WtiEREAS, the Anaheim City Planning Commission did receive a verffied
Petitton for Reclassificat?on from FRANCIS W. ELLIOT7~ BANK OF AMERiLA. 5~+~ S. West
Street, Anahelm, California 928Q5 (Owners); KEYSTONE SAVINGS AND LOAN, 1~~fS11 Beach
Boulevard, Westminster, California 92683 (Agent) of certain reai property situated tn
the City of Anahetm, County of Orange, State of CalTfornta d2scri6ed as:
Lots 1 and 2 of Tract No, 24fi1, tn the City of Anaheim, County of Orange~ State
of California, as per map recorded in book 72, page 29 of Miscellaneous Maps, in
ihe office of the County Recorder of satd County,
WHEREAS, the City Planning Commisston did hold a public hearing at the CitY
Hall in the City of Anaheim on August 16, 1976, at 1:30 p.m., notice of said public
hearing having been duly given as required by taw and in acaordance with the
provistons of the Anahelm Huntctpal Cod~, Chapter 18,03, to haar and consider
evidence for and against satd proposed reclassiftcation and to investigate and make
findtngs and recommendatians in connectiort therewith; said public hearin~ havinq been
continued to the Planning Commission meeting of August 30, Iq76; and
NHEREAS, sald Commission, after due inspection, investlg~ti~n and study ma~e
by itself and in its Senalf, and after dua~conslderation of all evidence and reports
offered at said hearing, does ftnd and determine the following facts:
1. That the petitioner propeses a reclassiftcaCton of the ahove-dESCribed
property fram the CL I,COMNERCIAL, LIMITED) 7.ONE to the RM-12Q~ (RESIDENTIAL,
MULTIPLE, FAMILY) ZONE.
2. That thr_ Anaheim General Plan designates the subJect property for low-
medium density residential uses.
3. That the prbposed reclassification of sub~ect property Is necessary
and/or desirable for the orderly and proper development of the communtty.
4. That the prnposed reciassificatton of subJect property does properly
relate to the zones and thelr pe.rmttted uses locally estahlisl:ed in ciose proximity
to subJect proper~y and to the zones and their permitted uses generally established
throughout the community.
5. That no une indicated their presence at said puhlic hearing in
op~osition; and that ~o correspondence was received in opposition .to subject
petition.
ENVIRONMEt~TAL IMPACT REPORT FINDIi:G: That the Anaheim C?ty Planning
Commission does hereby recommend to 2he City Council of the City of Rnaheim that the
suhject project be exempt from the requirement to prepare an environmental impact
report, pursuant to the provisions of the Californta Envirc,nmental 0_uality Act.
NOW, THEREFORE, BE IT RESOLVED that the Anaheim City Planning Commtssion
does hereby recommend to the City Counc?~ of the City of Anaheim that ~ub,~ect
Petition for Reclassification be apprdved and, by so doing, that Title 18-2oning of
the Anaheim Municipal Code be amended to exclude the above-desrribeA pronerty from
the CL {LOMMERCIAL, LIMITEO) ZONE and to inc~rporate sald descrlbed property Into the
R"!-1200 (RESIDENTIAL, MULTiPLE-FAMILY) ZONE upon the followtng condttlons which are
hereby found to be a necessary prerequisite *_o the pro~osed use of sub]ect propertY
1n order to preserve the safety and general welfare of the Citizens of the City of
Anahein~:
l. That street lighting facilities a}ong Lincoln Avenue and ta Plaza sha{l
be installed as required by the Director of Public Utilities and in accordance with
standard spectficaYtons on file in the office of the Director of Public Utilities; and/
or that a bond, certificate of deposit, letter of credit~ or• cash, in an amount and form
satisfactory to the City of Anahetm shall be posted with the CTty to guarantee the
installation of the above-me~tloned requirements.
2. That subJect property shall be served by underground utiiities.

3. That drainage of suhJect property shall be disposed of in a ma~ner
satisfactory to the City Engineer.
4. In the event that subject property is to be divided far the purpose of
sale, lease, or financing, a parcel ma~~ to record the approved division of suhject
property shall be submitted to and approved by the f,ity of Anaheim and then he
recorded in the Office of the Orange County Recorder,
5, That the oamer(s) of suhject property shall pay to the City of Ar.ahalm
the appropriate park and recreation in-lieu fees as ~fe:e~mined tb be appra~efate by

Puhlic Utitities shall he paid to the City of Anaheim prior io che issuance o~ a
building permit.
7. That subject property shall he developed substantially in aFGOrd~nca
with plans and speciftcations on file with the City of Anaheim marked Revlsion P7o. 1
of Exhibit Nos. i through (~, and Exhihit Na. 7.
8. That Condition Nos. 1 and 4, above-mentioned, shall he complfed with
prior to the commencement of the actlvity authorized under this res~lution, ~r prior
to the time that the build!ng permit is issued, or wlthin.a period of one year from
date hereof, whichaver occurs first, or such further time as the City Council may
grant.

9. That Condition Nos. 2, 3, and 7, above-mentioned~ shall be complied
wiCh prior to final building and zoning inspections.
