A RESOLUTION OF THE ANAHEIM CITY PLANNING COMMISSION
RECOMMENDING 70 THE CITY COUNCIL ADOPTION OF
GENERAL PLAN AMENDMENT NO. 357 PERTAINIiJG TO THE °L.i1~~D USE ELEMEN7"
WHEREAS, on November 5, 1963, the City Council of the City of Anaheim did adopf the
General Plan for 34 sauare miles located west and north of the Santa Ana River by Resolution No. 63R-
869; and that on May 24, 1966, the City Council adopted the HiII and Canyon General Pian by
Resolution No. 66R-364; and that on November 12, 1969, the City Council adopted the Anaheim
General Plan combining the 1963 Generai Plan and the 1966 Hill and Canyon General Pian by
Resolution No. 69R-644, describing and showing the general description and extent of possible future
development within the City; and
WHEREAS, Planning Commission directed staff to initiate amendment to the Land Use
Element of the General Plan to re-designate certain properly from the Generai Commercial land use
designation to the Low-Medium Density Residential land use designation; and that the property consists
of 4.75 acres IocatEd south and west of the southwest corner of Ball Road and Knott Street,_having
frontages of 15 feet on the south side Ball Road and 390 feet on the west side of Knott Street, and
further desc~ibed as 1203-1245 South Knott Streei; and
WHEREAS, the Anaheim City Planning Commission did hold a public hearing at the
Anaheim Civic Center, Council Chamber, 200 South Anaheim Boulevard, on August 3, 1998, at 1:30
p.m., notice of said public hearing having been duly given as required by law and in accordance with the
provisions of the Anaheim Municipa! Code, to hear and consider evidence for and against said General
Plan Amendment and to investigate and make findings and recommendations in connection therewith;
and that the public hearing was continued from the Commission meetings of July 6 and July 20, 1998;
and
WHEREAS, said Commission, after due consideratiun, inspeclion, investigation and
siudy made by itself, and aker due consideration of all evidence and reports offered at said hearing,
DOES HEREBY FIND:
1. That thit: property is currently vacant and was formeriy developed with a 70,410 sq. ft.
commercial retail center integrated with a 1,936 sq. ft. auto repair center on a separate parcel to the
north (which is not a F~art of this proposai); that the property is zoned CL (Commercial, Limited); and
that the pcoperty is I~c,ated within 4he West Anaheim Commerciai Corridor Redevelopment Project Area
and in Community P!anning Area No. 1.
2. Tliat this General Plan Amendment was considered in conjunctfon with a reclassification
of the property fro~~. CL (Commercial, Limited) to th2 RM-3000 (Residential, Multiple-Family) zoning or a
less intense zone, a conditional use permit to construct a 40-unit, 2-story, detached residential
condominium deveiopme~?t ~vith waivers (minimum structurai setback abutting a major arterial highway,
minimum distance between buildings, minimum private street standards and permitted encroachments
into required setback areas) and a tentative tract map to establish a 45-Iot, 40-unit detached
condominium subdivision.
3. That the proposal is consistent with exisiing residentiai land use densities in the area.
4. That the ev6dence presented at the public hearing substantiates the need for an
amendment to the Anaheim General Plan, as proposed, and that, therefore, Exhibit A sheuld be adopted
re-designating subject area for Low-Medium Density Residential land uses.

5. That no one indicated their presence at the public hearii;g in opposition; and that no
correspondence was received in opposition to the subject petition. ~
CALIFORNIA ENVIRONMENiAL QUALITY ACT FINDING: That the Anaheim City
Planning Commission has reviewed the proposal to amend the Land Use Element of the General Pian to
re-designate this property from the General Commercial land use designation to the Low-Medium
De~sity Residential land use designation; that the property consists of 4.75 acres located south and west
of the southwest corner of Ball Road and Knott Street, and having frontages of 15 feet on the south side
Ball Road and 390 feet on the west side of Knott Streef (1203-1245 South Knott Street); and does
hereby approve the Negative Declaration upon finding that it has considered the Negative Declar2tion
together with any comments received during the public review process and further finding on the basis of
the initial study and any comments received ihat there is no evidence that the project will have a
significant effect on the environment.
NOW, THEREFORE, BE IT RESOLVED, that pursuant to the above findings, the
Anaheim City Planning Co.;~mission does hereby adopt and recommend to the City Council of the City of
Anaheirrs adoption of General Plari Amendment No. 357 pertaining 6 the Land Use Element, Exhibit A,
to re-designate the study area from the General Commercial land se'd~signation to the Low-Medium
Density Residential land use designation. -
