significant z-~d adverse effects an the cnvironmcnt. Thc pra~ram has bcen
dcsigned to ccL,urc compliancc during projcct implcmcntation.
1. MONITO~tING CI-~CCkLIS'f
Project mitigati~~r: measures, identified to mitigate or avoid signi~cant and
a,dvcrsc effr.cls on the environment, have been incorporated into a checklist.
l~ach mitigation mcasurc is listc~ separateiy on thc check.list with appr~priate
spaces fo; monitaring the prugrtss of implementatiun af each mitigation mcasure.
"I~is check;ist is the basis for the -nonitoring program. Any information prnvided
ta thc City by the applicants for indiviaual development projt;cts must be kept
with the checklist in the praject Cile for that prujecl for the: purp~sc of
verification. 'I'he checklist is icicluded at the end of t}~is section.

Mitigation monitoring f'or thc Lincoln `.'illage praject will ~e managed through
thc Ci-y's devcloprrzent re.view process. Many mitiKation measures can be
monitored through the City's planchPck process. ~+-s City staff reviews the projer,t
plan, thc plans w111 be checkcd far campliance with each mitigation measure,
"l~c project specific measures are d~vided into projec~ desig!~ and on-goir~g
measures. Each category and sub-catcgo~y requires di[fcrent ennnitorir~g
techniques, but will bc mc~nitorcd iising the checklist.

Monitoring of this type of mcasure will be similar to that described in Ses:ti~ n
2.1, exccpt that the status of each mitigation measuie will be noted at va.rious
tim~s on the chccklist, unti~ monitoring is no lociger needed. The project
proponent may bc requiced to submit p~riodic reports to the ~ity on the status of
this type of rriitigation m~asure.
3. OU'TSIDE CUNSULTANT~
f~or cases in which cortxpliance with a rr.itigation measurc cannot be verified
thrnugh the piancheck process ar the City-establi~hed inspection process, or
wh-ch require specia(izcd expertise, an outside~ consultant may be hired. The
projcct proponent may hire outside consultants subject to the City'~ approval, ~r
the ~~ty will du so. Slzou!d the City hire consultants, ihe City will collect a
dcpasit [rom thc; projcct proponcnt [or the consultant s~rvicts, as described in
Scction 6 oi this program.
4. 01'HER AGENCIES
Monitoring mitigation measures rcquested by other ~gencies will be t~~~e
responsibility of thc requesting agency. Th~ City will riotify these agencies which
mitigation measures reyiicsted hy these agencies have bc:en included in projeci
approval. The agencic:s will then submit a proposed monitoring program 1~ the
City. These agrn.cics will inform the City in writing when monitoring is
camplcte.

unus~d p~~rtion of thc dep~sit will be rcfundcd to the project applican~.
6.2 Consult~nk Fc~
The cast associated with sen•ices of oulside consullants wilt be paid by the
nrojGCt applicant. A depo~it rraay be rcquired by the City to be aPplied toward
