1YHEREAS, the City Planning Commission of the City of Anaheim did receive a verified Pe.tition far Con-
ditional Use Permit from THEODORA ERAHM, 2306 Lambert Drive, Pasadena, California 91107,

aertain real property situated in the City of Anaheim, County of Orange, State of
California, described as PARCEL 1: Beginning at the Northwesterly corner of Lot
Thirty-Four (34) of the Original Town of Anaheim, as per map recorded.in Book 4,
pages 649 and 630 of Deeds, records of Lcs Angeles,County, California, and running
thence Easterly aloag the Northerly boundary line of said lot, forty-[hree (43) feet
to a point; thence Southerly and parallel with the Westerly boundary line of sai.d lot,
180 feet, more or less, to the Southerly boundary line th~reof; thence Westerly along
said Southerly boundary line Forty-three (43j: feet to the Southaesterly corner of caid

WHEREAS, the City Planning Cammission did hold e public hearing at the City Hall in the City of Anaheim
on December 10, 1973, at ~:00 o'clock P.M., notice of said public 6earing having been duly given
as required by law and in,accordence with the provisions of the Aneheim Municipal code, Chepter 18.64, to hear
and consider evidence Eor and egainst snid proposed conditionel use and to investigete end meke findings and
recommendations in connection therewith; end
WHEREAS, said Commission, aEter due inspection, Investigation, and atudy mede by itself end in its br
halE, and after due consideretion oE all evidence and :eports o[Eered et seid hearing, does fir.d and determine the

1, That the proposed use is properly one Eor which e C;onditionel Use Permit is autharized by Code Section
18.64.020(1-c), to wit; eslablish a nondenominational church to include counselling,
Bible .lasaes, sale of religious gift items, tsn~ ~tev and uaed books.
2. That the proposed use will noC adversely affect the adjoinin~ land uses and the

4. That the petitioner. stipulated that the hours for meetings and group sessions
would be only between 7:30 p.m. and 10:00 p.m. on a max::~num of six evenings of the week~
during which time the other businesses within the block would generally be closed, hence
ample municipal parking would be available in the area for use by the subject establish-
ment.
5. That the petitioner stipulated thaC any music, singing, or other sounds gener-
ated from the proposed use would be prior to 1U:00 p.m., and that no loudspeakers would
be uw?.lized in connection with subject use.
6. That due to the fact Chat the use proposed is s church activity in con,junctior;
witi: retail sales and has never been presented to L•he City before, the Commission deter-
:nined that oubject petiti~n should be granted for a period of three years in order to de-
termine whether any adverse ePfects wouid result, particularly since the petitioner stated
he had a L•hree-year lease on the property, and also whether this use would eatablish an
undesirable precedent for future similar requests in the cocmnercial sreas of the City of
Anaheim.
ENVIRONMEP7TAL IMPACT REPORT FINDING:
That the Planning Commission, in connection with an Exemption Declaration Status request,
finds and determines that the proposal would have no significanti environmental impact and,
therefore, recommends to the City Council that no Environmental Impact Statement ia neces-
ssry.

NOW, THEREFORE, BE IT RESOLVED thet the Aneheim City Plenning Commisslon does hereby grent subject
petition for Conditionel Use Permit, upon the following conditions which ace hereby found to be a necessery prerequisite
to Lhe proposed use of the subjec: property in flrder to presecve the sefety and generel welEare of the Citlzens of the
City ot Aneheim:
(I) That trash storage areas shall be provided in accordance wi.th approved plans an
file with the office of the Director of Public Works.
(2) That the existing structure sh~ll be brought up to the minimum standarde of the
Fire Code as adopted by the CiL•y of Anaheim.
(3) That the hours of operation shall not extend to beyond 10i00 p.m., as stipulated
to by the petitioner. ,
(4) That no loudspeakers shall ba utilized in connection with subject use, as stipu-
lal•ed to by the petitioner.
(5) That in oa~3er Co determiae whether any adverse effect will result from the pro-
posed use, the Planning Commission hereby grants a three-year time liwitation, after which
time upon written request from the petitioner, consideration may be given as to whether the
Conditional U~e Permit should be exgended.
(6) That subject property shall be developed substantially in accordance with plana
and specifications on file with the City of Anaheim marked Exhibit No. 1.
(7) That Condition Nos. 1, 2 and 6, above-mentioned, shall be complied with pr3or to
the commencement of the activity authorized undcr this resolution or prior to the time that
the building permit is issued, or within a periud of one year from date hereof, whichever
occurs first, or such further time as the Plenning Cemmission may grant.
