WHEREAS, the City's existing Circulation Element does not provide
enoixgh ca~acity at cantain key intorsoction~s to demonstrate cansistency
with the Land Use ~lement, and evan thuugh mariy intersections have not yet
~ been developed with the types and densit.ies of land use al.lowed for by the '~
' ~ener.al Plan, the twanty-four (24) intersections under consideration ~:re
. current7.y expe.riencing unacceptable le~els of congestion; ana the Criti.cal ~°~
Intersect.ion design contains three ti~rough-travel lanes, dual leEt-turn ~~~
lanes, a right-turn-only, a r~ised modi.an and bus turnout:s, and is

WHEREAS, pursuaiit tu t:he above Code section, the Cii:y Engineer
