WHEREAS, seid Commission, eEter due inspection, investigetion, and study mede 6y itselE end in ite be-
helf, and after due considecation of ell evidence and reparts oE[ered et said hearing, does find end determine the
following Eects:
1. Thet the petitioner proposes a reclassificetlon of the ebove desccibed pcoperty from the R-A~ AGRICULTUR~IL,
ZONE, L•o L•he R-3, MULTIPLE FAMILY RESIDENTIAL, 20NE,
2, That alChough the proposed reclasaification is in conformance with the General
Plan, the propoaed R-3 7.oning would esCablish too intense a use on Che property adjacent
to single family residen*ial uses botti in the CiCy of Anaheim and in the City of Cypress.
3. That the peCitioner proposes a type of development which would tend to atCr,act
fam•Llies with children, thereby sdding to the increase in atudent population in this area.
4. ThaY the petitioner was not providing adequaCe recreational areas to take care
ot the possible increase in children thereby forcing the children to play in the atreets
and alleys.
5. That the proposed reciassifi.cation of aubjecC ptoperty is not necessary ar.d/nr
desirabie fur Che crderly and propei darei.opment of the communi:ty.
6. That the size and shape of the property lends itaelf more properly to RS-5000
Laned homes which would reduce the density tu approximately 6 to 7 units per unit, there-
Eoie the Plsnning Commisaion deems the RS-5000, ONE rAMILY, ZONE as being more appropriate.
ENVIRONMENTAL IMPACT RET~ORT FINDING:
TtiaC the Planning Commission, in connection wiCh an Exemption DeclaraCion Statua request,
finds and determinea that the proposal would have a significant envir.onmental impact and,
Cherefore, recommends L-o the City Council that prior to consideration of thie reclassifi-
cation request that an Enviranmental Impect Report be required.

NOW, THEREFORF,, BE IT RESOLVED that the Anaheim City Planning Commission does hereby
recommend to the City Council that the proposed rec7.assificat•ion of subject property to
the R-3, 2NLTIPLE FAMILY RESIDENTIAL, ZONE be disapproved on the basis of the foregoing
findings:
BE ZT FURT:~ER RESOLVED that the Anaheim City Planning Commission does hereby recom-
mend to the City Council of the City of Anaheim that subject Petition for Reclassification
be approved for the RS-5000, ONE FAMILY, ZONE and, by so doing, that Title 13-2oning of
the Anaheim Municipal Code be amended to exclude t;~e above described property from the R-A,
AGRICULTURAL, ZONE and to incorporate said desc;-iUed property into the RS-5000, ONE FAMILY,
ZONE upon the following conditions, which are herety found to be a necessar.y prerequisite
Co the proposed use of subject property in order to preserve the safety and general welfare
of the Citizens of the City of Anaheim:
(1) That a tentative and final tract map of subject property shall be submitted to
and approved by the City Council and then be recorded in the office of the Orange County
Recorder.
(2) That all lots within this tract shall be served by underground utilities.
(3) That drainage of subjact property shall be disposed of in a manner that is
satisfactory to the City Engineer.
(4) That the owner(s) of subject property shall pay to the City of Anaheim Che
appropriate park and recreation in-lieu fees as determined to be appropriate by the City ~,:
Council, said fees to be paid at the time the building permiC is issued.
(5) Prior to the introduction of an ordinance rezoni.ng subject property, Conditior.
idu. 1, above mentioned shall be completed. The provisions or rights grauted by this resolu-
tion shall become null and void by action of the City Council unless sAld condition, is
co~plied with within one year from the date hereof or such further t4.me as the City Council
may grant.
(6) That Condition Nos. 2 and 3, above mentioned, shall be complied with prior to
final building and zoning inspections. ~
