A RESOLUTION OF THE CITY PLANNING COMMISSION OF THE CITY OF ANAHEIM
RECOMMENDING TO THE CI1'Y COUNCIL OF THE CITY OF ANAHEIM THAT

WHEREAS, the City Planning Commission of the City of Ma,heim did ceceive a verified Petition for Re-
clessification from RALPH E. AtvD VIOI.A E. POH, 20396 Santa Ana Canyon Road, Anaheim, Cali-
fornia 92806; ANAHEIM HILLS, INCORPORATED AND TEXACn VENTURES, INCORPORATED, 380 Ana-
heim Hills Read, Anaheim, California 92806, Owners; SOUTHWEST PROPEFTIES, INCORPORbTED,
in care of Timothy Unger, Post Office Box 5387, Orange, California 92669, Agent of cer-
tain real property situated in the City of Anaheim, Cour.ty of Orange, State of Califor-
nia, as described i^ Exhibit "A" attached hereto and referr~d to herein as thocgh set

W:iEREAS, the City Plenning Commission did hold e public heuring at the City Hell in the City oE Aneheim
on September 5~1973at 2:00 o'clock P.M. notice oE seid public hearing heving been duly given as reqeiced by
law and in eccordence with tha provisions of the Mahe9m Municipel Code, Chepter 18.72, to hear end consider
evidence for end against said proposed ceclassification end to investigate endmeke findings andrecommendations
in connection therewith; end
WHEREAS, seid Commission, after due inspection, investigetion, end study mede by itself and in its be-
helf, end after duc consideration of all evidence end reports offered et said hearing, does find end determine the
following fects:
1. That the petitioner proposes e reclessiflcetion of the ebove described property from the R~A, AGRTCUi-
TURAL, ZONE to the R-2, MULTIPLE FAMILY RESIDENTIAI., ZONE.
2, That the proposed Reclessif:ication would not be in conformanae wil•h the General
Plan for Anaheim !lills as established with the densities in General Plan Ameadmer.t No.
123-a. "
3. That, if approved, the proposed reclassification would establieh an undesirable
precedent to further break down the established densities approved for Anaheim 1ii11s at•:d
ciiis general area, which should be rigorously enforced,
4. That the su:rounding properties to the east and south have a resolution of ii~-
teat to the R-H, 22,000 Zone, while the properties to the west and further to the eas~
along Santa Ana Canyun Road have been approved for R-1 developmenl; and that the former
commercial designated portion (Parcel 1) could be developed for R-1 single fam:ly uses
which could provide a buf°.er for the R-H 22,000 properties Lrom the traffic along Santa
Ana Canyon Itoad,
5. That tne proposed reclassificarion of subject property is not necessary ar~d/or
desirable for the orderly and proper development of the community.
6. That the proposed reclassification of subject property does not properly reiate
to tl~e zones and their permitted uses locally established in close proximiCy to subjtc~
property and to the zones and their permilted uses generally esCablished throughout l•tie
community.
7. Tfiat five (5) persons appeared representtng 25 Qersons present in the Council
~hamber, all in opposition; and that a petfL•ion signed by 140 persons was received, alI
in opposition.

ENVIRONMENTAL iMPACT REPORT FINDING:
~
That the P.lanning Commission in connection with the filing of Environmental Impact Report
No. 97 finds and determines that the E.I.R. Review Committee determined that the Report is
adequate as an i~c~formatlve docunent and follows the CityAS established guidelines, and that
there would be/significar.t adverse environmental impacts; therefore, the Planning Commission
recommends to the City Couacil that said report be adopted as the Council's Environmentai
Impact Statement.
NOW, THEREFORE, 8E IT RESOLVED that the Anaheim City Planning Commission does hereby recommend
to the City Council of the City of Anaheim ihat subject Petition for ReclassiEication be denied on the basis of the
eforementioned findings.
