PC74-13~ ~ A RESOLUTION OP THE CITY PLANNING COMMiSSION OF T1LE CI'PY Or ANAf?~IM ADOPTING ANJ RECONILiENDIPiG TO THG CITY COUNCI"L OF THE ~ITY OI' ANAHEIM THG ADOPTION U:~ AMENDMENTS TO TITLE 18, CHAPTER 18.28 R-2, MULTIPLE-FAMILY RESID~N~FrLSTREGT SECTION 18.28.050 - SITE DGVELOPMENT STANDARDS, SUBSECTION (10) PARKING RIiQUIREMENTS WHEREAS, the Planning Commission held public hearing on October 10, 1973, and reviewed a Study prepared by the Development Services Department aC the Commission's direction, and recommended to the City Council tha*_ parking standards in multiple- family zones be increased in order to meet apparent inadequacies; and WHEREAS, the City Council continued hearings on the Commission's recommendations to July 9, 1974 in order to assess potential impact of the proposed Transportation Control Plan of the Environmental Protection Agency (EPA) which was scheduled to Le heard in Deaember 1973; and WHEREAS, it was determined at the EPA hearing that said Transportation ConCrol Plan should have no impact or a minimal impact on regulations now under consicleration by the City; and . WHEREAS, the City Planning Commission did hold public hearing in the City Ha11 in the City of Anaheim on June 24, 1974 at 2:00 p.m., notice of said public hearing having been duly given as required by law and in accordance with the provisions of the Anatieim Municipal Code, to hear and consider evidence for and against said proposed amendments and additions; and . WHEREAS, said Co~nission on June 2~~, 197G, s:tei due inspection, investigation and study made by itself and in its behalf, and after due consideration of all evidencr_ and reports offered at said hearing, does find and determine the following facts: (1) EXISTING STANDARDS: Current apartment parking standards (R-2 and R-3 Zones) presently re~uire that each dwelling bP previded with the following number and type of paricing spaces: Number of Bedrooms/ Nu~aber of Spaces Type of Space Unit Required/Unit Required Two or less 1.50 AC least 1 co~ered Thr,ee 2.25 P.t least 1 covered More than three Not specifiEd (2) PARKING SURVEY SUNAtARY (a) Number of parking spaces 1. Ninety-one percent (91%) of all respondents Co the parking survey were occupants of either one or two bedroom apartment uni.ts (48% in 1 bedroom, 43% in 2 bedrooms), and the survey show?d an average o~ 1.53 cars per dwelling unit. Results of the study indicate Chat current parki.ng standards are adequate to assure sufficient resident parking area for all types of apartmezts, but in the opinion of over 67% of Che respondents are inadequate to meet the demands for guest parking generated by larger (2 or more bedro~ms) apartments. Additionally, analysis of aurvey data indicated a strong cor- relation bel•ween the number of bedrooms in apartment3 to the number of vehicles per dwelling unit; the greater number of bedrooms, the greater potential number of vehicles owned per household. However, current parking standards do not recognize this distinctioci between 1 and 2 bedroom units, 1.5 parking spaces being required for either type; while 2.25 spaces are required for thr.ee bedroom units, which comprise only 7% of the total apartment units surveyed (2% bachelor, 48% 1-hedroom, 43% 2-bedrooms, 7% 3-bedrooms). (b) Convenience and Size - Most of the respondents indicated that their parking spaces were both conveniently located and of an adequate size. _1- RESOI:JTION N0. PC74-133 ~ ~ . .;,,. . ~ ~ (c) Type of Parkin~ - Most of the respondents (97 percenC) indicared they regularly parked at least one of their cars in an enarked~a car parking ~pace. Only 9 percent indicated they regularly p on the public atreet and about one-half of them indicated alternaee on- site spaces would be availabie if the street were posted "no parking". The other half indicated that they parked in the street because there was no on-site parkinp, available. (d) Rent - Only one of the nineteen surveyed apartment complexnsthisularly charges additional rent for parlcing space. The apartmentt:.; particular apartment complex represent 7 percent of sll thd apartments in the nineteen surveyed complexes. 3. As 50% of the total apartments surveyed were rwo or three bedroom units (43% 2-bedrooms, 7% 3-bedrooms), it was found that any potential parking deficits would be created by inadequacies in these m~iCs rather than in the smaller units (1 bedroom or less). Further, ehe primary emphasis should be on increasing parking areas for two- bedroom units rather than 3-bedroom units, as these units constitute the greater percentage of multiple bedroom unif: construction. 4. Based on the foregoing conclusions derived from the survey, an increase in required parking for two-b~droom units would be sufficient to reduce or eliminate the potantial parking deficit in future apartment developments given a con- tinuation of the past and present construction "mix" of unit types (over 90% of total construction in 1 and 2 bedroom units). NOW, THEREPORE, BE IT RESOLVED that the Anaheim City Planning Commission does amendmentspto Tit1ec18,eZoning,hofCthe Anaheim MunicipaltCode asefollowse adoption of I. Repeal the existing Section 18.28.050(10) "Off-Street Parlcing Requirements," in its enriretq. II. Add a new Section 18.28.050(10), as Eollows: 18 ?8.050(10) OFF-STREGT PARKING AND LOADING REQUIREMENTS f~:'.',elinimnm Number and Type of Parking Spaces: 1.. For Multiple-Family Dwellings: Each dwelling unit shell be provided with not lesg than the following number of• parking spaces, at least one (1) of which shall be covered or enclosed. a. Uniks with one (1) or less bedrooms: 1.5 spaces b. Units with two (2) er more bedrooms: 2.0 spaces For purposes of interpretation of this Section, all rooms other than a living room, dining room, bathroom, ha11 lobby, closet, or ;;antry shall be considered as a bedroom. Further, in computing parking requirements, fractional requirements shall be rounded off to the nearest whole number, fractions of .5 or more being counted as one (1) full space. (b) Minimum Dimensions of Parking Spaces shall be not less than the following: 1. Covered spaces: Minimum interior dimensions of ten (10) teet in width and twenty (20) feet in length and having a clear access width of nine (9) feet. 2. Open spaces: Eight and one-half (S'~) feet wide attd nineteen (19) feet long. (c) Required EnclocurQ of Carports: All carports shall be enclos ~ more~ree (3) ~ldes provided that when built in combination of two (2) adjacent spaces, only the rear of the carports and the r_wo (2) ends need be enclosed except as the Uniform Building Code may otherwise require. (e) Required Screening of Parking Facilities: Parking facilities shall be screened by mear.3 oF plant landscaping or architectural devices From adjacent properCies and from living and recreational-leisure areas and from adjacent streets. (f) Vehicle Access Requirements: ~very apartment and/or dwelling unit shall be located within two hundred (200) feet of, and be served by, such public or private accessways that will provide adequate access and circulation for pedestrian and for vehicular traffic, including fire, utility, trash collection and other essential services. (g) All vehicular accessways shall permit a minimum turning radius of twenty- five (25) feet. (h) Where a building site abuts upon an alley, all vehicular access to garages and carports shall be from the a11ey only.
