A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF ANAHEIM RECOMMENDING THAT THE CITY COUNCIL
CERTIFY THE INITIAL STUDY OF ENVIRONMENTAL IMPACTS
WITH RESPECT TO THE PROPOSED THIRD AMENDMENT TO
THE REDEVELOPMENT PLAN FOR REDEVELOPMENT PROJECT APLHA.
WHEREAS, the Anaheim Redevelopment Agency (the "Agency ") is engaged in
activities necessary to carry out and implement the Redevelopment Plan for '
Redevelopment Project Alpha; and
WHEREAS, the following environmental documents have been prepared in
connection with and subsequent to the approval and adoption of the Redevelopment
Plan for Redevelopment Project Alpha:
1. Final Environmental Impact Report on the Redevelopment Plan for
Redevelopment Project Alpha (the "EIR ") certified on July 13, 1973 by the
Community Redevelopment Commission of the City of Anaheim (Resolution No. CRC
73 and by the City Council of the City of Anaheim.
2. Subsequent Environmental Impact Report on the Second Amendment to
the Redevelopment Plan for Redevelopment Project Alpha (the "SEIR "), certified
on November 23, 1976 by the Community Redevelopment Commission (Resolution No.
CRC 76 -17) the Agency (Resolution No. ARA76 -38) and the City Council (Resolution
No. 76R -753).
WHEREAS, the Planning Commission proposes to recommend approval of the
Third Amendment to the Redevelopment Plan for Redevelopment Project Alpha
pursuant to which commercial professional development would be permitted in a
small portion of the Project area east of Harbor Boulevard between Cypress and
Chartes Streets, which is now designated for residential use; and
WHEREAS, the Community Redevelopment Commission of the City of Anaheim
has prepared an Initial Study in accordance with and pursuant to the California
Environmental Quality Act of 1970 (CEQA) and State and local regulations and
guidelines adopted pursuant thereto and such Initial Study assesses the
environmental impacts of the change in land use from residential to commercial;
and
WHEREAS, the Initial Study shows that the environmental impacts of the
proposed commercial development are the same and within the levels of intensity
assessed for residential use in the same area in the previous environmental
documents.
NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the City
of Anaheim as follows:
1. The Planning Commission hereby certifies that the Initial Study of
environmental impacts with respect to the proposed Third Amendment to the
Redevelopment Plan for Redevelopment Project Alpha has been prepared pursuant to
the California Environmental Quality Act of 1970 (CEQA) and State and local
regulations and guidelines adopted pursuant thereto.

2. The Planning Commission hereby certifies that the information
contained in the Initial Study, the EIR, and the SEIR for Redevelopment Project
Alpha has been reviewed and considered by the members of the Planning Commission.
3. The Planning Commission hereby finds and determines that:
(a) No substantial changes are proposed in Redevelopment Project
Alpha, or with respect to the circumstances under which the Project is to
be undertaken, as a result of the change from residential to commercial
use in the designated portion of the Project Area, which will require
major or important revisions in the EIR or the SEIR certified for the
Project, due to the involvement of new significant environmental impacts
not covered in the EIR or SEIR; and
(b) No new information of substantial importance to the Project
has become available which was not known or could not have been known at
the time the EIR and the SEIR for the Project were certified as complete,
and which shows that the Project will have any significant effects not
discussed previously in the EIR or the SEIR, or that any significant
effects previously examined will be substantially more severe than shown
in the EIR or the SEIR, or that any mitigation measures or alternatives
previously found not to be feasible or not previously considered would
substantially reduce or lessen any significant effects of the Project on
the environment.
(c) No subsequent or supplement to the EIR or the SEIR and no
negative declaration is necessary or required; and
(d) The development of the designated portion of the Project area
for commercial professional use will have no significant effect on the
environment except as identified and considered in the ETA and SEIR.
4. The Planning Commission hereby recommends that the City Council of
the City of Anaheim certify the Initial Study of environmental impacts pertaining
to the Third Amendment to the Redevelopment Plan.
THE FOREGOING RESOLUTION is signed and approved by me this 16th day of
November, 1981.
