north side of Vic~or Avenue and Eurt~,ex described a~ 523 West Victor Avenue;
and does hereby approve the Ne~3ative Declaratxon u~on finding that it i~as
conszdered ~he Negative Declara+:ian togcther with any comments received during
the public review pr.ocess and f_~~rther findii~g on the basi.s of tt~e initial
stuc]y and any comment~ re~:Fr.ived ~hat there is no substantial eviclence that the
