A RESOLUTION OF THE CITY PLANNING COMMISSION OF THE CITY OF ANAHEIM
THAT PETITION FOR CONDITIONAL USE PERMIT ~--BE GRANTED
WHEkEAS, the City Planning Commission of the City of Anaheim did raceive a vecified Petition Eor Con-
ditianal Use Permit Erom THE INTF.RNATIONAL CHURCH 0~ THE rOURSQUARE GOSPEL, 1225 West Broadway,
Anaheim, California 9280~2, Owner of certain real property situated in the City of Anaheim,
County of Orange, State of California, as described in Exhibit."A" attached hereto and re-
ferred to herein as though set forCh in full
; and
WHEREAS, the City P!anning Commission did hold a public hearing et the City Hall in the City of Aneheim
on July 23, Y973, et Z:00 o'clock P.M., notice of said public hearing having been duly given
as requiced by law end in accordance with the provisions of the Aneheim Municipel code, Chapter 18.64, to hear
and consider evidence for and against said proposed conditionel use and to investigate and meke findings end
recammendations in connection therewith; end
WHEREAS, said Commission, after due inspecti~n, investigation, and study mede by itselE ond in its be-
ha!f, and after due consideretion of all evidence and repocts offered at aeid hearing, does find end determine the
following [acts:
1. Thet the proposed use is properly one for which a Conditional Use Permit is eutl~orized by Code Section
18.64.07.0(1-c) to wit: establish a 2900 square foot addition to an existing church with
waivers o£:
a. SECTION 18.04.030(b)(13) - Minimum number of parkin~ spacea.
(32 approved spaces required; 26 approved
. spaces and 5 unapproved spaces propo~ed)
b. SECTION 18.52.060(2)(a) l.b. - Minimum front setback. (50-foot building
setback with 10 feet of landscaping required;
3-foot building setback with 3 feet land-
scaping proposed)
2. That evidence was submitted that Waiver 1-a, aUove mentioned, would adequately
serve the proposed use and would not be det~imental to the area, therefore, the Planning
Commission does hereby grant s~id waiver.
3. That Waiver 1-b, above mentioned, is hereby granted on the basis that the exist-
ing setback was only five feet with a more intense use being made of the property, whereas
the proposed use would be only for one or Cwo days of a week.
4. That the proposed use will not adversely affect the adjoining land uses aad L-he
growth and development of the area in which it is proposed to be located.
5. That the size and shape of Che site propoaed for the use is adequate to allow
the full development of the proposed use in a manner not detrimenlal to the particular
area nor to the peace, health, sefety, ~nd general welfare of the Citizens of the City .
of Anaheim.
6. That the granting of the Conditional Use Permit under the conditions imposed, if
any, will not be detrimental to the peace, health, safety, and general weifare of the
Citizens of the City of Anaheim.
ENVIRONMENTAL IMPACT REPORT FINDING:
That the Planning Commission, in connection wi.Ch an Exemption Declaration Status requesC,
finds and determines that the proposal would have no significant environmental impact and,
therefore, recommends to the City Council thaC no Environmental Impact Statement is neces-

• NOW, THEREFORE, BE IT RE~ VED ChaK the Anaheim City Plan~ g Commission does hereby
brE~r.t su~ject PetiCion for Conditional Use Permit, uQon the .following conditions which are
liereby found to be a~ecessary prerequisite to the proposed use of the subject property in
order to preserve the safety and general welfare of the Citizens of the City of Anaheim:
(1) That the owner('s) of subject property shall deed to the C:.ty of Anaheim a st=ip of
lnnd 45 feet in width from the centerline of the skseet along Manchester for. street widening
purposes.
(2) That bhe sidewalks 5ha1i be installed along Manchester Avenue.
(3) That the owner(s) of subject property shall pay to the Gity of Anaheim the sum of
60 cents per fronC foot along Broad~ray £or tree pianting purposes,
(4) That street lig'ht3ng facilities along Manchester Avenue shall be installed as
required by the Director of Public Utiiities end in accordance with standard plans and speci-
fications on file in the off~ce of the Director of Public Utilities; r:td that a bond in an
amount and form satisfactory to the City of Anaheim shall be posted with the City to guarantee
the installation of the above menCioned requirernents.
(5) That trash storage sr.eas shall be provided in accordance with approved plans on file
with the office of the Director of Public Works.
(6) That fire hydrants sEial.l Ue instailed a~id charged as required and determined to be
necessary by the Chief af the Fire Department prior to co~encement of structural framing.
(7) That all a3r condition~.ng facilities shall be propesly shielded from view, and the
sound buffered £rom adjacent properties.
(8) That the final parkinb plan shall be approved by the Development Services Department,
and any landscaped areas in the parking ares shall be protected with six-inch high concrete
curbs, and concrete wheei stops shall be provided for parking spaces.
(9) That drainage of subject property shell be disposed of in a manner that is aotis-
factory to the City F.ngineer.
(10) That subject property shall be developed subatantially in accordance with plans
and s~ecifications on file with the City of Anaheim marked Exhibit Nos. 1, 2, 3, 4, 5 and 6.
(il) That Condition Nos, 3 and 4, above mer.tioned, shall be complied wich prior to the
commencement of the activity authorized under thts resolution, or prior to tltie time the build-
ing pezmit is issued, or wi'thin a period of one year f'rom the date hereof, whichever occurs
first, ox such further time as the Plauning Commissiom m~y grant.
(12) That Condition Nos. 1, 2, 5,.7, 8, 9, and 10, ebove mentioned, shall be complied
with prior to final building and zoning inspeceions.
