evidence for and ageinst said proposed reclasslficatlon and to Invest(gate and make
findings and recommendatlons in connectlon therewith; and
NHEREAS, sald Corrmisslon, after due tnspection, t~vestlga[lon and 3tudy made
by itself and in Its behalf~ and aft~r due cons(deracion of all evidence and reports
ofrered a[ sald hearing, does find and determine the foliowing facts:
1. That the petlttoner proposes a reclassification of zoning on the above-
described propcrty from the R5-A-43,000(SC) (RESiDENTIAL/AGRICULTURAL - SCENIC
CO~RIDOR OVERLAY) ZONE to the RS-HS-22,000(SC) (RESIDEHTIAL, SINGLE-FAMILY HILLSIDE -
SCENIC CORRIDOR OVERLAYI ZONE.
2. That the Anahelm General Plan, as amended, des(gnates the subJect
property for iow-denslty, residcntial land uses.
3. That the proposed reclassiflcatlon of subJect property ts necessary
and/or desirable for the orderl~ and proper dcvclopmcnt of the communlty.
4. That the proposed reclassfficatlon of subJect property does properly
relate to Lhe zones and thelr permltted uses localiy established In close proxtmlty
to subJect property and to the zones and thelr pcrmltted uses gcnerally established
throughout the community.
5. That no one indlcated thelr presence at sald public hearing In
opposition; and that no corre,pondence was recelved In oppositlon to the sub,ject
pctitlon.
ENVIRONMENTAL lMPACT FIND~NG: That Environmental Impact Report No. 196
(supplement ng Master R o. 0 or the proposed develcpment of 30 resldentlal lats
on the 22.5 acre site generally bo~nded by Canyan klm koad, the Sauthern Celiforn(a
Edlson Easement (at fairmont Boulevard) and the Clty/County boundary, having been
considered thls daCe by the Anaheim Ctty Planning Commisslon and evidence, both
written and oral, havfng been presentcd to supplement sald Draft EIR No, 196, the
Planning Commlsslon findn that (a} potential proJect-gcnerated indlvidual and
cienulative adverge Irtrpacts have been reduced io an lnsigniflcant level due to the
estate-type low-densi[y and open space buffering proposed and (b) the subJect Draft
EIR No. 196 conforms to the Lity a~d State ~uldellnea and the State of Californta
Envlronmentai Quality Act; ~nd, based upon the foregoing tnformation, the Planning
Commission does hereby recommend to thc City Council of the Clty of Anahelm that they
c~rtify saio EIR No. 196 fs in canpllance Hlth said Envfronmentnl Quallty Act.

NOW, ?NEREFORE~ BE IT RESOLVED that the Anahelm Clty Planning Commlssion
does hereby recamknd to the City Council of the City of Anaheim that subJect
Petition for Reclasslficatfon be approved and, by so dotng, that Title 18-Zoning of
the Anahefm Municlpal Code be amended to nxclude the above-descrlbed property from
the RS-A-43,000(SC) (RESIDENTIAL/AGRICUd.TURAI ~ SCENIC CORR~DOR OVERLAY) ZONE and to
lncorporate seid descrlbed property into the RS-HS-22,OQ0(5:) (RESIDENTIAL, SINGLE-
FAMILY HILLSIDE - SCENIr LnRRIDOR OVE~IAY) ZONE upon the following conditions whlch
are hereby found to be a,r~cesyary prernqulsite to the proposed use ~f subJect
property in order to presar•;~ the sa~ety and ger.eral rrclfare of the Citizcns of the
Clty of Anahefm;

1. That ffre hydrants shali be Installed and charged as requlred and
deterrninnd to be necessary by thr. Chlef of the Fire Department, prior to commencement
of structurai framfng.
2. In the event that subJect property is to be dlvtded for the purpose of
sal~. iease or financing, a parcel map, to record the apprcved div}sion of subJect
Rroperty, shall be submltYed to and approved by the Clty of Anahelm and then be
recorded in the Office of the Orange County Recorder.
3. That the owner of subJect property snall pa~/ to the City of Anahelm the
appropriate park and recreatlon in-lleu fees as determined to be approprlate by the
Clty Council~ said fees to be patd at the time the bu(lding permft ls issued.
4. That a finai tract map ot subJect property ihall bz submltted to and
approved by the City Council and then be recorded in the Office of the Orange County
Recorder.
5. That approprlaCe wat~~r ;t~,:~:_~ment fees, as determined by the Director
of Pubic Utilitles, shall be paid t~ ;~~ "~:y of Anahetm prior to the issuance of a
building permlt.
6. Prior C~ the tntrodac~t~:~ a~ an ordinancc rezoning subJect property~
