PC74-62 A RESOLUTION OF THE CITY PLANNING COMMISSION OF TIIE CITY OF ANAH~IM RECOMMENDING TO THE CITY COUNCIL OP THE CITY OF ANAHEIM THAT GENERAL PLAr AMENDMENT N0. 123B BE APPROVED WHEREAS, the City Council of the City of Anaheim did adopt a General Plan by Resolution 69R-644 showing the general description and extent of land uses within the City and indicating the present belief af the Council as to possible future development and redevelopment of land within the City; and WHEREAS, the City Council of the City of Anaheim did adopt General Plan Amendment No. 123 by Resolution 71R-127, changing the general description and extent of land uses and increasing the densities over those projected in the General Plan adopted by Resolution 69R-644 for the Anaheim Hills community in accordance with e.r.hibits presented by the land develupers; and WHEREAS, the City Council of the City.of Anaheim did adopt General Plan Amendment No. 123A by Desolution 72R-207 covering approximately 652 acres aithin the Anaheim Hills conmiunity changing the general description and extent of the land uses and decreasing the densities fro:n those projected in General Plan Amendment No. 123 adopted by Resolution 71}:-127; and WHEREAS, the City Council of the City of A.naheim did adopt a zoning element and revised land use and density element and increased the area covered in General Plan Amendment No. 123A to 4,200 acres, by Resolution 72R-401; and WHEREAS~ the devel~pers of Anaheim Hills propose the expansion of the boundaries ~f the "Planned Cotmnunity", which have aiready been approved by the Planning Co~nission and the City Council, by adding 244 acres of land in two separate planning areas of the Anaheim Hills community, known as "Imperial" Planning Area (,Parcel A) and "Ranch View" Planning Area (Parcel B); and WHEREAS, the City Planning C~+r.+'•s?i<:.' af tlie City of Anaheim did receive a verified Petition for Reclas~i.i: ~~' 'u N.o. 73-74-46, which petition hes implications on policies as expressei~ .~ 'id Aiiaheim General Plan; and {dHEREAS, in ad4ition to the zn*-'i_c ui the hearing on said Reclassifi- cation, tt~tice was also given regarding :~,' consideration of amendment to the Anaheim General Plan in the general location and vicinity of subject property of said Reclassi£ication; and WHEREAS, the City Planning Commissinn did hold a duly advertised pub2ic hearing in the Anaheim City Hali on March 18, 1974, at 2:00 p.m., notice of said public hearing having been duly given as required by law and in accardance with the provisions of the Anaheim Municipal Code, to hear and consider evi.dence for and against said Amendment to the Anaheim General Plan and said proposed Petition for Reclassification, to investigate and make finctings and recommendations in connection therca~ith; and WHER~AS, said Cocmnission after due inspection, investigation and study made by itself and in its behalf, and atter due consideration oE all evidence and reports offered at said hearing, DOES HEREBY FIIvD: 1. That evidence was presented nt said hearing which justifies the City Plalning Commission recommending to the City Council a change in the present geaeral descripCion and extent of land uses in tY~e area described as follows: Parcel A- An irregularly-shaped parcel of land consisting of approximately 119 acres located southeast of the intersectf.on of Nohl Ranch Road and Imperial ilighway, having a frontage ot spproxi- mately 5,69~ feet on thc so~th sidc of Nohl P.~nc:i l:oad, an~i having a maximum depth of approximntely 1,78C feet. r, ~ ~ Parcel B- An irregularly-shaped parcel of laad consisting of approxinately 125 acres located easterly of the present terminus of Canyon Rim Road, having a maximum depth of approximately 5,670 feet, and a maximum width of approximately 1,670 feet. 2, That Anaheiai Hills, Inc., submitted a General Plan of DeveYopment consisting of maps, stn~:ements of goals and objectives and a zoning element which designates the City of Anaheim zoning proposed to be employed in implementing the development of each.of the specific areas within the planned co~nunity. 3. That since rhe developer is proposing a higher density for the 244 acres than was approved for the over-all development of the entire 4,200- acre Anaheim Hills community, a correspondingly lesser density on the remaining acreage would need to be achieved. 4. That the 16 acres proposed to be developed C-0, Commercial-Office, shall be deducted in total from the 67 acres originally approved for co~nercial development within the 4,200-acre Anaheim Hills community, although only 5 acres of the 16 acres will be pad area and the remainder slope land, as sCipulated to by the deveioper. 5. That the 244 s~res proposed for inclusion into the planned community area would increase the "Planned Community" zoning to approximately 919 acres in the Anaheim Hills community. 6. That Exhibit No. 1(blue booklet entitled, "Anaheim liills General Plan of Development") of General Plan Amendment No. 123B does constitute•an acceptable alternative to current policies as i17.ustrated on the Anaheim General Plan. NOW, THEREFORE, B~ IT RESOLVED that the Planning Commission r~comnends that the City C~uncil certify to having reviewed and considered the information contained in Environmental Impact Report No. 115 in conjunction with ~nviroc~~nental Impact Report No. 80, and that the final EIR has been com- pleted in compliance with the California ~nvironmental Quality Act and the State Guidelines. BE IT FURTHER RESOLVED that the City Planning Commission oF the City of Anaheim does hereby recommend to the City Council of the City of Anaheim that General Rlan Amendment No, 123B be approved on the basis of the aforementioned findings, and in accordance with Exhibit No. 1 (a booklet entitled, "Anaheim Hills General Plan of Development", submitted by Ansheim Hills, Inc.).
