NHEREAS, the Anaheim Lity Planning Cannission did receive a verif(ed
Petitton for Conditional Use Permit from KAY LOPI~J~ 1655 South Brookhurst Street~
Anaheim, Califor~ta, ~28C4, ovmer, and LEF A. COPPALA, 1!~(1~1 Edgewood Lane. Garden
Grove, Callfornia 92Fi40~ agent, of ccrtain real property si[uated in the City of
Anaheim, County of Orange, State of California, descrihed as:
Lot 6G of Tract No. 2773, in the Ctty of Anaheim, as per "tap
recor~ed in Book I1~, Pages 24 to 2F, fncluslve of Hlscellaneous
Maps, in the office of the County Recorder of sald County.
WHEREAS, the City Planning Cortun(ssion did hold a public hearing at the City
tiali in the City of Anaheim on Narch 12, 1979, at 1:30 p.n,, no[ice of said public
hearing having been duly given as required by law and in accordance with the
provisions of the Anaf,eim Municfpal Code, Chapter 18,~3, to hear and constder
evidence for and against said proposed conditional use and to investigate and make
findincs and rocommenda[ions fn connection therewith; and

by itsclf and in its bchalf, and after due consideration of all evtdence and reports

1. Tha[ the proposed use is properly one for which a conditional use
permtt Is authortzed by Anahefm Munictpal Code Sec[ton i$,l~1+,05~.01+0 to wit: to
permit a social ciub with age restrtctions.
2. That chP ~ro~os^d use is herchy denied on the basis that it would not
be compa[ible Hith the surrounding residentta) neighborhood; and that addit(ona)
trafftc generated by the use would cause further hazards at the existtng dangerous
unsignalfzed railroad crossing on BrooF;hurst Street.
3. That the proposed use will adverscly affect the adjoininv land uses and
the gruw[h and development of the area in which it is proposed to be located.
4. That the size and shape of the sfte proposed for the use (s not
adequate to ~ltow the fult development of the proposed use in a ma~ner not
detrimental to the particular area nor to che peace, health, safety, and general
welfare of the Ci[izens of the City of Anahetm,
5. That the grantTng of the Condi[ional Use Permit will be detrlmen[al to
tho peace, health, safety and general welfare of the Cltizens of the Clty of Anahetm,

public hearing in opposition; that no corresPondence was received in opposttion Lo
the subJect petitlon; and that a petition con[aining approxir.iately twenty-nlne (29)
signatures was submltted in opposition.

ENVIRONMENTAL IMPACT FINDING: That the Anaheim City Planning Commission has
reviewed the proposal to permlt a social club with age rest~ictlons on a
rectangularly-shaped parcel of land consisting of approximatety 0.6 acre located at
the northwest corner of Crestwood Lane and Brookhurst Strcet, having app~oxtmate
frontages of 263 feet on the north side of Crestwood Lane and 122 feet on the west
stde of Brookhurst Street; and does hereby approve the Negative Declaration from the
requirement to prepare an environmen[al impact report on the basis that there would
be no stgnificant indivtdual or cumulative adverse enviro~mental impac[ due to the
approval of this Negative Declaratton since the Anaheim General Plan designates the
subJect property for general cornnercial land uses commensurate with Che proposal;
that no sensitivo environmcntal impac[s are involved i~ the proposal; that the
Initial Stuoy submitted by the petitioner tndicates no sign(`icant indivldual or
cumulative advzrse environmental impacts; and that the Negative Declaratlon
substanttatin3 the foregoing findings is on file in the City of Anahetm Planning
Departmen[.
NOW, THEREFORE, BE IT RESOLVED that the Anaheim City Planning Commission
does hereby deny subject Petition for Condittonal Use Permit on the basis of the
aforementioned findings.
