PC83-74 A RESOLUTION OF THE PLANNING COMMISSION OP T1iE CITY OF ANAHEIM SELECTING `THE ROUNDARIES FOR THE RIVER VALL~Y RI:DEVELOPMENT PROJ~CT AREA AND FORMULATING AND ADOPTING A PRELIMINARY PLAN FOR THE REDEVELOPMENT OF THE PROJECT AREA WHEREAS, the Cslifornia Community Redevelopment Law (Health and Safety Code Section 33000 et seq.) provides for the City Planning Commission to select a redevelopment oroject erea from within the boundaries of the survey area, and to form~alate a preliminury plan fo; the rede-~elopment of the selected project aren; NOW, TFiEREFORE, THE PLANNiNG COMMISSION OF THE CITY OF ANAHEIM DOES RESOLV~ AS FOLLOWS: SECTION 1. The Planning Commission hereby selects the River Va;ley Redevelopment Project flr~~ and hereby establishes as th~ boundnries therefor the area shown on the Prcjeci Area Map attached hereto and incorporated herein as Attachment "A". SL~TION 2. The Planning Comm?ssion hereby epproves and adopts the Preliminary Plan formulated for the redevelopment of the selected Project area, which Preliminary Plan is ~ttachpd hereto and incorporated herein as Attachment "B". SECTIDN 3. The Planning Director of the Citv is hereby authorizeci to submit the Preliminar,y Plan to the Redevel~pment A~ency. A~SCRIPTTON OP TIiE BOUNDAR.IES Or THE PROJEC7' AREA The bounderies of th~ Project area are as showri on tlie Project Area A2a~ which is attached as Exhibit "1". II. GENERAL STATEMENT OF PRUFGSED LAND USFS [:s a basis for the redevelopment of the Project area, it is preposed that, in gener~l the land uses in the project Area shall be industrial, commercial, open space and recrefltional, residential, public uses und flood control. III. GENERAL STATEMENT QF PRdPOSED LAYOUT OF PRINCIPAL STREETS As a ba:~is for the redevelopment of the Projec*. area, it is proposed that, in general, th.r, layout of principal streets be as shown on the Project Area Map, including: 1. Weir Canyon Road 2. Ls Pnlrna Avenue Existing streets within the Project area may be closed, widened or otherwise modified, and additianal streets may be created as necessary for proper pedestrian or vehicular circulation. IV. GENERAL STATEARENT OF PROYOSED POPULATION DENSITIES As a basis for redevelopment of the River Valle,y Redevelopment Project area, it is proposed that, in general, population densities be controlled by limits on the number of dwelling units per gross acre. V. GENERAL STATEMENT OF PROPOSE^ BUILDING INTENSITIES As a basis for the redevelopment of the Project area, it is prooosed that, in general, the buildin~; intensity be controlled by limits on: (.1) the percentage of -1- PC83-74 s~+-.:..~..:.:.,~.,_..:.:..~, . .: , .. , : .. ~ ground aren covered by buildings (land coverage) (2) the retio of the total floor flrea for all stories of the buildings to areas of the huilding sites (floor area ratio); (3) the size nnd location of the buildable areas on building sites; and (4) the heights of buildin~s. The l~nd covera~e, sizes and location of buildable areas should be limited ns fee~si~~le to provide adequAte open spnces. VI. GENERAL STATEMENT OF PROPUSED BUILDING STANDARDS As a basis for the redevelo~ment of the Project area, it is proposed that building standards should genera]]y conform to the building requirements of applicable State str~tute5 and loc~l codes. VII. ATTAINMENT OF THE PURPOSES OP TH.E CALIFORNIA COMMUNITY REDEVELOPMENT LAW The purposes of the California Community Redevelopment Law would be attained by the proposed redevelopment through: (1) Ccnstruction of public improvements to eliminate or mitigate environmental deficiencies relating to drainage and flood control; (2) Ccnstruction of public transportation improvements to provide acceas to all portions of the Proiect area with improved pedestrian and vehicular circulation; (3) the re~lanning, redesign nnd ~levelopment of undeveloped areas which are stagnant or improperl,y utilized; (4) the participation of owners and tenants in the revitalization of their properties. V1II. CONFORMANC.F. OF THI: GENERP.L PLAN OF THE CITY This Preliminary Pl~n conforms to the General Plan of the City. The Preliminary Plan proposes a similar pattern of land uses flnd includes all highw~ys and public facilities indicated by the General Plan. I~. GENERAL IMPACT OF THE PROJECT UPON THF RESIDENTS AND SURROUNDING NEIGHBORHOOD The impcict of the Project on the su^rounding urec~ will, in general, be in the areas of xraffic circulation, public fxcilities and services, environmcntal quality, employment oppartur.ity and econotnic development. Agency activities in the Project areA will include relocation of occuprznts and construction of public improveme.nts. It is anticipated that direct Agency netivity will occur only when sufficient financicil resources ~r2 available and such action will produce effective and immediate redevelopment resuits. Thus, the redevelopment project is intended to be piiased with a limited scope of direct activit,y at any given time.
