A RESOLUTION OF THE AN4fiEIM CITY PLANNING COMMISSION DENYING
AN AMENDl9ENT TO THE LAND USE ELEMENT OF THE GENERAL PLAN, DESIGNATED
AS GENERAL PLAN AMENDMENT N0. 177
WHEREAS, The City Council of the City of Anaheim did adopt Ehe
Anaheim General Plan by Resolution No. 69R-644, showing the general
description and extent of possible future development within the City, and
WHEREAS, City Staff prepared a General Plan Amendment for an area
consisting of approximately 6.4 acres located immediately south of Lincoln
Avenue and west of the Santa Ana River; 4nd
WHEREAS, The Planning Department deemed it appropriate, pursuant to
the provisions of the California Environmental Quality Act, that an
environmental impact report be prepared and Environmental Impact Report No.
259 has been submitted; and
WHEREAS, THE Anaheim City Planning Commission did hold a public
hearing at the Anaheim Civic Center, Council Chamber, 200 South Anaheim
Boulevard, on October 17, 1983, at 1:30 p.m., notice of said public hearing
having been duly given as required by law and in accordance with the
provisions of the Anaheim Municipal Code, to hear and consider evidence for
and against said Amendment to the Anaheim General Plan and to investigate and
make findings and recommendations in connection therewith; and
LPdEREAS, said Commission, after due consideration, inspection,
investigation and study made by itself, and after due consideration of all
evidence and reports offered at said hearing, DO~S HEREBY FIND:
1. That sufficien; evidence was not presented to substantiate the
need for an amendment to the Anaheim Gsnezal Plan at this time.
2. That adequate soils testing was not conducted to determine the
depth and quality of the fill material used to fill the dump
site.
3. That 50 persons indicated their presence at said public hearing
in opposition; and that 26 persons indicated their presence at
said public hearing in favor; and that petitions containing
approximately 500 signatures were received in opposition to the
subject petition.
NOW, THEREFORE, BE IT RESOLVED, That the Anaheim City Planning
Commission after considering Environmental Impact Report No. 259 for proposed
General Plan Amendment No. 177 to designate the 6.4-acre site locaced on the
south side of Lincoln Avenue, west of the Santa Ana River as Low-Medium
Density Residential and reviewing evidence, both written and oral, presented
to supplement Draft EIR No. 259, does hereby find that adequate soils
engineeting tests were not conducted to determine the depth and ~uality of the
fill material used to fill the dump site; therefore, based upon such
information, does deny certification of Environmental Impact Report No. 259.

BE IT FURTHER RESOLVED that pursuant to the foregoing findings, the
Anaheim City Planning Commission does hereby deny General Plan Amendment No.
177.
