H~11 in the City of Anuhelm on Scptember 13. 1976, at 1:30 p.m.~ notice of said
publlc hearl~~g having been duly given as requlred by law end in ac.cordance v~ith the
provislons of the Anahelm Munlcipal Code~ Chepter 78.03, to hear and consTder
evidence for and agalnst sald proposed ~eciassiflcation and to lnvestigate and make
findings nnd recortmendstions fr, connection Cherewlth; and
WHEREAS, said Commtsslon, after due inspeceton, investigatlon and study made
by Itself and in Its behalf, and a4ter due consideratlon of all evidence and reports
offe;ed at sald hearing~ does find and determine the following factss
1. That the petitloner proposes a reClassificatlon o4 the above described
property from the RS-A-43,000 (RESIDENTIALfAGRICULTURAL) ZONE to the RM-i'tOQ
(RESIDENTIAL, MULTIPLE-FMMiLY) 7.ONE.
2. That the Anaheim Reneral Plan designates subJect property fior low-
medlum density reslderttlal lanri usas.
3. That ths propoeed reclassificatton of subJect property Is riecessary
and/or deslreble for the orderly and proper davelopment of the community.
4. Thet the pr~posed reclessification of subJect property does properly
relate to thc zoncs and thair permitted uses toeally established in close proximity
to subJect property end to the zones and tficir permitted uses generally ^stabiished
throughoue the eommunity.
5. That the proposed reclassification of sub)ect property requires the
Impravcment of abutting streets tn accordance with the Circutatlon Element of the
Generel Plan, due to the anticipated increase In xraffic which wi11 be generated by
the intenslfication of !and use.

persons pressnt at said public hearing In opposition; and that no ecrrespondence was

ENVIRONMENTAL IMPACT REPORT FIWDING; That the Anahalm City Planning
Commisslon does horeby rncanmend to tne C(ty Council of the Clty of Anahelm tht~t the
subJecY proJect be oxtn~pt from the requlrement to prepare an env3ronmentni impact
report. pursuant to the pravt>ions of tha Celifornla Environmental Quatity Act.

does hareby recommend to the Ctty Councll of the City of Anaheim that subJect
Petition 'or Reclassiflcation be approved and, by so doing, that Title 98-Zontng o4`
the Anaheim Municipai Code be amended to r,xclude the above-deser!hed property fran
tha RS-A-43~OOQ (RESIDENTIAL/AGRICULTURAL) Z6NE and to tncorporate satd described
property into thn RM-120Q (RESIDENTIAL, MUL7IPLE-FAMILY) ZONE upon the foltowing
condltions whlch are hereby Pound to be a necessary prerequi~ite to the proposed use
of subJoct property In order to prese•ve thc safety and general welfare of thc
Citizens of tha Ctty of Anahelm:

1. That all engineoring requirements of the CTty of Anaheim along
Orangewood Avenue Tncluding preparation o1' improvement plans and instellatlon of a11
improvements such as curbs and gutters~ sidewalks, street grading and pavTng~
dralnage facilltles or other appurtenant irork~ sh~ll 6e complled with as requlred by
tha City Engineer and (n accordance with standard plsns and spcclficatlons on fite in
the O4fice of the City Englnezr; that street 1lghting facilltles along Orangewood
Avenue shall be installed as requlred 6y Ch~ Dlrector of Public Utilitles~ and in
ecca~dance wlth standard specificattons on file in the Office of the Director of
Pubiic L't111ttes; or that a bond, certiflcate of deposit~ letter of ct~edTt, or cash~
In an amount and form satisfactory Yo the City of Anaheim sha11 be posted wTth the
Gity to guarantee the lnstallation af the above-mentianed requirements.
2, That the owner(s) of subJect property shall pay to the City of Anal~ielm
the sum of sixty cents (60C) per front foot along Orangewood Avenue for tree planting
purposes.
3. That trash storage areas shall be provided in eccordance wlth approved
plans on f-le with the Office of the Director of Pub11c Works.
4, 7tiat flre hydrarsta shali be installed and charged as requlred a~d
determined to be necessary by tf~z Chie4 of the Fire Department prlor to commencement
of structurs{ framing.
5, That subJect property shali bp served by underground utllltTes.

Public Utitittes, shall be pald to the City of AnaheTm prlor to the issuanee of a

g. That the existing water well on slte shall be capped as approved by the
City of Anahelm U~illtizs Director.
10. Prlor to the introduction of an ordinance rezoning subJect property.
Conditlon Nos. 1 and 2. above-menttoned, shall be completed. The provlstons or
rights grented by this resolution shall bacane null and vold by actton of the Cl'ty
Councll unless satd conditions are eompiled with within one (1) year frcxn the date
hereof~ or such +~urther time,as the City Couneil may grant.
11, That ConditTon Nos. 3, 5, 6, 9, and 10, above-mentlar~ed~ shall be
complled wtth prior to flnal buliding and zoning inspections.
