ENVIRONMENTAL T.MPACT REFORT rINDING: That the Director of Developmeut Services has determined that the proposed activity falls within the definition af Section 3.01, Class II of the CiCy of Anaheim Guidelines to the Requirements for an Environmental Tmpact Report and is, therefore, categorically exempt from the requirement to file an EIR. NOW, THEREFORE, BE IT RESOLVEC that tt~e Ansheim City Planning Commission does hereby recommend to the City Councii of tne City of Anaheim thet subject Petition for Reclassi£i- cation be spproved and, by so doing, that Title 18-Zoning of the Anaheim Munfcipal Code be amended to exciude the above descriried property from the R-3, ONE FAMTLY RESIDENTIAL, ZONE, to the C-1, GENPRAL COMMERCIdi,20NE, upon the following condltions which are hereby found to be a necessary prerequisite to the proposed use of sub,ject property in order to preserve the safety and generel weTfare of the Citizens of the City of Anaheim: 1, That sidew32ks shaTl be instaEled eYong Lincoln Avenue as required by the City Engineer and in accordance with stendard pYans and specifications or~ file in the office of the City ~ngineer. 2. That the owner(s) of subject property shall pay to the City of Anaheim the sum of $2.00 per front foot along Lincoln Avenue for street lighting purposes. 3. That the Jwner(s) of subject praperty shall pay to the City of Anaheim the sum of 60C per fronl• faot along Lincoln Avenue for tree plarting purposes. 4. That :r~sti storage areas shall be provided in accordance with approved plan4 on file with Che offLce of the Dlrector of Public Wurks. 5. That subjecL• property shall be developed substantially in accordance witlt plans and specificaticns on file with the City of Anaheim marked Exhibit No. 1; pr~vided, however, that the two accessways to Lincoin Avenue frar~ the subjecC property shall be subject to revtew and approvaf by the City Traffic Engineer. 6. t'rtor to the introductior. of an ordinance rezoning subject property, Condition Nos. 2 and 3, above-mentioned, shali be compYeted.
