WHEREAS, the Anaheim City Planning Commission did recelve a verified
Petttion for Conditional Use Permit from RAY.MOND T. TROLL, 13911 Enterprtse,
Garden Grove, California, 92643, owner of certain real property situated fn the
City of Anaheim, County of Qra~ge, State of C~lifornia, described as:

That certain land situated in the Rancho Canon de Santa Ana, City
of Anaheim, County of Orange. StaCe of California, descrlbed as
follows:
Beginntng at a point in the Westerly line of the Third Class Land
allotted to F. Yorba in the decree cf partition rendered February
3, 1374, by the District Court of the Seventeenth Judicial
District~ Case No. 197a, said polnt being 30 feet West of the
Northarest Corner of Blocl; B of Yorba as per map thereof recorded

WHEREAS, the City Planning Commisston did hold a piiblic heartng at the City
Nall in the City of Anaheim on January 25, 1982, at 1:3~ p.m,, notice of satd public
hearing havtng been duly given as required by law and in accordance with the
provisions of the Anaheim Municipal Code, Chapter 1~3,Q3, to hear and consider
evidence for and against said proposed conditionat uss permit and to tnvesttgate and
make ftndings and recommendations fn connection therewith; and
WNEREAS, said Commission, after due inspection, investigation and study made
by itself and in its hehalf~ and after due consideration of all evidence and reports
offered at said hearin~, does find and determine the follo~~ing facts:
1. That the proposed use is properly one for a~hich a conditiorial use
permit is authorized hy Araheim Municipal Code Section 18.Q3.~3~.~10 and

2. That the use is denied on the basis that general offices are not
permitted conditional uses in the Anaheim Canyon Industrial Area.
3. That the propos~d use wi11 adversely affect the adjointng land uses and
L•he growth and development of the area in which it is proposed to be located.
4. That the size and shape of the site proposed for the use is not
adequate to allow the full development of the proposed use in a manner not
detrimental to the particular area nor to the peace, health, safety, and general
welfare of the Citizens of the City of Anaheim.
5. That the granting of the Conditional Use Permit will be detrimental to
the peace, health, safety and generai welfare of the Citizens of the City of Anaheim.
6. That the traffic generated by the proposed use will impose an undue
burden upon the streets and highways designed and improved to carry the traffic in
the area,
7. That two persons Indicated their presence at said publ(c hearing in
opposition; and that no correspondence ~aas received in opposition to the subject
petition.
ENVIROPIMENTAL IMPACT FINDIPlG: That the Anaheim Citv Planning Commission has
reviewec~ the proposal to permit general offices and retatl sales in the ML
(Industrial, Limited) zone with waiver of the minimum number of parking spaces on a
rectangularly-shaped parcel of land conststing of approximately 10.6 acres having a
frontage of approximately 600 feet on the east side of Lakeview Avenue, approximately
440 feet south of the centerline of Oranget!~or~e /lvenue (1~aQ0-1~t50 North Lakevtew
Avenue); and does hereby approve the Negatlve Declaration from the requirement to
prepare an environmenta) impact report on the basis that there would be no
significant individual or cumulative adverse environmental impact due to the approval
of this Negattve Declaration since the Anaheim General Plan designates the subject
property for general industria) land uses commensurate ~vith the proposal; that no
sensitlve environmental impacts are involved in the proposal; that the Initial Study
submitted by the petitioner indicates no significant individu~l or cumulative
adverse environmental impacts; and that the Negattve Declaration substantiating the
foregoing findings is on file in tlie City of Anaheim Planning Department.
NO'rl, THEREFORE~ BE IT RESOL!~ED that the Anaheim City Planning Commission
does hereby deny subject Petition for Conditional Use Permlt on the basis of the
aforementioned findings.
