WHEREAS, the City Planning Commission of the City of Anaheim did receive a
verified Petition for Recla,sification from ANAHEIM HILLS, INC./TEXACO VENTURES,
INC., c/o Horst J, Schor, 380 Anaheim Hills Road, Anaheim, Ca. 92807 (Owner~ of
certain real property situated in the City of Anaheim, County of Orange, State
of California, described as:

de Santa Ana partially in the City of Anaheim and partially in the County

WHEREAS, the City Planning Lommission did schedule a public hearing at the
City Hall in the City of Anaheim on December 10, 1973. at 2:00 p.m., notice of
said public hearing having been duly given as rt:quired by ~aw and in ac~ordance
with the provisions of the Anaheim Municipal Code, Chapter 18.03, to hear and
consider evidence for and against said proposed reclassification and to investigate
and make findings and recommendations in connect~on therewith; said public hearing
havin9 been continusd to thc Planning Comnission meeting of May 2$, 1975: and
WHEREAS, said Commission, after due inspection, investigation and study made
by itself and ir: its behalf, and after due consideration of all evidence and
reports offered at said hearing, does find and determine the following facts;
1, That the petitioner proposes reclassification of the above-described property
from the RS-A-4;,000 (RESIDENTIAL/AGRICULTURAL) ZONE to the RS-HS-22,000 (RESIDENTIAL,
SINGLE-FAMILY, HILLSIDE) ZONE.
7., That the Anaheim General Plan designates subjecl property for low-density
residential uses.
3, That the proposed rectassification of subject property-i5 necessary and/or desir-
able for the orderly and proper development o` the community. .
~, That the proposed reclassification of subject property does properly relate to
the zones and their permitted uses locally established in cl~se proxim3ty to subject
property and to the zones and their permitted uses generally established throughout the
ca~unun i ty.
5, That the proposed reclassification of ~ubject property requires the dedication
and improvement of abuttin9 streets in accordance with tlie Circulation Elem~:nt of the
General Plan, due to the antir?Naied I~crease in traffic which will be generated by the
intensification of land use.
6. That na one indicated their presence at said publi: hearing in opposition, and
no correspondence was received in opposition to subject recl.ssification.
EhVIR9NMENTAL IMPACT REPORT FINDING;
That Environmentai Impact Report No. 111, supplementTng master' EIR No. 80, having
been ~onsidered this date by the City Planning Commission and evider;ce, both written
and oral, liaving bser presented to supplement the draft of EIR No. 1?1, the City Planning
Commission believes that said draft EIR No. 111 does conform to the City and State
Guidelines and the St,ate of Cali4ornia Environme~tal Quality Act and, based ~~pon such
information, does hercL•y recommend to the City Council that they certify said EIR No. 111
is in compliance with .the California Environmental Quality Act.

NOW, THEREFORE, BE IT RESOLVED that the AnaheTm City Planning Cartmission do:.s
hereby recommend to the City Council of the City of 4naheim that s~bject Petitio~
for Reclassification be approved and, by so doing, tha: Title 18-Zoning of the
Anaheim Municipal Lode be amended to exc.lude the above-described property from "ne
rtS-P.-%+3,000 (RESIDENTIAL/AGRICULTURAL) ZONc ard to incorporate said described p~perty
into the RS-HS-22,000 (RESID~NTIAL, SIN6LE-FAMILY, NILLSIDE) ZONE upon the foli nring ~
Condltions which are hereby found to be a necessary prerequisite to the propose usa
of subject property in order to preserve the safety and general.welfare of the it3zens
of the City of Anaheim:
1. That a final tract map of subject property shall be submitted to at~~ pproved
by the City Council and then be recos-~ed in the orfice of the Orange County Re;order.
2. That the owner(s) of subject property shall pay to the City of Anaheii the
appropriate park and recrea2ton in-lieu fe~s as determined to be appropriate t~y the
City Council, said fees to be paid at the time the building permit is issued,
3. That f?n: hydrents shall be installed and charged as required and de ermined
to be necessary by the Chief of the Fire Departme;~t prior tr, comn~ncement of ,tructural
framing.
4, That subject pr~Nerty shall be served by underground utilittes.
5, That these recla~sification proceedings are grar+ted subJect to completton of
annexation of subject property tc the City of Anaheim.
5, Prior to the introduction of an ordinance rezaning subject propert~,, Condition
Nos. 1 and 5, above-mentioned, shall be completed, The provisions or right~ granted by
this resolution shall become null and void by action of the City Council un ess said
condttions are complied with within one year from the date hereof, or such 'urther
time as the City Council may grant.
7. That Condit~^n ~Vo. 4, above-mentioned, shall be complied with prt~r to fin21
building and zoning inspections.
