That the petitioner proposes a reclessiEication of the ebove described property from the R-1 , ONE FAlil LY RESIDENTIAL, ZONE to the C-1, GENERAL COMMERCIAL, ZONE to utilize the property as a parking area for a proposed.3~story medical office structure to the west fronting on Anaheim Boule- vard. 2. That the pruposed reclassification is not in conformance with the General Plan, however, it would be a logical location for a parking area if the frontage of the property along Anaheim Boulevard aiere developed aiith a two or three-strey structure. ?. ENVIRONMENTAL It4PACT REPORT FIt~01NG; That the Planning Commission, in connection with an Exemption Oeclaration Status request, finds and determines that the proposal would have no significant environmental impact and', therefore, recommends to the City Council that no Environmental Impact Statement is neces- sary. • R-A '1" ~..~ _ NOW, THEREFORE, BE IT ~OLVED that the Anaheim Cit•~ P1 ing Commission does hereby recommend to the City Council of the City of Anaheim that subject Petition for Reclassifica- ;ion be approved and, by so doing, that Title 18-Zoniny of the Anaheim Municipal Code be amended to exclude the above described property from the R-1, ONc-FAMILY RESIDENTIAL, ZONE and to incorporate said described property into the C-1, GENERAL COMMERCIAL, ZONE, upon the following conditions which are het'eby found to be a necessary prerequisite to the proposed u~se of subject property in order to preserve the safety and general welfare of the Citizens of the City of Anaheim: (1) 7hat the owner(s) of subject property shall pay to the City of Anaheim the sum of $2.00 per front foot along Charlotte Avenue and Claudina Street for street lighting purposes. (2) That the owner(s) of subject property shall pay to the City of Anaheim the sum of 60C per front foot along Charlotte Avenue and Claudina Street for tree plantin9 purposes. (3) ihat trash stora,e areas shall be provided in accordance with approved plans on file with the office of tiie Director of Public 4lorks, and shall be relocated away from the single family residence to the east. (4) That all air conditioning facilities shall be pr~perly shEelded from view, and the sound buffered from adjacent properties. (5) That subject property shall be served by underground utilities. (6) That a 6-foot masonry wall shall be constructed along the east property line and south property line adjacant to Claudina Street. (7) That drainage of subject property shall be dispose.d of in a manner satisfactory to the City Engineer. (8) That the final parking plan shall be approved by the. Development Services Depart- ment, and any landscaped areas in the parking areas shall be protected with 6-inch high, concrete curbs, and concrete wheel stops shall be provided for parking spaces. (g) That a 5-foot landscape buffer ~trip shall be provided along the east property line separating and protecting the single family residence from odors and noises emanating from the parking area. (10) That subject property shall be developed substantialiy in accordance with plans and specifications on file with the City of Anaheim marked Exhibit No. 1, provided however, that a o-foot wall or crash gate shall be constructed at the exit to Claudina Street.
