RECOMMENDING TO THE CITY COUNCIL OF THE CITY OF ANAHETM THAT
PETITION FOR RECLASSIFICATION NO. 73-74-26 gE ~PPROVED
WHEREAS, the City Planning Commission of the City oE Ar.aheim did recelve a veritied Petition for Reclasslfice-
tionfrom ORANGE COUNTY FLOOD CONTROL DISTRICT, 400 Civic Center Drive West, Santa Ana,
California 92701, Owner; DAVID STONE, 1095 North Main Street, Orange, California 92667,
Agent of certain real property situated in the City of Ar.aheim, County of Orange, State of
California, described as That portion of the Northwest quarter of the Southwest quarter of
Section 14, Township 4 South, Range 11 ~1est, in the Rancho Los Coyotes, per map recorded
in Book 51, page 11 of Miscelianeous Maps in the office of the County Recorder of said
County, as described in the deed to Orange County Flood Control District, recorded July 28,
1958, in Book 4363, page 363 of Official Records in the ofEice of said County P,ecor.der.
EXCEPT that portion L•Yereof lying Southeasterly of a line which is parallel and concentric

WHEREAS, the City Planning Comrt~ission did hold a public hearing et the Clty Hell in the City of Aneheim on
Decemb2r a~0, 1973, at 2:00 o'clock P.M. notice of seid public hearing having been duly glven es requiced by
law and in accordance with the provisions of the Anaheim Municipel Code, Chnpter 18.72, to hear and conetder evldence
for and against seid proposed reclessification and to investigete and make findings end recommendetions in connection
therewith; and ~
WHEREAS, said Commission, aFter due inspection, investigation, end study mede by ttself and in its behelE, and
after due consideration of all evidence and reports ofEered at said hearing, does find end determine the following fects:
1. That the petitioner proposes e reclassification of the above described property from the R-A, AGRICULTURAL ,
ZONE, ko the R-3, MULT_iPLE-FAMILY RESIDENTIAL, ZONE.
2. That the proposed reclassification is in conformance with the land use designation
of the General Plan.
3. That the petitioner s~ipulated to resolving the turning radius in the carport and
trash storage areas prior to review by the City Council.
4. Thet the proposed reclassification of subject property is necessery end/or desireble for the orderly end pro-
per development oE the community.
5. Thet the proposed reclassificetion oE subject property does properly relele to the zones and their permttted
uses locelly esteblished in close prox(mity to subject pcoperty end to the zones end their permitted uses generaily esteb-
lished throughout the community.
ENVIRCINMENTAL IMPACT_ REPORT FINDING:
That the Plenning Commission, in connection with an Exemptiun Declaration Statua requeat,
finds and determines that the p~roposal wo~ild have no significant environmental impact;and,
therefore, recoR¢nenda to the Ctty Council thst no Environmental Impact Statement ia necessar~r.

NOW, THEREFORr, BE IT RESOLVED thet the Aneheim City Planning Commissiaa does 'nnseby racommend
to the City Council of ths City of Aneheim that subJeef Petition for Reclessillc'ation bc epproved end, by so doing,
that TiUe 1&Zoning of the Aneheim MunicIpel Code be nmended to exclude the ebove deseribed ptopsrty from the
R-A, AGRICULTURAL, ZONE and to incorporate said describe~ properEy into the R-3, MULTIPLE
FAMILY RESIDENTLIL, ZONE, upon the following conditions which are hereby found to be a
necessary prerequisite to the proposed use of subject property in order to preserve zhe
safety and general welfare of the Citizens of the City of Anaheim:
(1) That trash storage areas shall be provided in accorda~:ce with approved plans
on file with the office of the Director of Pubiic Works.
(2) That fire hydrants shall be installed and charged as required and dete:mined
to be necessary by the Chie£ of the Fire Department prior to coc~encement of etructural
framing.
(3) That subject property shall be served by underground utilitiee.
(4) That drainage of subject property shall be disposed of in a maaner satisfactory
to the City Engineer.
{5) That the owner(s) of subject property shall pay to the City of Anaheim the
appropriate park and recreation in"lieu fees as der~rmined to be appropriate by the City
Council, said fees to be paid at the time the building permit is iecued.
(G) That the turning zailius 3n the carport and trash storage areas shall be resolved,
as stipulated to by the petitioner prior to review by the City Council.
(7) That subject property shall be developed substantially in accordance with plans
and specifications on file with the City of Anaheim marked Rxhibit No. 1.
(8) That Conditiun Nos, 1, 3, 4, 6 and 7, above mentioned, shall be complied wikh
prior to final building and zoning inspections.
