A RESOLUTION OF THE ANAHEIM CITY PLqNNING COMMISSION
ADOFTING AND RECOMMENDIN~ TO THE CITY COUNCIL ADOPTION OF
GENERAL PLAN AMENDMENT NO. 361 PCRTAINING TO
THE LAND USE, CIRCUL/,7~ON, AND SAFETY AND SEISMIC ELEMENTS
WHEREAS, the City Couna~ of lhe Cily of Anaheim did adopt the Anaheim General Plan
by Resolution No. 69R-644, showing the general description and extent of possible future development
wilhin the City; and lhat the Gen~:ral Plan has been amended from time-to-time to update various
elements thereof.
WHEREAS, Generai Plan Amendment No. 361 is a City-initiated amendment for the 807-
acre Stadium Area (also identified as the Anaheim Stadium l3usiness Center) bounded by the Santa Ana
raver on the east, the Anaheim City Limils on the south, the Santa Ana Freeway (Interstate 5) on the
west, and the Southern California Edison Co. right-of-way on the north, and excluding the area entitled
under Environmentai Impact Report No. 320 and Area Development Plan No. 120 (Sportstown Anaheim).
WHEREAS, this general plan amendment proposes to amend lhe Land Use, Circulation,
and Safety and Seismic Elements of the General Plan, as foilows:
Land Use Element
(a) Re-designate the 807-acre Siadium Area from "Business O~celService!Industrial" and
"General Commercial" to "Business O~celMixed Use/lndustrial:'
(b) Add the following text to the Land Use Element:
"The Business Office/Mixed Use/lndustrial land use category is intended to
provide for a range of land uses inciuding professional offices, hoteis, retaii,
restaurant and enterlainment uses while recognizing lhe viability of the area's
industrial base. The Stadium Area Master Land Use Plan and the Sports
Entertainment Overiay (SE) Zone ("(SE) Overlay Zone") are the implementing
policy and zoning documents for this designation. The (SE) Overlay Zone
identifies development dfstricts with corresponding development in;ensities
expressed in Floor Area Ratio (F.A.R.). The deveiopment districts are as follows:

(c) Add a development intensity exhibit to the Land Use Element showing the development
districts and F.A.R.s.
(d) Amend the Storm Orain and Sewer Maps to reflec~ improvements described in the Publfc
Services and Utilfties section of Environmental Impact Report No. 321 and Mftigation
Monitoring Program No. 106 lo accommodate lhe development fntensity proposed by
Anaheim Stadium Area Master Land Use Plan ("Master Land Use Plan"), wh(ch was
considered concurrently with lhis general plan amendment.)

Circulation Element
The Circulation Element identifies a number of arterial highways which serve the Stadium Area. In
crder to implement the Master Land Use Plan and the (SE) Overlay Zone, a number of
modifications are proposed to the circulation system. These modifications are needed to
accommodate the enhanced landscaping proposed in Section 4.0, Urban Design, of the Master
Land Use Plan and to accommodate an additional critical intersection. The following is a list of the
proposed amendments:
(a} Arterials
(1) Re-designate Katella Avenue between Lewis Street and the Katella Avenue entrance to
the Stadium property from a Major Arterial Highway (120-foot right-of-way) to a Stadium
Area Smart Street (130-144 feet of right-of-way) designation; and between the K~tella
Avenue entrance to the Stadium property 2nd the eastern City Limits from a Major
Arterial Hiyhway (120-foot right-of-way) to a Stadium Area Smart Street (120-144 feet
of right-of-way)
(2) Re-designate Lewis Street between Cerritos Avenue and Orangewood Avenue from a
Prmary Arterial Highway (106-foot right-of-way) to a Secondary Arterial Highway (90-
foot right-of-way) designation.
(3) Re-designate State College Boulevard between Katella Avenue and Gene Autry Way
from a Major Arterial Highway (120-foot ~ight-of-way) to a Modified Major Arterial
Highway (129-144 feet right-of-way) designation; and from south of Babbit Avenue to
K.atella Avenue from a Major Arterial Highway (120-foot right-of-way) to a Modified
Major Arterial Highway (162-foot right-of-way) designation.
(b) Criticallntersections
(1) Delete the Kateila Avenue/Howell Avenue Critical Intersection
(2) Add a State College Boulevard/Gene Autry Way Critical Intersection
Safety and Seismic Element
The Safety and Seismic Element is intended to identify major potential hazards associated with
fires, geologic, seismic and flood hazards and City resources and procedures by which to prevent
and respond to such hazards. General Plan Amendment No. 214, approved in 1987 for the
Anaheim Stadium Business Center proposed a new fire station in ihe Stadium Area near Gene
Autry Way znd Lewis Street. Based on the proposed Master Land Use Plan and the (SE) Overlay
Zone, this fire station is no longer required to serve existing and future development. Therefore,
this Fire Station desigr,ation is proposed for deletion.
WHER~AS, this general plan amendment is being considered concurrentiy with the
Anaheim Stadium Area Master Land Use Plan and an amendment to Title 18 "Zoning" consisting of
zoning and development standards for the proposed Sports Entertainment Overlay (SE) Zone and certain
other Code amendments pertaining to minimum structural and landscaped setbacks and permitted signs
in portions of the Sladium Area that are not zoned (SE) Overlay; and
WHEREAS, the Stadium Area is developed primarily with light industrial uses, with other
uses consisting of sports facilitie~ (the Edison International Field of Anaheim and the Arrowhead Pond of

