ENVIRONMENTAL• IMP9CT REPORT FINDING:

That the Planning Commission, in connection with the fi~ing of Environmen~ b Impact Report
No. 89, finds and determines that the impact upon the environment of the/s~ngle family homes
on Lombard Drive could be significant; And that the Commission would recommend to the City
Council adoption of the Enviror.mental Impact Report No. 89, subject to the petitioner amenfi-
ing the report to offer alternative methods of implementing the project which would mitigate
the adverse effects of location and height of the proposed structure as recommended by the
Environmental Impact Report Review Committee.
NOW, THEREFORE, BE IT RESOLVED that the Anaheim City Planning Commission does hereby
recommend to the City Council of the City of Anaheim that subject Petition for Reclassifica-
tion be approved and, by so doing, that Title 18-2oning of the Anaheim Municipal Code be
amended to exclude *_he abovE siescribed property from Che R-A, AGRICULTURAL, ZONE and R-1;
ON~ FAMILY R~SIDENT:A=, 20NE and to incorporate said described property into the C-0, COM-
MERCIAL OFFICE, ZO`;~., ~-~~~1 the following conditions which are hereby found to be a necessary
prerequisiYe to t~~~ '~r.o:~_~d use of subject property in order to preserve the safety and
general welfare o` +'' %~':~':%zens of the City of Anaheim:
(1) That prior to t}~~: intr:.iuction of an ordinance rezoning Lot No. 50 of Tract No.
1691 to the C-0, CUMMERt:I~?L OrrtCE, ZONE written evidence shall be submitted to the City
of Anaheim indicating that Anaheim Memorial Hospital is, in fact, the legal owner of said
Lot No. 50.
(2) That the owner(s) oi aub3ect property sha~~ deed to the City of Anaheim a strip
of lend 53 feet in width from the centerline of the streeC along La Palma Avenue beCween
Lombard Drive and La Palma Circle for street widening purposes.
(3) Tht+t street lighting facilities along La Palma Avenue, Lombard Drive, La Palma
Circle, and Hermos2 Drive shall be installed as required by the Director of Public Utili-
ties and in accordance with standard plans and specifications on file in the office of the
Director of Public Utilities.
(4) That Che owner(s) o£ subject property shall pay to the Ci.ty of Anaheim the sum
of 15 cents per front foot along La Palma Avenue, Lombard Drive, La Palma Circle, and Her-
mosa Drive for tree planting purposes.
(5) That all public streeta within the confines of khe developmEnt proposal shall be
abandoned in accordance with procedurea established by the City of Anaheim.
(6) That a reversion to acreage map shall be submitted to and approved by the City
Council and then be recorded in the office of the Orange County Recorder.
(7) That Coveneats, Conditions and REStrictions applicable to all R-1 parcels acquired
by Anaheim Memorial Hospital shall be amended to the satisfacL•ion of the City Attorney's
Office and such amendments shall be recorded in the office of the Orange County Recorder.
(8) That a six-foot mae~nry wall shall be construction in conformance with the re-
~uirements of the C-0 2one, except as waived under Chis variance application.
(9) That trash storage areas aha11 be provided in aacordance with approved ,lar.s on
file with the office of the Director of Public Works.
(10) That fire hydrants ahall be insCalled and charged as,required and d~termine~l t^
be neceasary by the Chief of the Fire Department prior to commencement of str.uctural framinv,
(11) That all air, conditioning fscilities shall be properly shielded Erom view, a'ad
the sound buffered from ad~acent properties.
(12) ThaC any parking area lighting shall be installed in such a manner as to be
directed away from any abutting parcels.
(13) That subject property shall be served by underground uCilities.
(14) That a cul-de-sac ahall be provided at the terminus of Lombara Drive and Hermosa
Drive, sub,ject to the approval of the City Engineer,
(15) That the final parking plan ahall be approved by the Development Services Depart-
ment, and any landscaped areas in the parking area shall be protected with six-inch high
concrete curbs, and concrete wheel atops shall be provided for parking spacea.

(16) That drainage of scibject property shall be disposed of in a manner that is
satisfactory to the City Engineer.
(17) Prior Co the introduction of ar~ ordinance rezoning subject property, Condition
Nos, 1, 2, 3, 4, 5, 6, and 7, above mentioned, shall be completed, The provisions or
rights granted by this resolution shall become null and void by action of the City Council
unless said conditions are complied with within one year from the date hereof or such fur-
ther time as the City Council may grant.
(18) That Condition Nos. 8, 9, 11, 12, 13, 14, 15, and 16, above mentioned, shall be
complie~l with prior to final building and zoning inspections.
