A RESOLUTION QF THE CITY PLAhNING COMMISSION OF THE CITY OF ANAHEIM
RECOMMENDING TO THE CITY COUNCIL OF TiiE CITY OF ANAHEIM THAT
PETITION FOR REC~.ASSIFICATION N0. ~2-~3"28 BE DISAPPROVED
WHEREAS, the City Planning Commission of the City of Anaheim did ceceive a verified Petition for Re-
classificationfcom HENRY WESSELN, 1717 West Lincoln Avenue, en.eheim, California 92801,
Owner; BILL PHELPS, 1095 North Main Street, Orange, Califo.rTiia 92667, Agent of certain
real property situated in the City of Anaheim, County of Orange, State of California,
as described in Exhibit "A" attached hereto and referred to herein as though set forth
in full
; end
WHEREAS, the City Plenning Commission did hold a public heacing at the City Hell in the City oi Maheim
onFebruary 5, 1973 at 2:0~'clock P.M. notice of ssid public hearing having ueen duly given es requiced by
law and in eccordance with the provisions of the Meheim Municipel Code, Chapter 18.72, to heac end consider
evidence for and ageinst seid pcoposed reclessificetion end to investigete end mnke findin,gs and cecommendations
in connection therewith; and
WHER~AS, said Commission, aEter due inspection, investigetion, and study mede by itself end in its be-
helE, and after due consideration of ell evidence and reports oEEered at seid hearing, does find and determine :ne
following Eacts:
1. That the petitioner proposes e reclessification of the ebove described property from the R-A, AGRICULTURAL,
ZONE to the R-3, ML'S.TIPLE FAMILY RESIDENTIAL, ZONE.
2, ThaC the pi•oposed reclassification is not in conformance with the land use des-
ignation of the Anaheim General Plan.
3. That oppcsition registered by single-family homeowners near this proposed apart-
ment pro~ect and complaints received from single-family residents living near apartments
elsewhere in the City demonstrate the need for a re-evaluation of the R-2 and R-3 Zone
site development standards.
4. That although R-3 zoning has been approved in this general area, it would appear
that the area is overbuilding wiCh multiple-family development, and the requested reclassi-
fication should not be approved unt•il cuch time as the City can study tlie problems inher-
ene in this area and other similar areas throughout the City and amend the R-2 and R-3
Zones Site Development Standarda, particularly relating to the number oE parking spaces,
distances between a dwelling uni.t and the parking area, and decr~ssing the mar.imum density
permitted per net acre.
5. That consideration ~hould be given to declaring a moratorium•Eor any more multiple
family reaidenti.al developments where adjacent to sittgle family uses until the aforemen-
tioned problems can be resolved.
6. That the proposed reclassification of subject property is noC neceosary and/or
desirable for the orderly and proper development rf the community.
