2. That the proposed use will not adverseiy affect the adjoining land uses and the gr4wth and

development of the proposed use in a manner not det~imental to the particul~r area nor to the peace, health,

streets and h(ghways destgned and improved to carry the traffic in the area because of the nature of the
surrounding land uses and the varying pEak hours af operation ~etween those uses and this church;

c`AUFORNIR ENVIRONMENTAL QUALITY ACT FINDING: That the Anaheim City Planning
Commissicn has reviewed the proposai to permft the establfshment of a church 'racility in an ex(sting 80,500
sq.ft. fndustrlal buliding on a irreguiady-shaped 13.5-acre praperty (10 acres excluding the CalTrans acquisftfon
of the southe~ly s;.~rtion) having a ftontage of 420 feet on the west side of Brookhurst Street, a maximum
depth of 1,262 feet,'and being located 190 feet north of the centedine of La Palma Avenue (1111 North
Brookhurst Street, forme~ly Circle Seal); and does hereby approve the Negative Dectaration upon flnding that
the declaration reflects the independent judgement of the lead agency and that it has considered the Negative
Doclaration togethQr with any ~comments received during the public review process and further flnding on the
basis of the inRial study and any comments receNed that thera is no substantiai evidence that the project will
have a signfficaM effect on the ernironment.
NOW, THEREFORE, BE IT RESOLVED ti~at the Anaheim City Planntng Commission does
hereby grant subject PetiGon for Conditional Use Pormit, upon the fdlowing condftions which are hereby
found to be a necessary prerequisite to the proposed use of the subject property in order to preserve the
safery and general welfare of the Citizens of the City of Anaheim:
1. That no roof-mounted equipment shall be permftted unless fuily screened from view from all public
streets and adjacent properties in accordance wfth Anaheim Mun(cipal Code requirements; and that the
owner/developer shall submR a plan showir$ detaliad screening information to the Zoning DNision for
review and approval by the Planning Commission as a'Reports and Recommendations" ftem.
2. That any proposed freestanding sign on subJect properry shall be a monument-type not exceeding eight
(8) feet in height and sixty flve (65) sqt~~re feet in area (exGuding an eighteen inch (18") high base
relatNe to the square footage); and thai :-aid sfgn shall be subJect to review and approval by the Ciry
Traffic and Transportation Manager to determino adequate lines-of-sight.
3. That a!I existing freestanding signs located on the subject property shall removed.
4. That the parking lot serving the premises shall be equipped with Ilghting of suff(cient power to (Iluminate
and make easily discemible ii~e appearaRCe and conduct of all persons on or about the parking lot.
Said light(np shall nat exceed twelve (12) feet fn height and shall be directed, posit(oned and shieldsd
in such a manner so as not to unreasonabty (Iluminate the window areas of adjacent and nearby
residences, and ft shall be so specifled on plans submitted for building permfts.
5. That all landscaped areas shall be planted, irrigated and maintained, in coMormance with Exhibft No.
3, except as otherwise conditioned herefn. The Oleander shrubs shown on submitted plans shall be
replaced +~ith Raphidepis due to the cuROnt blight affecting Oleanders. Final landscape pians, including
a tree preservation and removal plan, shall I~e submitted to the Zoning DNision for review and approval
by the Planning Commission as a'Reports and Recommendatio~s" ftem; and, further, that no trees shail
be removed untfl such plans are approved.
6. Thai to the extent practical, all mature trees existing on site shall be retained and incorporated inta ihe
landscape p~ans submitted in cor~nection with building permits.
7. That the owner of su5ject property shall be responsible for the removal of any on-sfte graffiti wfthin
twenry four (24) hours of its application.
8. That any trae or other iandscaoing plantad on-sfte shall be replaced in a timely manner in the event that
ft is removed, damaged, diseased and/or dead.
9. That trees shall not be unreasonably trimmed to afiord increased visibility of the faciliry.
10. That all block walls, including trash endosures, shalt be screene~ wfth permanerrtly irrigated plant
materials consisting of vines and shrubs.

11. That the building roof s.~all be painted wfth three {3) foot high reflect(ve address numbers in a

13. That a sbc (6) feet high concrete block wall, as measured from the htghest adjacent grade, shall be

14. That the use of any ampliNed music or bells shall not be permitted on the premises.
15. That the petftfoner shall be respons4b!e for compliance wfth all mftigation measures included tn the
attached Mitigatlon Monftoring Plan Dio. 101, as establisherJ by the Ci~~ of Anaheim and as required by
Section 21081.6 of the Publtc Resr.urces Code and within the assigned t(me frames, and for any direct
cost associated with their im~le!nerrtation.
16. That the church hours shaii be limfted to the fd{owing, as stipulated by the patitioner:
Office: Noreday to Friday 8 a.m. to 5 p.m.
Church: Sunday 9 am. 20 3 p.m.
Saturday 9 a.m. to 4 p.m.
School: Sunday 9 a.m. to 2 p.m.

17. That no windows sha".I be instailed on the north wall of the gymnasium; and that any doors located on

18. That the pro~.eity owner shall submit a letter requesting termination of Candftional Use Permit No. 649
(permitting a 4raining center) and Variance No. 788 {permitt~ng a directional sign to advertise adjacent
home sales) to the Zoning DNision.
19. That the deveioper shall submit a lot line adjustment plat to the Public Works Department, Development
Services Division, to merge the unde~lying parcels into one (1) legal lot. The lot line adjustment plat
shall be approved by the Ciry Engineer and recorded in the Office of the Ciry Engineer prior to issuance
of a building permit.
20. That this condftbnal use permft does not indude approval of any schod, child care facilfty or playground
with the excention of Sunday School.
21. That a minimum of tweMy one (21), minimum f'rfteen (15)-gallon sized, trees shall be pianted on
