WHEREAS~ the City Planning Commission did hold a public hearing at the Civic
Center in the City of Anaheim on October 6, 1980, at 1:3~ p.m,, notice of said public
hearing having been duly given as required by law and in accordance with the
provistons of the Anaheim Municipal Code, Chapter 18,03, to hear and consider
evidence for and against said proposed conditional use permit and to investigate and
make findings and recommendatiens in connection therewith; and
WHEREAS, said Corrm~ssion, after due inspection, investigation and study made
by itself and in its behalf, and after due consideration of all evidence and reports
offered at said hearing, does find and determine the follo~.~ing facts:
1. That the proposed use is prooerly one for which a conditional use
permit i~ authorized by Anaheim Municipal Code Sectton 18.G1.050.140 to wit: to

2 That the proposed use is hereby granted for a period of one (1) year
subject to.review for possible extensions of time to determine whether or not the use
has had a detrimental effect on the surrounding industrial area.
3. That the requested watver is hereby granted on the basis that the
proposed use wi11 be conducted on Sundays between 10:00 a.m, and 1:00 p,m, and
betwee~~ G:00 p.m, and 7:30 p.m., and on blednesdays evenings; that the church office
will be open during regular business hours only, and tiiat the request is minimal
amounting to less than 10~ of the Code requirement.

4. That the proposed use will not adversely affect the adjoining land ~+ses
and the graNth and development of the area in ~~hich it is proposed to be located.
5. That the size and shape of the site proposed for the use is adequate to
allow the full development of the proposed use in a manner not detrimental to the
particular area nor to the peace~ health, safety, and general welfare of the Citizens
of the City of Anaheim.
6. That the granting of the Conditional Use Permit under the conditions
imposed, if any, wiil not be detrimental to the peace, health, safety and general
welfare of the Citizens of the City of Anaheim.
7. That the traffic generated by the proposed use will not impose an undue
burden upon the streets and highways designed and improved to carry the traffic in
the area.
B. That one person indicated their presence at said public hearing in
opposition; and that no correspondence was received in opposition to the subject
petition.
ENVIRO~JMENTAL IMP~CT FIP1DItaG: That the Anaheim City Planning Commission has
reviewed the proposal to permit a church tn the ML (industrial, Limited) Zone with a
waiver of minimum number of parking spaces on a rectangularly-shaped parcel of land
consisting of approximatety 4,7 acres, having a frontage of approxtmately 330 feet on
the north side of Winston Road~ having a maximum depth of approximately 620 feet and
being located approximately 980 feet east of the centerline of State College
Boulevard; and does hereby approve the Negative Daclaration from the requirement to
prepare an environmental impact report on the basis that there would be no
significant individual or cumulative adverse environmentai impact due to the approval
of t~is Negative Deciaration since tne Nnaheim Generai Plan designates the subject
property for general industrial land uses commensurate with the proposal; that no
sensitive environmental impacts are involved in the proposal; that the Initial S~udy
submitted by the petitioner indicates no significant individual or cumulative
adverse environmental impacts; and that the P~egative Declaration substantiatino the
foregoing ftndings ts on file in the City of Anaheim Planning Departme~t.
NOW, THEREFORE, BE IT RESOLVED that the Anaheim City Plannina Comn(sston
does hereby grant subject Petition for Conditional Use Permit, upon the following
conditions which are hereby found to be a necessary prereq~~isite to the proposed use
of the subject property in order to preserve the safety and general welfare of the
Citizens of the City of Anaheim:
1, That the proposed church shall comply with all signing requirements of
the ML (Industrial, limited) Zone.
2. That subject property shall be developed substantially in accordance
with plans and specifications on file ~~ith the City of Anaheim marked Exhibit Nos. 1
and 2.
3. That the existing industrial unit used for the purposes of a church
shall meet the minimum standards of thc f.ity of Anaheim, includina the liniform
8uilding, Piumbing, Electrical~ Mechanicai, and F1re Cod~s as adopted by the City of
Anaheim.

4. That Condition Nos. 1, 7. and 3, above-mentioned, shail be complied with
prior to commencement of the proposed activity.
5. That the proposed use is granted for a period of one (1) year, at which
time, the petitioner may request, in arriting, an extension from the Planning
Commission. Such extension a~ill be based upon whether the use has had an adverse
impact on adjoining and nearby industrial uses.
BE IT FUR7HER RESOLVED that the Anaheim City Planning Commission does hereby
find and determine that the adoption of this Resolution is expressly predicated ~~pon
applicant's cornpliance with each and all of the conditions hereinabove set farth.
Should any condition or a m~ part thereof, be declared invalid or unenforceabie by the
final judgment of any court of competent jurisdiction, then this Resolution, and any
approvals herein contained, shall be deemed null and void.
