A RESOLUTION OF THE CITY PLANNING COMMISSION OF THE CITY OF ANAHEIM
RECOIQSENDING TO THE CITY COUNCIL OF THE CITY OF ANAHEIM AMENDMENT
TO ANAHEIM M[JIIICIPAL i:ODE, TIT:,E 18, CHAPTER 18, ZONING
WEiEREAS, at their joint work session on May '!5, 1974, members of the
City Council and Planning Com~ission expressed concern that provisions
permitting "front on" garages to be set back six (6) to ten (10) feet from
the front property line were being used too extensively to perform the
function for which intended, i.e., to provide flexibility for the developer
to create varied setbacks and relieve monotony in residential tracts;.and
WE:EREAS, the Development Services Department Staff was directed to
study means of limiting the use of such reduced setbacks to aGSUre that
the intent of said provisians were not abused, and to explore alternative
means of encouraging staggered ~etbacks in residential zones; and
WHEREAS, after numerous work sessions and public hearings on this
matter, at their meeting un August 5, 1974, the Planning Commission recom-
mended to the Ci.ty Counci.l that provisions for reduced setbacks be repealed,
and that the required setback to any "front-on" garage be not less than
twenty-five (25) feet; and the Commission also recommended that parking
standards for all one-family residential zones be amended to require a
minimum of four (4) on-s~te parking spaces per dwelling; and
WHEREAS, the recouimended amendments failed to pass second reading by
the City Council at their meeting on September 23, 1974, due to Council
concern that complete repeal of the reduced setback provisions might be
regressive and, therefore, instructed the Planning Commission to further
study means whereby some reduced setbacks could be permitted without abuse
of the intent of such provisions; and
WfiEREAS, the Development Services Department Staff developed a mathe-
matic table indicating the approximate percentage of the potential number
of six (6) foot setbacks possible at various average setback depths on any
residential block and other alternative means of providing for va.ried set-
backs and adequate parking spaces ~n one-family residential zones, all of
which was discussed and reviewed by the Planning Commission at a work
session held Octob'er 21, 1974; and
WHEREAS, the City Planning Commission did hold a public hearing at
the City Hall in the City of Anaheim on November 11, 1974, at 2:00 p.m.,
notice of said public hearing having been duly given as required by law
and in accordance with the provisions of the Anaheim Municipal Code, to
hear and consider evidence for and against said proposed amendment and to
investigate and make findings and recommendations in connection therewith;
and
WHEREAS, said Co~ission, after due inspection, investigation, and
study made b,y itself and in its behalf, and after due consideration of all
evidence and reports offered at said hearing, DOE5 HEREBY PIND that the
following setback and parking standard amendments will most appropriately
provide for the varied setbacks, while assuring adequate parking in one-
family residential zones:
n. SETBACK 12EQUIREMENTS:
Amend the setback requ~rement of all one-family residential
zones to permit approximately twenty-five (z5) percent of
all "front-on" garages to be set back six (6) feet fr~m the
front property line sub~ect to certain conditions as follows:

1."Provided, however, that the minimum setback to any
"front-on" garage shall be not less than twenty-five (25)
feet unless said garage is equipped with an operable
automatic vehicle access door opener, in which case a
minimum setback ef not less than six (6) feet may be
permitted, sub3ect to all of the following conditions:
1. That no such garage shall be set back between the
distances of ten (10) to twenty-five (25) feet
from the frort property line.
2. That the minimum average setback to all front-on
garages located on the same block shall be not
less than twenty (20) feet, and provided that in
camputing said average no additional averaging
credit shall be given for any garage setback any
distance greater than thirty (30) feet from the
front prope:ty liae.
3. That not less than three (3) residential parking
spaces shall be provided tn any front-on garage
located less th~n twentp-five (25) feet from the
front property line.
4. That the setback to any front-on garage located
on the curved portion of any cul-de-sac street
shall be not less than twenty-five (25) feet.
5. That, in keeping with the intent of this provision
to provide for varied setbacks, the setback to any
ad~acent front-on garages permitted at less than
twenty-five (25) feet shall be varied by not less
than three (3) feet."
1NOTE: These provisions are intended to replace existing provisions pertain-
ing to fronc-on garage in all one-family zones, with existing provisions for
setbacks to all other structures to continue to apply in accordance with the
standards of the underlying zone di~trict, i.e., 25 feet in the R-A Zone,
25 feet or 25% of the depth of the lot in the R-0 and R-1 Zones, 15 feet in
the R-H-22,000 and R-E Zones (provided an average of 25 feet is maintained
in the R-H-22,000 Zone), 10 feet in the R-H-10,000 Zone, und 5 feet (average
of 10 feet) in the RS-5000 Zone.
n, pP1tKING REQUIREMENTS:
Amend the Parking Staadards of all One-Family Residential
Zones as follows:
"PARKING REQUIREMENTS: A total of riot less than five (5)
parking spaces shall be provided for any one-family
dwelling, not less than two (2) of which shall be pro-
vided in an on-site garage, provided further, that any
off-site parking space(s) shall be located not more than
two hundred (200) feet from the dwelling it is intended
to serve."
NOW, THEREFORE, BE IT RESOLVED that the Anaheim City Planning Cocmnission
does hereby adopt and recommEnd to the City Council of the City of Anaheim
adoption of amendments to the Anaheim Municipal Code, Title 18, Zoning,
pertaining to garage setbacks and parking standards in one-family Yesidential
zones, as set forth above.
THE POREGOING RESOLUTION is signed and approved by me this llth day of
