A RESOLUTION OF THE CITY PLANNING COMMISSION OF T&E CITY Or ANAHEIM ADOPTING AND
RECOMMENDING TO T1.E CITY COUNCIL OF THE CITY OF F+NAHEIM THE ADOPTION OF AN
AMENDMENT 'f0 THE ANAHEIM MUNICIPAL CODE, TITLE 18, ZONING, CHAPTER 18.28

REQpIREMEN'TS, THERETO
WHEREAS, as a result oF the Planning Co~mnission's concern regarding multiple £amily
development parking problems, the Commission directed the staff to study ~he problem; and
WHEREAS, parking standards fur multiple family development was last updated August 5,
1969, in Ordinance No. 2078; and
WHEREAS, upon review of the study presented by ataff at the Planning Commission meet-
ing of October 1, 1973, the Commission determined that the proposed parking standard changes
be cons3.dexed at public hearing; and
WHEREAS, the City Planning Commission did P~old a publ3c heari•ng at the C3ty Hall in
the City of Anaheim on Cctober 15, 1973, at 2:00 o'clock p,m., notice of said public hearing
having been duly given as required by law and in accordance with the provisions of the Ana-
heim Municipal Code, to hear and consider evidertce for and against said propoaed code amend-
eent and to investigate and meke findings and recommendattons in connection therewith; and
WHEREAS, eaid Commission, after due inspection, invesCigaCion, and study made by it-
self and in its behalf, and nfter due consideration of all evidence and reports offered at
said hearing, d~ee find and determine the following facts:
1. That a parking questionnaire was f.ormulated by the Development Services Department
staff and mailed to a sampl:ing of residents in multiple-family complexes having
ten or more dwelling units, all of which met the current Code parking standarda,
and which had been constr.ucted subsequent to ttie last amendment to the parking
standards.
2. Tha~ of th~ 404 hou;eeholds in 19 different apartment complexes (representing
1,674 dwelling units) who had been mailed the parking questionnaire, 137 responses
were received represent3.ng 34% of those originally mailed which revealed that 2%P
of the units were bacn~Yor or studio apartments; 48% represented one-bedroom units;
43% represented two-bedroom units;and 7% represented three-bedroom units.
3. That 50% of the responses indicated that there was one car in the household; 48%
had two cars per unit; and 2% indicated three cars per uniC.
4. That the questionnaire, in regard to parking for the vehicles owned by the resi-
dents, further revealed that 14% of the residents felt that more ttian adequate
parking was provided; 54% felt they had adequate parking; and 31% felt they had
less than adequate parking; however, the quesl•ionnaire, in regard to parking for
guest vetiicles, also indicated that 67% felt there was les.s thzn adequate parking;
2.6% indicated adequate parking; and 6% indicated more than adEqiiete parking.
5. That as a result of the special questionnaire and analyzaticin of evidence presented,
the Commission has determined th~t parking requirementa of multiple family residen-
tial zones should be amended frp~n requiring 1.5 spaces €or bachelor, oue-bedroom,
and two-bedroom units; and 2.25 spaces for three~or more bedrooms to requiring 1.6
parking spaces Eor bachelor aud one-bedroom units, and 1.9 parking spaces for two-
bedraom and three-bedroom unita.
NOW, THEREFORE, BE IT RESOLVED, that the Anaheim City Planning Commission does adopt
and recommends to the City Cauncil of the City of Anaheim the ar7option of amerdmenta to Title
18, Zoning, Chapter 18.28, R-2, MULTIPLE PAMILY AF:SIDENTIAT., ZONE, Section 18.28.050, SiL•e

FOLLOWS:
THE CIT`[ CUUNCIY, OF THE ~'ITJC OF ANAHEIM DOES ORDAIN AS
SECTION 1.
That Title 18, Chapter 18.2$, Section 48.28.050, Subsection (10) of the Anaheim
Municipal Cade be, and the eame ie hereby amended as follows: .
SECTION 18.28.050 SITE DEVELOPMENT STANDARDS,
(lOj OkF-STREET PARKING R~QUIREMENTS.
{a) Minimum Number of Parkinft Spaces per Dwelling Unit.
Por purposes of ~etermining the appropriate number of parking spaces,
all rooms other then a living room, ki~chen, dining room, bathroom,
hall, lobby, or closet shall be considered a bedroom. Furthermore,
fractional Cotals of one-half (.5) ur more spacea sliall be construed
as requiring.one (1) additional full space.
1) Dwelling units with one (1) or leas bedrooms shali be provided ~.rith
not lesa than 1.6 spaces.
2) Dwelling units with two (2) or more bedrooms shall be provided with
not leas than 1.9 spaces.
(b) Required Tvpes of Off-Street Parking Speces.
Not leac than one (1) enclosed or covered pdrking space in a garage or
carporC ehell be provided for each dwelling anit. Any additionel re-
quired spaces may be enclosed, covered, open, or a combination Chereof.
All required covered parlcing spacea shall be enclosed on three eides
e:~cept that when built in combination of two or more ad~acent apaces,
only the rear of the carports and the two ends need be enclosed.
Adequate bumper guards shall be provided to protect the interior walls
of carports from damage.
(c) Minimum Dimeneions of Required Parking Spacea.
1) Enclosed or covered spaces sha11 have interior dimensions of not
less than ten (10) feet in wtdth and twenty (20) feet in length and
have a clear acceas width of nine (9) feet.
2) Open or unenclosed spaces shall be not less than eight and one-half
(8.5) feet in width and nineCeen (19) feet in length.
(d) Location.
Each required enclosed or covered parking space shall be within two
hundred (200) feet of and readily dccesaible to the unit it serves,
(e) Storage.
General atorage cabinets with a minimum capacity of one hundred (100)
cuhic feet ehall be piovided within each required enclosed or covered
space or conveniently located thereCo.
(f) Screen.inR.
All parking facilities shall be screened from adjacent properties, from
living and recreation-leiaure areas, and from adjacent ntreeta. Screen-
ing shall be achieved by means of plant landscaping or architectural
devicea.

SECTION 2.
ThP City Clerk shall cert3.fy to the passage of this ordinance and shall cause the
same to be printed once within fiftean (15) deys aEt~r it-s adoption, in the Ana€:eim Bulletin,~
a newspaper of general circuxation, printed, published and circulated in said City, and
thirty (30} days from and after its final passage shall taice eEfect and be in full force.
