(including Z~ning anc! Developmerit 5tanclards and a Public Facflities Plan) was approved by the Cfty
Co~nr,ll on Aprll 21, 1992; ~nd that City Council suk~sec~uenUy adoptnd Ardinance No. 5296 to amond the
Zaning Map to lnclude Specific Plan SP90~3; and that the Gypress Canyon Specffic Pisn proNides for the
development of up to 1,620 dwelifr~g units, a acres of c~mmerc(~I uses, an elementary school, a potential
high sci~ool, a fire statlon $Ite, an etectrical substation sftc~, a neic~hborhaod park, and op~en space; arid
WHEREA~, Conditfon No. 16 of Ordinance No. 5296 currently ~tates the fallowing:
