AND RECGNMEIIDING TO THE CITY COUNCIL OF THE CITY OF ANAHEIM ADOPTION
OF AN AMENDMENT TC THE CIRCULATION ELEMENT OF ZT~IE GENERAL PLAN,
DE~;I~~NATED AS GENERAL PLAN AMENDMENT N0. 186 - EXHIBIT "A"
WHERE;` ~ the City Council ~f the City of Anaheim did adopt the
Anaheim Generai Plan by Resoluti~n No. 69R-644, showing the general
description and extent of possible future development within the City; and
WHEREAS, The Circulation Element of the Anaheim General Plan sets
forth the parameters (roadway width and generalized location) of arterial
highways within the ultimate sphere-of-influence (areas arsticipated to be
annexed to the City); and
WHEREAS, pursuant to a request from the property owner for a General
Plan Amendment Study, City staff prepared a General Plan Amendment considering
modifications to the proposed highways on the Circulation Element as follows:
A. Realignments of Weir Canyon Road, Serrano Avenue and Monte
Vista Road;
B. Deletion of E1 Rancho Road as a Hillside Secondary Arterial
H ighway;
C. Inclusion of the Eastern Transportation Corridor Study Area; and
D. Renaming a major portion of Monte Vista Road to Oak Hills
Drive; and
WHEREAS, the Planning Department deemed it appropriate, after
reviewin9 the proposal a~d the Initial Study and finding no significant
environmental impact, pursuant to the provisio~s of the California
EnvironmenLal Quality Act, recommends that a Negative Declaration be approved;
and
WHEREAS, the Anaheim City Planning Commission did hold a public
hearing at the Anaheim Civic Center, Council Chamber, 200 South Anaheim
boulevard, on October 17, 1983, at 1:30 p.m., notice of said public hearing
having been duly given as required by law and in accordance with the
provisions of the Anaheim Municipal Code, to hear and consider evidence for
and against said Amendment to the Anaheim General Plan and to investigate and
make findings and recommendations in connection therewith; and
WHERERS, said Commission, after due consideration, inspection,
investigation and study made tay itself, and after due consideration of all
evidence and reports offered at said hearing, DOES HEREBY FIND:
1. That evidence was presPnted which substantiates the need for an
amendment to the Circulation Element of the Anaheim General Plan, and it is
deemed apptopciate that "Exhibit A" be adopted, based on the following:

a. Engfneerinq studies conducted by Oak Hills Ranch indicates that
the proposed modifications are feasible.
b. The proposed modifications are acceptable to all affected
property owners, County of Orange, City of Orange, and City
staff.
~• The impact on portions of environmentally sensitive areas is
reduced.
d. Access to affected properties is improved.
e. Grading is reduced (in certain areas grades would be reduced
from in excess of 103 to 6$ maximum).
f• General locations of roadways are identified.
9. Specific alignments will be determined at the time of the
preparation of more detailed land use plans.
h. Neither the City or private property owner can develop plans

Circulation Element.
2. That three (3) gersons indicated their presence in opposition
to subject amendment.
NOW, THEREFORE, BE IT RESOLVED, that the Anaheim City Planning
Commission has reviewed the proposal to amend the Circulation Element of the
Anaheim General Plan to consider modification to the oroposed highways of Weir
Canyon Road, Secrano Avenue and Monte Vista Road, deletion of E1 Rancho Road
as a hillside secondary arterial highway, inclusion of the Eastern
Transpoctation Corridor Study and renaming a major poction of Monte Vista Road
to oak Hills Road; and does hereby approve the Negative Declaration upon
finding that it has considered the Negative Declaration together with any
comments received during the public review process and further finding on the
basis of the Znitial Study and any comments received that there is no
substantial evidence that the project will have a significant effect on the
environment.
BE IT FURTHER RESOLVED that, pursuant to the foreyoing findings, the
Anaheim City Planning Commission does hereby adopt and recommend to the City
Council of the City of Anaheim adoption of General Plan Amendment No. 186 -
Circulation Element - Exhibit A.
THE FOREGOING RESOLUTION is signed and approved by me this 17th day
of October, 1983.
