g. That the proposed reclassiTication of subject property does properly relate to
•,:hz ~r.~~es and their permitted uses locally established in close proximity to subject property
and ~o the zones a~d their permitted uses generally established throughout the community.
ENUtRONMENTAL IMPACT REPORT FINDIN6:
i`:at the Planning Commission, in connection with an Exemption Declaration Status request,
Tinds and determines that the propo5al would have no significant environmental i~~pact and,
thereti'ore, recommends to the City Council that no Environmental Impact Statement is necessary.
NOW, THEREFORE, BE IT RESOLVED that the Anaheim City Planning Commission does hereby
~ecormend to the CTty Council of the City of Anaheim that subject Petition for Reclassifica-
tio~~ be approved and, by so doing, that Title 18-Zonin9 of the Anaheim Municipal Code be
ar,.~;~ded to exclude the above described property from the R-A, AGRICULTURAL, ZOPJE and to in-
cor~orate said described property into the C-l, GENERAL COMMERCIAL, ZONE upon the following
co~ditions which are hereby found to be a necessary prerequisitie to the proposed use e~
subject property in order to preserve the safety and general welfare of the Citizens of the
City or Anaheim:
.(1) That the owner(s) of subject property shall deed to the City oF Anaheim a strip
of la;d 32 feet in width from the centerline of the street aiong McKinnon Drive for street
widening purposes. •
(2) That all engineerin9 requirements of the City of Anaheim along McKinnon Drive
and Lakeview Avenue, including preparation of improvement plans and installation of all
imoro~~emzn*_s such as curbs and gutters, sidewall<s, street grading and paving, drainage
facilities, o~ other appurtenant wo~k shall be complied with as required by the City Engi-
neer ar,d i~ accordance w;th standard plans a~d specifications on file in the office of the
City Engi;:eer; that street liyhting facilities along McKinnon Drive and Lakeview Ave~ue
shaii he i~stalled as required by the Director of Public Utilities and in accordarce with
sta~dard plans and specifications on file in the office of the Director of Public Utilities;
and that a bond in a~+ amount and form satisfactory to the City of Anaheim shall be posted
~~ri~h the City to guarantee the instaltation of the above-mentioned requirements.
(3) That trash storage areas sha11 be pro'vided in accordance with approved plans
o~ ti7e with the ofTice of the Director oT Public Works.
(4) That `ire hyd~a~ts shall be installed and charged as required and determined
to be necessary by the Chief of the Fire Departme~t prior to commencement of structural
franing.
(5) That a 20-~oot wide iandscape strip shall be provided along the east property
line and pla~ted with 15-9allon trees on 20-foot centers, with approariate irrigation facil-
ities as stipulated Co by the petitiorer.
(6) That the wal~ abutting the adjoi~ir~g R-1 residential properties shall be six
;eet above the highest grade of either the subject property or said adjoining properties,
whichever is highest, as stipulated *_o by the petitioner.
(7) That the Qrash storage area `or the proposed medical facility shall be relocated
away fro~n the east property lir.e abutting R-1 residential properties, as stioulated to by
tf:e petitioner.
(8) That aii air ccndiY.ioning facilities shall b~ properly shielded from view, and
the sound buffered from adJacent properties.
(g) That subj°ct pro~erty shali be served by urdergrou;sd utiiities.
(10) That d;a?~age oL subject p~operty shall be d?sposed of 9~ a manner satisfactory
to the City Engineer.
(Il) In the event that subject property is to be divided for the purpose of sale,
lease, or financing a parcel map to recerd the approved division of sub~ect property be
submitted to and approved by the City of Anaheim and then be recorded in the office of the
Urange County Recorder.
(12) That a modified cul-de-sac shatl be provided at the terminus of Maychelle Drive
subject to th~ app~oval of the City Engineer.

(13) That grading, excavation, and all other construction activities shall be con-
duc`,.zd in such a manner so as to minimize the possibility oT any silt orig~nating from this
project being carried into the Santa Ana River by storm water originating from or flowing
through this project.
(14) That the developer shall obtain a favorable flood hazard letter, acceptable to
the City of Anaheim, from the Orange County Flood Control District.
(15) Prior to the introduction o~F an ordinance rezoning subject property, Condition
Plos. 1, 2, 11 and 14, above-mentioned, shall be completed; and, further, that rev:ised plans
shall be submitted to and approved by the Planning Commission showing those details as stipu-
lated to by the petitioner and made a part of this resolution, pr.ior to the irtroduction of
said ordinance. The provisions or rights granted by this resolution shall become null and
void by action of the City Council unless said conditions are complied with within one year
from the date hereof, or such further time as the City Council may grant.
(16) That Condition Nos. 3, 5, 6, 7. 8~ 9, 10, 12 and 13, above-mentioned, shall
be complied with prior to final building and zoning inspections.
