4JII~RF.AS, pursuant to raqucsts from property owners for General Plan study,
the AnaheiM City Plannie9 Cormission dlrected City staff to prepare a General Plan
Amendnent for t~~e areas of 13a11 Road and Sunkist Street (~REA I) and Oran~ewnod
Avenue and Harhor BoulPvard (Ar,En II) and, furthermore, to amend the Circulation
Elenent of the Anaheim Gencral Plan (ARE/1 III) to bring said Eleme~t up-to-date and
into conformity ~~ith the Orange County Circulation Clement (Oranne County Naster ~lan
of Arteriil llighw~ys); an~1

AREA I
Subject vicinity is an irreqularly-siiapscf parcel of land consistin~ of
approximately 125 acres bounder! by Ball Road on the north, Sunkist Street on the
west, Cerritos Avenue and Southern Pacific Railroad to the south, and the west
levy of the Santa /1na River t~ the east, and is a portion of ttie Anaheim Stadiun
{nclustrial Arca.
AREA II
Sub;ect vicinity is a rectangularly-sha~ed parcel of land consisting of
approxir+ately 5~~ acres located on the north side of Orangewood Avenue, south of
the Southern Caiif~rnia Edison Company easenent, between Troy Street and West
Street.

WIIEREAS, the Plannin9 Department deemed it appropriate, pursuant to the
provisions of the California [nvironmental Quality Act, to prepare Environmental
Impact Report Plo. 181 in connectio~ a~ith a General Plan Amendment for the fore~oing
areas and Circulation Element under consicleration; and
lJiIEREAS, the Anaheim City Plannin9 Lommission dicl hold a public hearing at
tlie City Hall in the City of An:~heim on July 7, 197~, at 7:3~ P•m., n~tice of sald
public hearinq havin~ been duly given as required by law and in accordance with the
provisions of the Anahein Municipal Code, to hear and consider evidence for and
against salci Amendment to tlie Anaheim General Plan and to investiaate and make
findinc~s and recommen~iations in connection tlierewith; and
blllf•.REAS, said Corxnission, after due inspection, investigation and study made
by itself anc~ in its behalf an~t after due consideration of all evidence and reports
offered at said hearing, DOFS HEREDY FItJD:
i. 7hat, in connection with AREA I- Ball Road and Sunkist Street,
evidence was n~t presented at said publts h~a,^~~nq to substantiate the
need for an aMendment to the Ana.heim G;°.c~';:' i'ian to reflect changes in
thc land use; and, furthermore, the Planning Commission restated its
position with respecC to residential and other intrusion into the
estahlishecf industrlal area -- that the inte~rity of the industrial
areas of the City of Anaheim sliould be preserved and protected.
2, That, in cor.nection with AREA il - Orangewoc>d Avenue and Harbor
Boulevard, evidence was presented which subst~ntiates the need for an
aMen~lment to the Anaheim General Plan, to reflect chanqes in the land
use and it is deemed appropriate that "[~cliibit D" be adoptecl indicating

bring the General Plan into conforni[y with >aid existin9 developr~ent,

c~mmercial-recreaticral land uses.
3. That, in connection with amendr~ents to the Circulation Eleme.nt of tlie
Analieim f,encral Plan (AREA III), the followin~ changes are deened
appropriate in order to brina said Element up-to-Jate and into
conferMity ~•iith the Orange County Circulati~n Element (Orange County
tlaster Plan ~f Arterial tiighwaysj:
A. Channe the Ilighways Rights-of-Way 11ap, as follows:
(1) Desi~nate Loara Street (from IJcrth Street to Crescent Avenue)
as a "collector."
(,2) Chanoe Imperiil Highway (from Santa Ana Lanyor Road
sout`~erly) fr~m a"hillsidP prinary" to a"hillside najor."
(3) Delineate Clementine Street (from Y.atella Avenue to
Orangewood Avenue) in accordance 4!ith the approved alignment.
(4) Rename "Rose Drivc" (north of Oranaethorpe Avenue in the City
of Placentia) to "Linda Vista Street."
U. Chanae the Arterial Streets and High~~~ays Map, as foltows:
(1) Deletc Re~1 Gum Street (from Orangethorpe Avenue to La Jolla
Avenue).
(2) Make the charnes noted in A.(i) through (4), above, on the
Hinh~•iays Rights-of-Way 11ap.
C. Change ti. Arterial Streets and Highways Rights-of-Way IJidths,
Exhibit B(Gxceptions List), as fcllows:
(1) Riverdale Avenue - Cha~ge "Taylor Street" to "Lakeview
Avenuc."
(2) Orangethorpe Avenue - Change "Linda Vista Streer~to "Tustin
Avenue."
IJOId, THERFFORE, BE IT RFSOLVED that Environmental Impact Report ~70. 1$i,
havin~ been considered this datc by the Anaheim City Plannin~ Commission and
evidence, both written and oral, having heen presented to supplement said draft EIR
No. 1~>1, the Planning Commission beleives that said draft EIR Ilo. 1E1 does conform to
the City and State Gui~ielines ancf the State of California Environm:~,rital Qua'.ity Act
and, based upon such information, does hereby recommend to the Lity Council that they
certify sald EIR !Jo. 1~1 is in compliance with said Envircnmental Quality Act.
DE IT FURTHER RESOLVG•D that, pursuant ta the foregoin9 findin9s, the Anaheim
City Plannina Commission does hereby adopt ard recommend to the City Council of the
City of anaheim adoption of Generat Plan AmenJment No. 1431 Ild P/1RT, as follows:
1. That the existing land use desi~nations on the Anaheim General Plan in
ARFA i- Ball Road ancl Sunkist Streei remain unchanged.
2. That "Exhibit D" be adopted for AREA. II - Orangewood Avenue a~d Harbor
Boulevard, reflecting the existing land uses over the land area west of
Harbor Boulevard to bring the General Plan into conformity with said
existing development, and reflecting the land located east uf Harbor
Boulevard as appropriate for medium density resi~lenr,tal land uses
except for that portion of the land located imnediately adjacent to the
east side of fiarhor Boulevard north of Orangewood Ave~ue desr,ribed as a
25'l-foot wide strip of land along Harhor Boulevard from Orangewood
Avenue north approximately 6~i0 feet to the Edison Company easement,
said strip of land being apPropriate for commercial-recreational land
uses. "Fxhibit D" is on file in the Office of the Planning Department.
