4lHEREAS, the City Planning Commission dtd hold a puhlic liearing at the Civic
Center in the City of Anaheim on Flovember 3, 198~, at 1:30 p.m., netlce of said
public hearing having been duly given as required by la~a and in accordance with the
provisions of the Anaheim Municipal Code~ Chapter 18.03, to hear and consider
evidence for and against said proposed conditional use permtt and to investigate and
make findings and recommendations in connection therewith; and
41F1EREAS~ said Commission, after due inspection, investigation and study macie
by itself and in its hehalf, and after due consiJeration of ail evidence and reports
offered at said hearing, does find and determine the followinc~ facts:
1. That the proposed use is pro~eriy one for aihich a conditional use
permit is authorized by Ar,aheim Ptunicipal Code Section 1.3,7.3.~5~.~1~ to a~tt: to

expand an existing boardin9 and lodging home for emotionally disturbed children fram
15 to 1'3 residents.
2. That the proposed use will not adversely affect the ad_joininn land uses
and the growth and development of the area in ~vhich it is pr~posed to he located.
3. That the size and sha~e of [he site proposed f~r the use is adeq~ate to
alla•~ the full development of the proposed use in a man~er not detrimental to the
particular area nor to the reace, health, safetv, and general ~•~elfare of the Citizens
of the City of Anaheim.
4. Tf~at the grar,ting of the Conc:itional Use Permit under the conditions
imposecl~ if any, will not be detrimental to the peace, health, safety and general
welfare of the Citizens of the City of Anaheim,

burden upon the streets and highways design~d and impro~~ed to carry the traffic in
the area.
6, That no one indicated their presence at said public hearino in
opposition; and that no correspondence ~•~as received in opoosition to the subject
petition.
ENVIROPIMEtdTAL IFiPACT FINDIFIG: The Plannin~ Director oi his authorized
representative has determined that the prooosed pro.ject fa11s ~,rithin the definition
of Categorical Exemptions, Class 1, as defined in Paragraph 2 of the City of Anaheim
Environmental Impact Report Guidelines and is, the.refore, cate~orically exempt fron
the rPquirement to prepare an EIR.
N01J, TfiEREfORE, BE IT RESOLVED that the Anaheim City Planning Commission
does hereby grant subject Petition for Conditional Use Permit, upon the following
conditions which are he;eby found to be a necessarv prerequisite to thP nrnnnSPCi uce
of the subject property in order to preserve the safety and ~eneral ~~elf~re of the
Citizens of the City of Anaheim:
1, That prior to commencement of the activity authnrized by this
resolution, appropriate water assessment fees as determined hy the Office of the
Utilities General Manaaer shall he paid to the City of Anahein.
2, That subject property shall be developed substantially in accordance
wlth plans and specifications on file with the City of Anahein marked Exhihit `~os. 1
through G.
3. That the existing bu?lding shall comply ~~ith all anplicayle standards
of Lhe City of Anaheirn and ths State Fire Narshall.
[iE IT FURTHER FESOLVED thst the Anaheim City Planning Commission does herehy
find and determine that adoption of this Resolution is expressly predicated upon
applicant's compiiance ~•~ith each and all of the conditions hereinabove set forth.
Should any such condition, or any part thereof, b~ declared invalid or unenforceahle
by the final judgment of any court of competent jurisdiction, then tnis Resolution~
and any approvals herein contained, shall be deemed null and votd.
