ADOPTING AND RECOMMENDING TO THF CITY COUNCIL ADOFTION OF
GENERAL PLAN AMENDMENT N0. 33Fi PERTAINING TO THE LAND USE ELEMENT
WHEREAS, the Cfty Council of the Ciry of Anaheim did adnpt the Anaheim General Plan by
Resolution No. 69R-6~W, showing the general doscrlptfon and extent of possible future development withfn
tho City; a~id
WHEREAS, on June 29, 19J3, the City Co~ncil under Ordinance Nos. 5377 and 5378,
adopted Th ~ D(snayland Resurt Specitic Plan No. 52-1 encompassing four planning districts: Theme Park
District, Hotel D(strict, Parking Dlstrict, and Future Expanslon District, in additlon to the C-R Overlay which
allaws certaln parcels to become part of the overa{I resort development or to bo developeci with uses set
forth In the C-R (Commercial, Recreation) Zone as it currentiy exists or may be amr~ndod In the iuturo; and
WHEREAS, on Decomber 30, 1993, Disnoy Development Company submitted a lottpr
requesting that ?lanning Commission (nftiate an amendment to the City of Anaheim General P~an end The
Disn~3ylancl Resort Specit(c Plan for a rectangutarly-shapod parcel ot tand cons(sting of appro.cimatoly 9 acras
locatad at the southoast corner of Freedman Way and Harbor Boulevard in tho City of Anahefm in the East
1'arking Area of the Park(np District of Tho Disneyland Resort Specific Pian and in the C-Fl Ovorlay, and
turther identified as "Anaholm Plaza Hotel"; and
WHEREAS, Qn January 24, 19J4, the Planning Commission initiated applications for
amendmenta to the Goneral Plan and to The Disneyland Resort Specitic Plan for subJect 9 acres which are

contained In the Mitigation Monitoring Program for The Disneyland Resort Spocific Plan ba modified to
roferenco "Olstrlct A," as shown In Attachment D uf the February 23, 1994 statf ~eport to the Planning
Commission, attached hereto.
NOW, THEREFORE, DE IT RE50WED, that pursuant to the above finciings, the Anahelm
City PlAnnfng Comrnisslon does heroby adopt and recommend to the City Councll af tho City of Anahelm
adoption of General Plan AmendmQnt No. 336, to acld a iffth land use district, "Dlstrict A," to The Disneyland
Rosort, as dlscussed in the Land Use Element of the City oP Anahelm Generai Plan.

"Commarcial-Recreation--T'he Cammercial-Recreation category was adopted by
the City in the 1960's to enc~urage comrnercial-recreation land us~s primarily in
the Disneyland area. Currently, in addition to the Disneyland area, the aroa
around the Anahoim Stadium is al~o designed as Commercial-Rerroation. This
category is primarily implemented by the C-R, Gammercial, Recreation Zano which
is intended to provide for the davelopment of businesses directly related to the
recreatian and entertainment industries providing services to the tourist. 1 n~
Commercial-riecreation category is also implemonted by The Disneyiand Resort
Specific Plan, which provides for the development of an approximato 489.7-acre
international multi-day vacation destinatian resort includinc~ ungoing modificati4ns
t~ the Disneyland theme park, the Jevelopment of a new theme park, additional
hotels and entertainmen4 areas, administrative office facilitios, new public and
private parking faciiities, and an internai transportation system. Zhis development
is within five planning Districts (Theme Park, Hc.rel, Par4cing, Future Expansio~ and
District A) and a C-R Overlay which allows development within tho Overlay to
eithor be ~,onsistent with the underlying ~iesort District or subjoct to the s~me land
uses as in ti~~ C-R 7_one. Tne Disneyland Resort Specific Plan also identi~es
maximum developmant density desic~nations for hotel/motel developmont in the
Hotel District (up to 5,GG0 hotel rooms for the entir~ District with up to 1,000 hotel
rooms transfdrable to the Thome Park District), in District A(the maximum number
of units p9rmitted would be 75 hotel/matei rooms per gross acre or 75
h~tel/motel rooms per parcAl existing on June 29, 1993, whichever is greater) and
the C-R nverlay (the maximum numbor af units permitted on a parcol woulr~ be
th~ following: 1) for parcels ~esignated Low Densiry - up to 50 hotel rooms per
gross acre or 75 roams, w{iichever is greater; and 2) for par~els designated
Medi;.im Density - up to 75 hotef r~oms per gross acre or 75 rooms, whichever is
greater; provided that for those parcels that are developed with hotel/motel rooms
which exceed the ma~cimum derisity clesignation, th~ number r~f rooms existing on
the date of adoption of The Disneylancf Resort Specific Plan Ordinance may be
rei~uilt or modified at their existing density.) It should be noted that accessory
uses may be developed as well as oiher visitor-serving commercial/retail and
restaurant uses along with these hotel/motel uses.
