A RESOLUTION OF THE ANAHEIM CITY ?'LANNZNG COMMISSION
ADOPTING AND RECOMMENDING TO THE CITY COUNCIL OF THE CITY OP ANAHEIM
ADOPTION OF GENERAL PLAN AMENDMENT NO. 183 - LAND USE ELEMENT
TJHEREAS, the City Council of the City of Anaheim did adopt the
Anaheim General Plan by Resolution No. 69R-644, showing the gener.al
description and extent of land uses within the City and indicating the present
belief of the Council as to possible future development and redevelopment of
the land within the City; and
WHEREAS, City sta£f prepared a General Plan Amendment to consider the
incorporation of the Solid Waste Facility designation including transfer
station and disposal facility on the Land Use ~lement and to consider
designating the 2.6 acre parcel located at the westerly terminus of White Star
Avenue and bounded on the southwest by the RiversidP (91) Freeway as a
recycling/resources recovery transfer facility; and
WEIEREAS, the Planning Department staff deemed it appropriate,
pursuant to the provisions of the California Environrtental Quality Act, after
reviewing the Iritial Study that there are no significant environmental
impacts and recomaended that a Negative Declaration be aporoved.
WHEREAS, the Anaheim C.ity Planning Commission did hold a public
hearing at the ~naheim Civic Center, Council Chamber, 200 South Anaheim
Boulevard, on March 7, 1983, at 1:30 p.m., notice of said public hearing
having been duly given as required by law and in accordance with the
provisions of the Anaheim Municipal Code, to hear and consider evidence for
and against said Amenr,nent to the Anaheim General Plan, Land Use Element, and
to investigate an:: make findinqs and recommendations in connection therewith;
and
WHEREAS, said Commission, after due consideration, inspection,
investigation and study made by itself, and afte: due consideration of all
evidence and reports offered at said public hearing, DOES HEREBY FTND:
1. That the Solid Waste Facility designation (includinq transfer
station and disposal facility) shall be included on the Land Use
Element.
2• That evidence was presented which substantiates the need for an
Amendment to the Anaheim General Plan, and it is deem2d
appropriate that "Exhibit A" be adopted, designating the site
for a recycling/resources recovery transfer £acility.
3. That the site is in compatible with the adjoining industrial
land uses and will not adversely affect the growth and
development of the area in which the proposed facility wi.ll be
located.

NOW, THEREFORE, BE IT RESOLVBD that the Anaheim City Planninq
Commission has reviawed the proposal to amend the Land Use Glement of t11e
General Plan to consider incorporation of the Solid 47aste Facilit,y designation
(including transer station and disposal facility) on the Land Use Element and
to consider desiqnating a 2.6 acre parcel located at the westerly terminus of
White Star Avenue and bounded on the southwest by the Riverside (91) Freeway
as a recycling/resources recovery transfer facility;and does hereby approve
the Negative Declaration from tlie requirement to prepare an environmental
impact report on the basis that there would be no significant individual or
cumulative adverse environmental impact due to the approval of this Negative
Declaration since the Anaheim General Plan designates the subject property for
general industrial land uses comriensurate with the proposal; that no sensitive
environmental impacts are involved in the proposal; that the Initial Study
submitted by the petitioner indicates no significant individual or cumul.ative
adverse environmental impacts; and that the Negative Declaration
substantiating the foregoing findings is on file in the City of Anaheim
Planning Department.
BE IT FURTHER RESOL~~ED that, pursuant to the foregoing findings, the
Anaheim City Planning Commission does hereby adopt and recommend to the City
Council of the City of Anaheim adoption of General Plan Amendment No. 183 -
Land Use Element, as follows:
1. That the Solid Waste Facility designation (including transfer
station and disposal facility) shall be included on the land use
element.
2. That the "Exhibit A" be adopted, designating the site for
Recycling/Resources Recovery Transfer Facility.
THE FOREGOING REgpLUT20N is signed and approved by me this 7th day of
