18.03, to hear and consider evidenc3 fc: aRd ~gainst said proposed variance and to investigate and make
findings dnd recommendatior s in .eAnnec!ion therewith; and
WHEREAS, said Q^ :+mis~~on, aRer due inspection, investigation and study made by itself
and in its behalf, and after due conside~a'.ian c~f ail evidence and reports offered at said hearing, does find
and determine the foilowing facts:
1. That the petitioner requests waiver of the following to construct three wall signs totaling
102 sq.ft. on the north, south and ea~.t elevations af an existing drive-through bank building:

2. That there are special circumstances applicable to the property consis:inQ of its topography
which does not apply to other iden:ically zoned properties ~anae he'ad acent st eete and the dee~hb 9ding
difference, the angles of visibility between lhis property 1
setback from the street, make it difficult to see siynage placed at the Code-allowed locations in accordance
with Code standards;
3. That strict application of the Zoning Code deprives the property of privileges enjoyed by
other properties under identical zoning classification in the vicinity because vehicular access to this
proporty is located on Santa Ana Canyon Road at a significantly distant and inconvenient location from
Imperial Highway (wherE: ~ubject build~ng faces), necessitating additional signage to identify the business
to traffic on Imperial Highway before' ~~ passes the business; and
4. That no one indicated their presence at said pub~ic hearing in opposition; ~nd that no
correspondence was received in opposition to subject petition.
CALIFORNIA ENVIRONMENTAL QUALITY ACT FINDING: The Planning Director or his
authorized representative has determined that the proposed pro~ect falls within the dsfinition of Categorical
Exemptions, Class 11, as dzfined in the State EIR Guidelines and is, therefore, categorically exempt from
the requirement to prepare an EIFt.
