PG73-216 A RESOLUTION OF THE CITY PLANNING COMMISSION OP THE CITY OF ANAHEIM ADOPTING AND RECOMMGNDING THE ADOPTION TO THE CITY COUNCIL OF THE CITY OF ANAHEIM GENERAL PLAN AMENDMENT N0. 129, THERETO WHEREAS~ the Anaheim Planning Commission on June 19, :967, approv~d hy motion a recommendation that certain Exhibits, consisting of a text and maps representing the in- corporation of all previous amer.dments and changes to the Circulation Element of the Gen- eral P1an,be adopted as the official portrayai of the Circulation Element of the General Plan; and Wl~REAS, the City Council on August 11, 1967, in Resolution No. 67R-376 adop- ted said Exhibits as representing the incorporation of c:ianges and amendments to the Gen- eral Plan prior to June 19, 1967; and WHEREAS, because of a number of amendments having been made to the Circulation Element of the General Plan subseqaent to the City Council~s adoption of the aforementioned Exhibits and to reflect by updating the maps and text of "Arterial Streeta and Highways Rights-of-Way Widths", the Plattning Co~ission de~ermined that a pubiic hearin~ should 'be se'. to consider any amendment to the Circulation Element of the General Plan; and WHEREAS, the City Planning Commiseioa did hoid a public hearing at the City Ha11 in the City of Anaheim on September 17, 1973, at 2:00 o°clock p.m., notice of eaid public hearir.g having been duly given as required by law and :a accordance with the provi- sions of the Anaheim Municipal Code, to hear and consider evidence for and against seid proposed General Plan Am~ndment and to 3nvestigate and make findings and recommendations in connection therewith; and WHEREAS, said Cormnission, after due inspection, investigation, and study made by itself and in its behalf, end after due coneideration of all evidence and reports offered at said hearing, daes find and determine the following facts: 1. Update and bring the City of Anaheimts Circulation Element into confoimance with the Master Plan of Arterial Higttways of Orange County, which is a pre- requisite to the City°~ sharing in the Arterial Highway Financing Program. 2. Incorporate the recoffinendations of the Traffic Engineer relating to average traffic volume ~nd street cepacities designating;; the following locel streets as collector streete: a) Romneye Drive between State College IIoulevard and East Street; Romneys Drive, between Lemon StrEet and Euclid Street; b) North Street, between Olive and Loara Streets; c) Sycamore Street between State College Boulevard and West Street; d) Santa Ana Street, between State College Boulevard and Walnut Street; e) Olive Street, between La Palma and Vermont Avenues; i) West Street, between La Palma Avenue and South Street. In addi- tion, changing the claseification of Blue Gum SCreet between Orangethorpe and Miralome Avenues; Orangewood Avenue, between State College Boulevard and the Santa Ana River; and Cerritos nvenue, west of Knott Street, 'frcrm^ Secondary to Primary Highways. 3. Reflect the advice of Che Street Deaign Section of the Engineeri.ng Division to depict the changea of the streets,as set forth in Fact No. 2 above,on the Text of the Arterial Streets and Highways Righttl-vf-Way Widths, and the Arterial Streets and Highways Map. 4. Tl-~at the text of "Arterial Streets and Highways Rights-of-Way Widths" (Exceptions) be amended by adding: a. Lincoln Avenue, Euclid Strr.eC to Santa Ana Freeway. b. Olive Street, Santa Ana Stre~t to VermonC Avenue. c. Orangewood Avenue, State Coliege to Santa Ana River. d. Santa Ana Street, A.T. & S.P.R.R. (Orange Street) to Walnut St=eet. 5. AdopCion of subject General Plan Amendment will eliminete the need for Chapter 18.84, Building Line Setbacke, Title 18, Zoning Code. 6. That Exhibit "A"~- Highway Righta-of-Way Map, Exhibit "B" - Text of Arterial Streets and Highways Righta-uf-Way Widthe (Exceptions), and Exhibit "C" - Arterial SL•reets and Highways Map, attached hereto reflect all the aforementioned changes. ~ ~ NCW, THEREFORE, BE IT RESOLVED that the Anaheim City Planning Commisaion does adcpt and recommends to the City Council of the City of Anaheim adoption of General Plan Amend- men~. No. 129 Exl:ibits A, B, and C reflecting the changes as depicted in the findings.
