PC74-97 ~ A RESOLUTION OF THE CITY PLANNING COMMISSION OF THE CITY OP ANAHEIM RECOMMENDING TO THE CITY COUNCIL OF THE CITY OF ANAHEIM THE ADOPTION OF AREA DPVELOPMENT PLAN N0. 114 WY.EREAS, the City Planning Commission directed the Staff co prepare a study to resolve circulation problems associated with the need for additional vehicular circulation Lacilities within the study area Which is comprised of approximately 50 acres of industriai land and generally bounded on the west by the North American Rockwell recreation facility and the industrial tract served by Fountain Way; Miraloma Avenue to the north; Tustin Avenue to the northeast; the Atchison, Topeka & Santa Fe Railroad to the southeasty and ia Palma Avenue to the south; and WHEREAS, the City Planning Commission did hold a public hearing at the City Hall in the City of Anaheim on February 20, 1974 at 2.00 p.m., notice of said public hearing having been duly given as required by law and in accordance with the provisions of che Anaheim rlunicipal Code, to hear and consider evidence for ancl against sai.d proposed Aiea Development Plan and to investigr~te and make findings and recommendatior.s in connection therewi.th; said public hearing having been continued to Mr~rch 4, March 18, Aprii ~ April 15, April 29 and May 13, 1974 in ordar to resolve problems relating Ea ownership aad/ or existence of certain easements; and WHEREAS, said Commission, after due inspection, investigation, and study made by itself and in its behalf, and after due consideration of all evidence and reports offered at said hearing, does find snd determine the foilowing facts: 1. The majority of the southeriy half of the study area is presently being developed as an industrial subdivision. A parcel map and street improvement plans have been approved showing a street alignment in the approximate location shown Eor Portion A of the street on the exhibits. The parcel adjacent ta Portion C of the illustrated street is pro- posed to be developed in the very near future as an industrial subdivision with ~ street alignment in the appr~ximate locaCion shown. Develapmenc plans for the parcel ad~acent to Portion B are unknown. 2. Examination of the scudy area and traffic projeckions conducted by the City Traffic Engineer, based on future industrial uses, indicated a vital need for a street connecting La Palma Avenue to Micaloma Avenue through the study area; and the primary reason For arriving at this conclusion is the need to reli.eve as much as possible the congestion oi arterial highway intersections. 3. IIased on the acreage and projected land uselnvolved, the Tr.a£fic Engineer indicated that the traffic volume on a new street oetween La Palma and Miraloma Avenues would reach between 4,500 to 5,000 trips per day; and, further, that "the provisions of e street thrQUgh this area wou'id enable an interreiation between the industria'1 tracts and would bal&nce the traffic loads between La Ralma an~ Miraloma Avenues. The connection would reduce the distance traveled to serve borh areas; would eliminate long, undesirable cul-de-ssc streets. Where possible, it is desirable. to preclude the need to travel on arterial streets to serve adjacent parcels." 4. That the Planning Commission considered three (3) separate plaiis or exhibits, known eS "Exhibit A:', "Exhibit B" elid ~~EXhibit C.~~ 5. That "Exhibit C" was determined Co be the best plan as it related to the layout of the parcels within the Study Area. 6. That a stipulation aas made by thecwners of the properties'through which Portion'B of. Che proposed street passes that a 17-fooC wide strip of land wou'Ld be dedicated on the north Pnd south sides oE the existing :i0-foot wide streeC right-of-way, provided that the City accepted the responsibility to in~tall the sCreet improvements for Portion B of the proposed street, 7. That the City Engineer and the PuUlic Works Director ir.dicated; based on the need to relieve the ttaffic congestion in the Study Area and also based on the needs of the property owners invoived, the street width shown on said "Exhibit C" should be modified from 98-foot width to 64-foot width, and that it would not be unreosonable for the City to instai:. the street improvements as set forth in Finding No. 6, above, to include streec, curbs and gutters for a 64-foot wide street. . _1_ RGSOLUTION N0. PC74-97 r ..~ ' ~ ~ ~ NOW, THEREFORE, BE IT RESOLUGD that the City Plannin~ Comnission does hereby. recommend to the City Council of the CiL•y of Anaheim adoption of Area Development Plan No. 114, Exhibit C, Cmodified to reflect 17 feet of right-of-way on either side of the existing 30 feet of right-of-way for Portion B of the proposed street) based on the fore- . going findings; that the recommended width of the proposed street shall be 64 feet; .~nd thaC the Planning Commission recommends to the City Council that the City accept re~ponsibility to insCall st.raet improvements, including paving, curbs and gutters along Portion B of the proposed street.. 1974.
