A RESOLUT~ON OF THE CITY PLAF:NING COMMISSION OF TNE CITY GF
ANAHEIM RECQ"iMENDIPlG TO THE Ci'fY COUNCII_ OF THF. G!TY OF APJAHEIM
THE HDOPTION OF ARFA DEVELOPMENT FLF.I= "•~G, 116.
WHER~AS, the Nnaheim City Council directed the Staff to prepare ar. area
developmer.t plan to provide for adequaCe circulation for the northerly and
southerl•~ portions of the forty-one (41) acres generally bounded by Br~adway on
the north, Loara Street on the west, the Southern Pacific Railroad right-of-way
on th~ east, and the terminus of both Gilmar Street and Gilbuck Drive on the
south; and
WHEREAS, the City Planning Commission did hald a public heartn9 at the City
Hall in the Ctty of Anahetm on January 6, 1975, at 2:00 p.m., not~ce of said
public hearing having been duly given as required by law and in accordance wlth
the provisions of the Anahetm Municipal Code, to hear and consider Fvidence
for and against said proposed Area Development Plan -end to investigate and make
findings and recommendations in connection therewit~~; and
WHEREAS, sai~ Commission, after due inspectton, investigation and study made
by itself and in its belialf. and after due consideratfon of all evidence and
reports offered at said hearing, does find and determine the followir.g f;~cts:
1, That regarding the southerly portton of the property included tn thts
study, the General Plan Amendment was initiated upon an understanding
that the Anaheim Union High School District finds the Junior high school
site at this location to be surplus and, as such, is to be sold assuming
an acceptable bid is received,
2. That regarding the ~ortherly portion of the oroperty included in this
study, Reclassificatlon No. 71-72-18 for rezoning from the R-A
(RS-A-L•3,000) I.one to the R-3 (RM-1200) Zone z~ad Area DevelopmenC Plan
~ No, lfl7 "Exhibit A" were approved on December 7, 1971, in conjunction
with a concept plan for a 500-unit apartmen2 development; and Environ-
mental Impact Report Na. 137, filed in conJunctfon with a request for
extensfon of time for Reclassificatlon No. 71-72-18 and a new concept
plan far a 420-unit apartment development we~re approved by the Planntng
Commission on December 9, 1974, with reservations since the land use
suitability was questionable with implications on the additional adJacent
lends that were being made avatlable by the Schooi District for development.
3. That the Plan~ing Commission cnnsidered three (;) separate plans or
exhibies known as "Exhibtt 1," "Exhibit ?:", and "[.xhibit 3."
That '!Exhibit 1" was detiermtned to be the best plan to provide adequate
vehicular circulation and land use separation within the Study Area.
"Exhihit 1" basically proposes a circula:ion system of public streets
and private drives as follows:
A new 64-foot wide local street would enter from Loara Street
approx~mately 100 fee~ north of the southe~l/ site boundary (at .
Loara Street), extend easterly through the proposed low density
portion, connec2 tharein with northerly extensions of ~ilmar
Street and Gilbuck Drive and then would turn northerly along the
easterly stte boundary to stub into tne proposed low-medium portion,
This alignment would allow for development of single-family lots
approximately 100 feet de~p frbntin9 on the north and south side ~f
the street. Tha lots along the north ~tde of the street would r~:ar
on the low-medium density development assumed in this alternativ~.

An access drive alor~g the medium density frontage on Loara Street
should be located midwey betweer,'Tedmar Avenue to the south and
Broadway to the north, A similar access drive along Bruadway
should be located midway beteaeen Loara Straet to the ~est and the
railroad right-of-way to the east. .
C. The street sections recomrtiended by tFie City Traffic Engineer for
this alternative along Loara Street tivould be Sectiton A-A alona the
approximately 640-foot frontage of the suuther!y port'lon, a~d
Section B-B along the approximately 620-foot frentage of the northerly
portion. Along Broadway, Sect•tlon C-C is recommended,
NOW, THEREfORE, BE IT RESOLVED that the Planning Commission ~f the City of
Anaheim does hereby recommend to the City Council of the City of Anaheim adoption
of Area Development Plan No. 116 "Exhibit 1" and Street Sect;ons "A-A" aiong the
approximately 640-foot frontaye of the southerly portion along Loara Street, "B-B"
along the approximately 620-foot frnntage of the northerly portion alon,q Loara Street,
and "C-C" along Broadway, said Gxhibits and Street Sections being on file in the
office of DevelopmenL Services.
THE FOREGOING RESOLUTION is signed and approved by me thi 6th day of danuary,
