Anahe.i.m General Plan k,y Resolut.ion No. 7'7R-168, show:ing the general
descriptxon ancl exL•ent of possible future development within the Ci.t,y; and
WHEREASp pursuant to a requesl Erom the property cwner for a General
Plan Amendment Study, ~it~.y s~aff preparPd a General Plan Amerdment for an area
consisting ot ap~rox~[matt~ly :325+ acrPS generally bounded on the north by the
B.~uer Ranch and Santa Ana ~ariyon P.oad, east by the Irv.ine Company pcoperty,
south by the Oak hi11s Ranch and west by tl~e Anah~im Hills Development
Corporation prapertX and Bauer Ranch; and
WHERFAS, tk~e Planning nepartment de~med i.t appr4priate, gursuant t~~
the provisions of the California Environmental Quality Act, to ptepare
Eitv:tronmental Impact Reporr No. 264 in connection a~ith ~he amendment under
consx~eration; and
WI~IEREAS, THE Anahe.im City Planning Commissi.on did hold ~ publi.c
heartng at L•he Anahei.m Ci.y:ic Center, Council Chamber, 20J South A.nahea.m
BoulPVard, on OctobPr 29, 19~4, at 1:30 p.m., noti~e of said publtc heari.ng
hav~ng k~een duly ga.ven as requi.red by law and in a~cordancs w.ith the
provi.sions of the Anahpi.m Mun.icipal Code, to hear .and cons:ider evidence fo.r
and agaxnst sa.id Amendment to the Anahei.m Ger;.eral Plan, Land Use ;lsment, and
to investig~te and make findings and recammer~dations in connectton therewtth;
and sai.d hearing betng contxnued to the meetxn~~ of November 26, 1984; and
WHERFAS, said CommXSSi~n, after o'ue consideration, i.nspection,
~nuestagation, and study made by itself, and after due considerati~n of a1i
evxdence anc! reports offered ai: said public hearxng, DOFS HEREBY FIND:
1. That one person i.ndicatec~ his pres~enc~ i.n oppositi.on tio subje~t
request at t~ye Oat~ber 29th public hear:ing; anci that na one indtcated thetr
presence i.n oppnsitxon to ~ubject requa_yt at t"r,~ November 26th meeti.ng; and
that one letter was rece.ived in opposition to subject request.
2. That the subject amendment wouZd bE compatible with the g~als
and polxcies of the Canyon Area General Plan.
3. mhat the subject amendment wuuld be compatibl~ wtth adjacent
land u~es.
4. That ev~,dence was presented wh:lch substanti~tes the need f~t an
amendment t;o the Anahei.m Genpral Plan, and it deemed appropriate khat "Exh:ibit
B" be udopted. Under the aNprov~d General Plan de~i.gnations, the number of
developable dwelli.ng would range from zero (0) to a max~mum of 1,119 uni.ts as
st~.pulated by the applxcant w.i.th the actual number of developable units to be
authorized b,y the C~ty at the t~me of the approval of the ~lanned Community
(PC) zontng and subdivisi.on approvals.

264 was considered Eor the proposed develo~ment of Wallace Ranch and after
reviewing evide~nce, boi:h written and oral, presented to supplement Draft EIR
No. 264, Ll~e Plant~ing Commission fi.nds Fhat E:iR No. 264 is in uompliance with
the Cali.fo:n~.a Envi.ronmental Qual:ity Act and the C.ity and State CEQA
Guidelines; that pconomic, social and physical co.~~iderat~.or.s make ~lt
infeasible to e19.m:inate a11 of the s~gni£icant envi.ronmen~.al impacts of the
project which have been identi£ied in EIR No. 264; tha~ it will be necessary
to complete planning and prova.de for f.unding of a system o£ ark~ri.al highways
having adequate capacity to serve this pro;ject and other future clevelopmen~~
:in the region pri.or to approval of zon.'.ng the prapErty Eor development;
however, khe benefi.ts of the prcject have ~eer. balanced aga.inst the
unavoi.dable envi.ronmental impact and, pursuant to the provisinn~ of Section
15093 of the State CCQA Gu.i.deli.nes, the occurrence of ti~~e signifi.cant
environmental eff~cts identifi~ed if~ EIR No. 264 ~nd as set forth above may be
perm~.tted wi.thout f.urt;her ti~i.tigat.i~n due to the follow.ing overri.ding
considerations: 1) the project will provide a bal~nced resi~ential cammuni.ty
to fil.l a need tor hou~ing an increasing popula~ion; 2) the projer.t ts
compatible witt~ surroundi.c-g land uses; 3) m.itigat.ion mea~ures have been
.inc~rporated into the project to reuuce the envxronm~nta~. impact to an
acceptable level; therefore, the Planning Commiss~ion recommends t?,at Lhe City
Council ceLt:ify EIR *' .. 264 for the General Plan of Wal.lace Ranc:h and adopt
this Statement af Overriding Considerati.cns.
BE IT r';JRTHER RESOLVED th~~ pursuant to the foregoing findxngs, the
Anaheim Ci.ty Plann.ing Commission does hereby adopt and recommend t~ :he Czty
Cpuncil of the City of Anahei.m adoption of General Pl~n Amendment No. 187 -
Land Use Flement, Exhibxt F3, designating the area for Hillside Estate Density,
Hi.llside Low Dens.i.ty, Hxllsicle Medium T~ensity, General Commercial, Sc~~oo1 and
General Open Space; with parti.cular emphas9.s be:ing place on the understandtng
that approval is not automatically guar~nreed for c~evelopment of the maximum
number of 1,119 dwell~.~zcr uni~s, and under the GeileraY Plan aesi.gnatiun, the
