A RESOLUTION OF THE ANAHEIM CITY PLANNING COMMISSION
THAT PETITION FOR RECLASSIFICATION N0. 81 -82 -5 BE DENIED.
WHEREAS, the Anaheim City Planning Commission did receive a verified
petition for Reclassification from AMERICAN NATIONAL PROPERTIES, INC., P. 0. Box
1007, Santa Ana, California 92711, of certain real property situated in the
City of Anaheim, County of Orange, State of California, described as follows:
THOSE PORTIONS OF THE EAST HALF OF THE SOUTHEAST QUARTER OF THE
NORTHWEST QUARTER, AND THE SOUTHWEST QUARTER OF THE SOUTHWEST QUARTER OF THE
NORTHEAST QUARTER, OF SECTION 26, TOWNSHIP 4, SOUTH, RANGE 10 WEST, S.B.B. &M.,
IN THE RANCHO SAN JUAN CAJON DE SANTA ANA, IN THE CITY OF ANAHEIM, COUNTY OF
ORANGE, STATE OF CALIFORNIA, AS PER MAP RECORDED IN BOOK 51, PAGE 7 OF
MISCELLANEOUS MAPS, RECORDS OF ORANGE COUNTY DESCRIBED AS FOLLOWES:
BEGINNING AT A POINT ON THE EAST LINE OF SAID EAST HALF OF SAID
SOUTHEAST QUARTER OF SAID NORTHWEST QUARTER, DISTANT THEREON NORTH 0° 02' 20"

LENGTH OF 61.87 FEET THROUGH A CENTRAL ANGEL OF 16° 06' 49" TO A POINT ON SAID
CURVE TO WHICH A RADIAL LIME BEARS NORTH 71° 22' 43" EAST; THENCE NORTH 88°
40' 28" WEST 177.84 FEET TO SAID AFOREMENTIONED EAST LINE OF SAID EAST HALF OF
SAID SOUTHEAST QUARTER OF SAID NORTHWEST QUARTER; THENCE ALONG SAID EAST LINE
SOUTH 0° 02' 20" WEST 339.90 FEET TO SAID NORTH LINE OF ORANGEWOOD AVENUE AND
POINT OF BEGINNING.
WHEREAS, the City Planning Commission did hold a public hearing at the Civic
Center in the City of Anaheim on November 16, 1981, at 1:30 p.m., notice of said
public hearing having been duly given as required by law and in accordance with the
provisions of the Anaheim Municipal Code, Chapter 18.03, to hear and consider
evidence for and against said proposed reclassification and to investigate and make

findings and recommendations in connection therewith; and continued from the meetings
of September 9, and 21st, and November 2, 1931, and
WHEREAS, said Commission, after due inspection, investigation and study made
by itself and in its behalf, and after due consideration of all evidence and reports
offered at said hearing, does find and determine the following facts:
1. That the petitioner proposes reclassification of subject property from
the RS- A- 43,000 (Residential /Agricultural) to the C-R (Commercial Recreation) Zone.
2. That the Anaheim General Plan designates subject property, for
commercial recreational land uses.
3. That the proposed reclassification of subject property is not necessary
and /or desirable for the orderly and proper development of the community.
4. That the proposed reclassification of subject property does not
properly relate to the zones and their permitted uses locally established in close
proximity to subject property and to the zones and their permitted uses generally
established throughout the community.
5. That approximately 200 persons indicated their presence at said public
hearing in opposition; and that no correspondence was received in opposition to the
subject petition.
ENVIRONMENTAL IMPACT FINDING: That the Anaheim City Planning Commission has
reviewed the proposal to reclassify subject property from the RS- A- 43,000
(Residential /Agricultural) to the C -R (Commercial Recreation) Zone to permit a five -
story office building on an irregularly- shaped parcel of land consisting of
approximately 5.9 acres located north and west of the northwest corner of Orangewood
Avenue and Manchester Avenue (2111 South Manchester Avenue); and does hereby
disapprove the Negative Declaration from the requirement to prepare an environmental
impact report on the basis that there would be significant individual or cumulative
adverse environmental impact due to the approval of this Negative Declaration; that
sensitive environmental impacts are involved in the proposal due to the relocation of
approximately 94 mobilehomes causing a disruption to the lifestyles of those tenants
and the trauma could lead to or aggrevate medical problems; that moving the coaches
would cause traffic congestion problems and pollution to the air; and that the
Initial Study submitted by the petitioner indicates significant individual or
cumulative adverse environmental impacts.
NOW, THEREFORE, BE IT RESOLVED that the Anaheim City Planning Commission
does hereby deny subject Petition for Reclassification on the basis of the foregoing
findings.
THE FOREGOING RESOLUTION is signed and approved by me this 16th day of
