coordinatlon of future development wfthin the Clty, and "Zoning end Development 3tandards" where the
Specific Plan Includes zoi~i~~g regulations and development atandarda to be substftuted far exfstina zoning
under the Znning Cod~ which shall be adopted by orcJinance independont of the rest of tha Speclflc Plan;

Company submlt;ed an applicatfon dated October 30, 1992, for Ciry conslderation af adoptfon of Tho
Disneyland ResoK SpecM(c Plan No. 92-t (Including Zoning and Development Standards, a Dasign Plan and
Gufdelines, end a Public Facllitles Plan) for the porticn of the proJect eraa owned by The Walt Dlaney
Company and a request dated October 30, 19fi2, as amended An March 15, 1A93, that the Planning
Commission Initfate Spac1(ic Plan No. 92-1 for the portlona of the proJ9ct area not ownad by The Walt Dlsney
Company; and

vacation destinAtlon resort including the construction of tl~e Disneyland Adminlstratlon Building (e 47b,000-

estimated that the visitors apont $4.7 billion fn Oranga Caunty In 1992. The Oranae County region, and the

Disneyland ResoK indirectly will fncrease the demand far aunounding retall, restaurant servics and hatel

The Speciffc Plan provfdes a Vehlcular Circulation Plan and Peclestrian C(rculatlon Plen. A
number of improvements to the exlating transportatfon ancl circulatfon system have been Incorporated Into
the proJect des(gn to enhance eccess to and egross from the Pro~ect area, and to provido convenlent and
pedestrian-oriented circulation within the Pro~ect areA. These improvements will remove s~me ot the current

Oisneyland trafflc from the locel streets. Impacts to local streets will be minimiz9d by moving parking
facllities to locatlons mara convenient to I-5 and by providing freeway on/off ramps that directly accass the

within the Commerclal Recreation Area. These improvoments wlll benofft sll users of the transporiatlon
system and irnprove overall lovels of service in the area.
The Disneylend Aesort will provide an extensNe Intemal pedestrlan clrculAtlon syatem,
including Iandscaped walkways, anci eleotrical convAyance systems. The proJect wlll accommodats a
po!ential connection to the Orango County Flxed Quldaway proJect and a potontlal pedestrtan bridge over

The Ciry of Anahelm's Commerolal Recreation Area Is an approximataly ~,040•acre area
(increased to approxlmately 1,Oti6 acres In connectlon with C3ensral Plan Ame~dment No. 331) deslgnatad
for Commercial Reoreation usos in the City of Anaheim's Ceneral Plan, a planning designatlon which permits
primarily rer.reation, tourist, conventlon and other visitor-serving uses. The Commerclal Recreotlon Area Is
generally located southwest of I•G between Ball Road and Orangewood Avanue. There Is another arae whlch
surrounds the Anahelm Stadlum which Is also ds~ignated Commerafal Recreatlon but Is not referred to in
this EIR as part of the Commerclal Recreation Area.
Ex~sting land uses In the Commercial Recreatlon Area suROUndin~ the existing Dlaneyland
theme park Include the Anaheim ~onvontlon Canter and a number of hotel, motel, oommerclal and retail
establishmonts. In 1989, the City of Anahelm inkiated tho Commercla{ Recreatlon Area Enhancement
Program and Transportation/Land lJse St~ategy Plan. The gaal oE the Ciry's sfforts was to address the need
for "visual enhancement° and Infrastructure improvemants In the Commercial Racreation Area. SpecNically,
the Commercial Recroatlon Area Enhancement Program's goal was to comprehensively address signags,
landsoaping and other land use and site doveinpment issues In the Commercial Recreation Area. The
Transportatlon/Land Use Strategy Plan's goal wes to assess exfsting and future transportatlon condRlons
and recommend Improvements commensurate with land uso intensification proJectiona over the naxt 20
years. In 1990, the Anaheim Clty Counoil adopted a re~~isad Commorclal Recreatlon Zoning Ordinance and
establishod Deslgn Guidelines for the Commercial Racreation Area. The CR Zona currently rsgulates the
C-R Aroa.
It was wfthin thls planning context that Ths Walt Disney Company announced plano for The
Disneyland Resort (n 1991, tho nroject analyzed In thls EIR. The proposed Disneyland Resort Speclflc Plan
encompasses 548 acros of the Clty's Commerclal Recreatlon Area. The Spociiic Plan tacllitates the
development af a world-ciass destfnatfon resort by consalidatln~ the existing Disneyland theme park and
new tFieme park(s), hotels and ather viskor•seNing facilfties fn close proximiry to each othor. If the propoaed
Disneyland Resort Speclflc Pian is not approved, th0 project site wlll continue to be repulated by the CR
Zone as It currently exists or as It may be amended In tha future.
0.6 The Spsclfic Plan provides for thA d0velopment of a premler dastin~tlon resort In
the City's ~ommercial Recreatfon Area. The sita cunentiy Is camprised of tha Disneyland theme park, hotels
and other commerclal facflitles, the Dlsneyland thsme park parking lot and agricultural land. The City
identiffed the C~mmerclal R~creation Area as e prlorky growth ar~a in ks 1990 Economic Development
Strategic Plan. The c~nversion af Disneyland from primarily a one-day visft~r resort lnto a worid-class