Anaheim), office buildings, commercial and retaii uses, restaurants (full-service, fast foo~ and drive-
through), motels, government-owned parcels (the Joint Fire Training Center and the Orange County
Katella Yard), parking, agricultural and vacant land; and
WHEREAS, the predominant zoning is ML (Limited Industrial), with other zoning
consisting of PR (Public Recreationai) for City-owned and adjacent properties, CO (Commercial, Office
and Professionai), RS-A-43,000 (Residential/Agriculturai) adjacent to the Santa Ana River, CL
(Commercial, Limited) and CH (Commerci2l, Heavy) on Anaheim V'Jay north of Katella Avenue; and that
the Flood Plain Overlay {FP) Zone impacts a poition of the area near the Santa Ana RiJer; and
WHEREAS, this general plan amendment is consistent with the underlying uses and
zoning of the area, both existing and proposed; and
WHEREAS, the Ar,aheim City Planning Commission did hold a public hearing at the City
Council Chambers, 200 South Anaheim Boulevard, Anaheim, California, on January 20, 1999, at 1:30
p.m., notice of said public hearing having been duly given as required by law and in accordance with the
provisions of the Anaheim Municipal Code, to hear and consider evidence for and against said General
Plan Amendment No. 361 in connection with Environmental Impact Report No. 321, the Master Land Use
Plan (including an Urban Design Plan, Landscape Concept Pian, Conceptual Identity Plan and Design
Guidelines for ihe Sports Entertainment Overlay Zone), amendment to 7itle 18 "Zoning" (inciuding adding
Zoning and Development Standards for the SpoRs Entertainment (SE) Overlay Zone), and to investigate
and make findings and recommendations in connection therewith; and that the hearing was continued
from the December 21, 1998 Planning Gommiss?on meeting; and
Vb'HEREAS, the Commission, aker due inspection, investigation and study made by itself
and in its befialf, and after due consideration of all evidence and reports offered at said hearing, DOES
HEREBY FIND:
1. That the Planning Commission determined to modify Figure 4"Development Intensity
Map" of Exhibit A to expand the boundaries of the Gateway District to the east and south to incorporate
the soutlierly Existing District but to retain the assigned F.A.R.s.
2. That the evidence presented substantiates the need for amendments io lhe Anaheim
General Pian and that, therefore, Fxhibit A, Figure 3"Land Use Element Map;' Figure 4"Development
intensity Map" as amended, Figure 6"Circulation element iYlap;' Figure 7"ExcPptions List to Arterial
Hic~hway Rights-of-Way," Figure 8"Sewer System Map;' and Figure ~J "Storm Drain System Map" should
be adopted re-designating subject area land uses and adding appropriate text, adding a development
intensity exhibit, amending the Storm Drain and Sewer Maps, amending the Circulation Element, and
amending the Safety and ~eismic Element.
3. That concurrently with this general plan amendment, the Planning Commission
considered the Anaheim Stadium Area Master Land Use Plan and proposed amendments to Title 18
"Zoning" (to add zoning and development standards for a new Sports Entertainment (SE) Overlay Zone,
and certain other Code amendments pertaining to devel~pment standards) which amendments will
implement this General Plan Amendment and the Master Land Use Plan.
4. That no one indicated their presence at the public heating in opposition to the proposal
and that no correspondence was received in oppositien.
CALIfORNIA ENVIRONMENTAL QUALITY AC7 FJ, DING: That Resolution No. PC99-9
approving and recommending to the City Council of the City of Anaheim certification of Final
Environmentai Impact Report No. 321, adoption of a Statement of Findings and Facts and a Statement of

Overriding Considerations, and adoption Mitigation Monitoring Program No. 106, was adopted by the
Planning Commission in conjunction with the Anaheim Stadium Area Master Land Use Plan
NOW, THEREFORE, BE IT RESQLVED that pursuant to the above findings, and based
on the submitted documents and other information presented as a part of the pubiic hearing process, the
Anaheim City Planning Commission does hereby adopt and recommend to the City Council of the City of
Anaheim adoption of General Plan Amendment No. 361, Exhibit A, Figure 3"Land Use Element Map,"
Ficjure 4"Development Intensity Map" as amended, Figure 6"Circulation Element Map;' Figure 7
"Exceptions List to Arterial Highway Rights-oE-LVay," Figure 8"Sewer S.s~em Map;' and Figure 9"Storm
Drain System Map," copies of which are attached here . /
