WHEREAS, i:he City Council o£ the City af Anaheim did adopt the
Anaheim General Plan. by Rasolution No. 69R-644, showing the general
descriptian and extent of possible £uture devalo~ment wzthin the city; nnd
WHER~AS, pursuan~ to ~ Plann:ing C~mmission reguest for an amendmon~
to the Land Use E1Qment of tha Gsneral Plan, in aonformancs with Sections
18.03.050.05 and 18.03,050.030 of the Anaheim Municipnl Code, stafE prepared a
General Plan Amendme~nt r~ redesiyn~te from thQ existing Medium Doxisity
Rasidential designation to a Low Density Residential designation for the S~udy
7area 2 eonsistir.g cf approximate2y 2.7 acres generally bounded by Valeneza
Avenue to i:he nortYi, Anaheim Boule~vard to lhe easC, Vermont Avenue to the
soutt~ and Lc~mon Street to the wast, excepting the easterly 160 feet and thg
s~utherly 230 feet; and
WHEREAS, the Planning Department dec~med it appropriate, pursuant to
Lhe pr~visions of t;lie Cal.ifor.nia ~nvirc~nmental Quality Act, that there are 70
significanL• environm~ntal impacts and reaommended that a N'egativa Declaratzon
t,e approved; and
WHEREAS, the Rriaheim City Planning Cornmissiori did hold a public
hoaring at ~he An~heim Civic Center, Council Chamber, 'L00 Sauth Anaheim
Bou].evarcl, on necember ~, 1989, at 1:30 p.m. , notice nf said public heari.rlg
having been duly given as roquirt~d by law ancl ixi accorQance wi~h the
provisions ~f thp An~heim Municipal Code, to hear and consiQer evidence for
and against said General Plan AmencLnent and ~to investigate and makp ffndings
ana rec:ommendations in cannecrion therewith; and
WHEREAS, said Commission, afrer dua canSiQert~tion, inspeation,
invastigation arid study made by its~lf, and aft~r dua consi.derat3on of al;
evidence anc~ reports offered at hea.ring, DOES H~R~flY FIND:
l. That due to City Council anci Planning Comrnissian concerns
regarding multiple-family rNSidential develoPment in Anaheim, a phased work
plan was d~veloped whieh in.cluded, in part, an analy~is of areas deaignated as
Medium Dc~nsity Residex~tial on ths General P1an, a~ well ac~ those areas zoned
RM-1200 wesr of State Co11c~gQ Soul~avzra to the wesLern City ~i:nits to
determ.ine l~nd use inconsisCencic~s.
2. That ataff cunducted a det~iled analysis of the General 1Plan
designations, zoning and land use and ic'ientified '308 acres on which
incAnsis~encies exist betwaen oxigtfng land uses and the General P1an
do~ignation and/or existing zoning.
3. Tha~ evidence p:esented sub~tantiates the need for ~:i ;menclment
to r_he Anaheim Gsneral P1an nnd ~hat Exhibit A be adoQted rodssignating
subject area for Low Density Resi.ciential land uses.
