A RESOLUTION OF THE CITY PLANNING COMMISSI6N OF THE CITY OF ANAHEIM ADOPTING AND
RECOriMEDTDING TO THE CITY COUNCIL OF TIiE CITY OF ANAHEIM ADOPTION OF
AREA DEVELOPMENT PLAN N0. 113, EXHIBIT "A", ESTABLISHING
A SECONDARY ACCESS SOLUTION FOR THE STUDY AREA
THERETO
WHEREAS, as a result of a petition for reclassification of property located on
the north side of Lincoln Avenue east of State College Boulevard, the Planning Commis-
sion directed staff to prepare and set for public hearing an area development plan and
exhibits to projeat secondary access solutiens for properties in tlie study area; and
WHEREAS, the City Planning Commission did hold a public hearing at the City Ha11
in the Ci=y of Anaheim on August 6 and 20, 1973, at 2:00 o~clock p.m., notice of said
public hearing having been duly given as required by law and in accordance with the
provisions of the Anaheim Municipal Code, to hear and consider evidence for and against
said proposed area development plan and to investigate and make findings and recoaimenda-
Lians in connection therewith; and
WHEREAS, said Commission, after due inspection, investigation, and study made by
itself and in its behalf, and after due consideration of all evidence and reports offered
at said hearing, does find and determine the following facts:
1. That the study area is comprised of 18 lots fronting on the ne+rth side of Lin-
coln Avenue, 7 lots located west of Olana Way and 11 lots located east oF Olana Way.
2. That 11 of the lots.were still being utilized for residential purposes, 4 lots
were being utilized for offices and 3 lots contained a liquor store and parking.
3. That the property in the study area wa3 bounded on the north by a 20-foot wide
dedicated alley, and to the north of the alley by single family homes, whoae garages had
access to said alley.
4. That any off-street parking required, if tY.e properties in the study area are
developed for coaanercial uses, would take access from this alley to the north.
5. That the Traffic Engineer, after discussing numerous alternatives, recommended
that Exhibit "A'; proposing the widening of the exiating alley to 25 f.eeC to accomodate
two-way eraffic, was the only feasible means of development without a ma~or change to
the existing traf•fic patterns.si~lce it was more desirable to l~ave traffic entering a pri-
mary highway from another,public street'instead of from an alley.
6. That the Sanitation Department, responsible for inauring th'at there is adequate
circulaL•ion for trash pickup, indicated that if alleys were blocked off a*_ Ward Terrace,
the trash trucks would be unable to provide trash pickup from the alley, aince it had
been the policy of the City Councll not to permit commercial trash piclcup from the front
of the business structures; and that they would favor retaining the alley in ita present
state to provide f.or proper circulation and efficient trash pickup.
7. Thst 3n view of the kinds of cammercial office uses proposed for the study area,
in part due to the size of the existing lots if developed on an individual basis, would
not generate that much additional vehicular traffic nor would it place an undue burden
on the existing local streets and alleys,
NOW, THEREFORE, B~ TT RESOLVED that the Aneheim CiCy Planning Commisaion adopted
and recommends to the City Council of the City of .Anaheim the adoption of. Exhibit "A"
of Area Development Plan No. 113 as being the most 'ogical and appropriate means of pro-
viding access to the rear parking areart oi tho8e properties in the study area, based upon
the fo'regoing findirigs And~subject to the following conditions:
1. Thet the owner(s) of proQerty located on the south side of the subject alley
shalY conditionally dedicate to the City of Anaheim a strip of land 5 feet in width from
the centerline of the elley for alley wi.dening purposes.
2. That Che vehicular accese rights t~ Lincoln Avenue shall be dedicated to the
City of Anaheim.
