or detract from the quality of education in the
Project area.
Property AssesGn:ent and Taxes
The improvements to real property will probably result in higher
assessed valixes. The increase will probably be greater for indus-
trial and commercial use properties and presently undeveloped pro-
perty than for properties with existi.ng residenti.al uses. Because of
recent property tax reform legislation, no accurate projecticn of
tax rates can be made. The intent of suoh legislation, however, was
to reduce real property tax rates. The following ne# assessed valua-
tion for the Project area is anticipated:

To the extent that portions of the Proiect area are not yet
developed change and development are going to css~wur in the Project
azea notxithstanding the adoption of a ~edevelopmer_t plan for the
area. The adoption o~ a redevelopment plan and its implementation
in cooperation with other entities are means of assuring comnunity
control of tne manner in which the 3nevitable changes w=11 a£fect
the physi.:al and social quality of the neighborhood.
