A RESOLUTION OF THE ANAHEIM CITY PLANNING COMMISSION
THAT PETITION FOR CONDITIONAL USE PERMIT N0. 2426 BE DENIED
WHEREAS, the Anaheim City Planning Commission did receive a veritied
Petition for Conditional Use Permit from STANLEY BLACK, ET AL,, 6922 Hollywood
Boulevard, Holly~oood, California 90028, owner and METROPOLITAN OUTDOOR
ADVERTISING, ATTN: JA1 KINGRY, 101 East Huntington Drive, Arcadia, California
91006, agent of certain real property situated in the City of Anaheim, County
of Orange, State of Californ.ia, described as:
PARCEL N0. 1, AS SHOWN ON A MAP IN THE CITY OF ANAHEIM, COUNTY
OF ORANGE, STATE OF CALIFORNIA, FILED IN BOOK 50, PAGE 12 OF

WHER~AS, the Cit}~ Planning Commission did hold a public hearing at
the Civic Center in the City uf Anaheim on March.21, 1983 at 1:30 p,m., notice
of said public hearing h~iving been duly given as required by law and ia
accordance with the provisions of the Anaheim Municipal Code, Chapter 18,03,
to hear and consider evidence for and against said proposed conditional use
permit and to investigate and wake findings and recommendations in connection
therewith; and
WHEREAS, said Commission, after due inspection, investigation and
study made by itsel.f and in its behalf, and after due consideration of all
evidence ar.d reports offered at said hearing, does find and determine the
following facts:
1. That the proposed use is pr~perly one for which a conditional
use permit is authorized by Anaheim Municipal Co3e Section 18.61.050.080 to
wit: to permit a billboard in the ML (Industrial, Limited) ?one with waivers

2. That the proposed use and requested waivers are hereby denied on
the basis that no hlydship was demonstrated pertaining to the size, shape,
location or surroundings of subject property; that the proposal is
substantially larger than permitted by Gode; and that an undesirable precedent
would be established by approving over-sized billboards.
3. That the proposed use will adversely affect the adjoinin~ land
uses and the growth and development of the area in which it is proposEd to be
located.
4. That the size and shape of Che site proposed for the use is not
adequate ta allow the full develop~ent of the proposed use in a manner not
detrimental to rhe particular area nor to the peace, health, safety and
general welfare of the Citizens of the City of Anaheim.
5. That the granting of the Conditional Use Permit under the
conditions imposed, if any, will be detrimental to the peace, health, safety
and general welfare of the Citizens of the City of Anaheim.
6. That no one indicated their presence at said public hearing in
oppositfon; and that one letter was received in opposition to the subject
petition.
ENVIRONMENTAL IMPACT FINDING: That the Anaheim C,ity Planning
Commission has reviewed the proposal to parmit a billboard in the ML
(Industriai, Limited) Zone witli waivers of permitted locat3on of billboards,
maximum dicplay area and maximum height on an irregularly-shaped parcel of
land consisting of approximately 0.46 acre having a frontage of approximately
98 .feet on the south side of Katella Avenue, approximately 225 feet east of
the centerline of State College Boulevard and further described as 2020 East
Katella Avenue; and does hereby anprove the Negative Declaration from the
requirement to prepare an environmental impact report on the basis that there
would be no significant individual or cumulative adverse environmental impact
due to the approval of this Negative Declaration since the Anaheim General
Plan designates the subject property for general industr.ial land uses
commensurates with the proposal; that no sensitive environmental impacts are
involved in the proposal; that the Initial Study submitted by the petitioner
indicates nc significant individu,31 or cumulative adverse environmental
impacts; and that the Negative Declaration substantiating the foregoing
findings is on file in the rity of Anaheim Planning Department.

NOW, TAEREFORE, B~ IT RESOLVED thzt the Anaheim City Planning
Commission does hereby deny subject Petition for Conditional Use Permit, on
the 5asis of the aforementioned findings.
THE FOREGOING RESOLUTION is signed and approved by me this 21st day
of March, 1983.
