WHEREAS, the Anaheim City Planning Commi.ssion did receive a verified
petition for Reclassification from TE3GACp pNAHEIM HILLS, INC., 380 Anaheim
Hills Raad, Anaheim, California 92803, owner, and THE GUNSTON HALL COMPANy,
INC., 380 Anaheim Hills Road, Anaheim, California 92803, agen*. of certain real

W~iEREAS, the City Ylanning Commission did hold a public hearing at
the Civic Center in the City of Anaheim on January 10, 1983 at 1:30 p.~,~
notice of said public hearing having been duly given as required by law and in
accordance Wi}~ the provisions of the Anaheim Municipal Code, Chapter 18.03,
to hear and consider evidence for and against said proposed reclassification
and to investigate and make findings and recommendations in connection
therewith; said public hearing having been continued to the PLanning
Commission meeting of February 7, 1983; and
~EREAS, said Commission, after due i.nspection, investigation and
study made by itself and in its behalf, and after due consideration of all
evidence and reports offered at s.tid hearing, does find and determine the
following facts:

2. That the Anaheim General Plan designates subject property
(Parcel A), as described herein for hillside low density residential land use
and (Parcel B), as described herein for commercial hillside land use.
3. That the proposed reclassification of subject property is not
necessary nor desirable for the orderly and proper development of the
commuriity.
4. That the proposed reclassification of subject property does not
properly relate to the zones and their permitted uses locally established in
close proximity to subject property and to the zones and their permitted uses
generally established throu3hout L-he community.
5. That 31 persons indicated their presence at said public hearing
in opposition; and that petitions containing approximately 242 signatures were
received in opposition to subject petition.
ENVIRONMENTAL IMPACT FINDZNG: That the Anaheim City Planning
Commission has reviewed the proposal to amend the Zoning Element of the
Anaheim Hills Planned Community and to increase the acreage of said Planned
Community to construct a 34-unit condominium complex with waiver of required
site screening on an irregularly-shaped parcel of land consisting of
approximately 675 acres generally located in the Santa Ana Canyon south of
Santa Ana Canyon Road between Anaheim Hills Road and Weir Canyon Road, and
further described as the Anaheim Hills Planned Community and also on an
irregularly-shaped parcel of land consisting of approximately 7.9 acres,
having a frontage of approximately 420 feet on the southeast side of Serrano
Avenv.e located approximately 125 feet n.rtheast of the centerline of Hidden
Canyon Road; and does hereby disapprove the Negative Declaration from the
requirement to prepare an environmental impact report on the basis that there
would be significant individual or cumulative adverse environmental impacts:
that sensitive environmental impacts are involved in the proposai; and that
tne ZnitiaL Study suinnic.ted by ti~e petitioner indicates significant individua2
or cumulative adverse environmental impacts.
NOW, THEREFORE, BE IT RESOLVED that the Anaheim City Planning
Commi.ssion does hereby deny Petition for Reclassification on the basis of the
aforementioned findings.
THE FOREGOING RESOLUTION is signed an3 approved by me this 7th day of
February, 1983.
