A RESOLUTION OF THE ANAHEIM CITY PLANNING COMMISSION
REGOMb1E~:DING THAT THE CITY COUNCIL APPROVE GENEP.AL
PLAN AMENDMENT NO. 364 PERTAINING TO THE LAND USE ELEMENT
WHEREAS, the City Council of ihe City of Anaheim did adopt the Anaheim General
Plan by Resolution No. 69R-644, showing the general description and extent of possible future
development within the City; and
WHEREAS, on April 26, 1999, pursuant to Chapters 18.03 and 18.93 of the Anaheim
Municipal Code, the Anaheim City Planning Commission, by its Resolution No. PC99-66, initiated
applications for General Plan Amendment No. 364 and Amendmenl No. 3 to the Anaheim Resort
Specific Plan No. 92-2 (for the purpose of presenting the applications for study and consideration at a
public hearing) for an approximate 0.73-acre area encompassing four parcels of land iocated at the
northwest comer of Casa Grande Avenue and Casa Vista Street and having frontages of 286 feei on the
north side of Casa Grande Avenue and 75 ~eet on the west side of Casa Vsta Street and further
described as 1175-1193 Casa Grande Avenue (a portion of Best Westem Paviliions Motel) located in the
City of Anaheim, County of Orange, State of Califomia, more particularfy described as:
LOTS 15, 16, 17 AND 18 OF TRACT NO. 3290, RECORDED IN BOOK 101,
PAGES 43 - 44 OF MISCELLANEOUS MAPS, FIL~D NOVEMBER 20, 1857
IN THE ORANGE COUNTY RECORDER'S OFFICE.
WHEREAS, General Plan Amendment No. 364 is proposed to amend the Land Use
Element of the City of Anaheim General Plan to redesignate subject property from "Medium Density
Residential" to "Commercial Recreation" land uses; and
WHEREAS, the subject property is located adjacent to the approximate 1,(~51-acre
Anaheim ResoR, which is designated on the City of Anaheim Generai Plan for Commercial Recreation
land uses; and
WHEREAS, the subject properiy is developed with 44 rooms of lhe 100-room Best
Westem Pavillions Motel (the balance of the rooms being located on an adjacent parcel which is within
the Anaheim Resort and is zoned Anaheim Resort Specific Plan No. 92-2); and
WHEREAS, the Anaheim City Planning Commission did hold a public hearing at the
Anaheim Civic Center, 200 South Anaheim Bouievard, on June 21, 1999, at 1:30 P.M., notice of said
public hearing having been duly given as required by law and in accordance with the provisions of the
Anaheim Municipal Code, to hear and consider evidence for and against said General Plan Amendment
and investigate and make findings and recommendation in connection therevrith; and,
WHEREAS, the Analieim City Planning Commission, after due consideration,
inspection, investigation and study made by itseif and on its behalf, and after due consideration of all
evidence and reports offered at said hearing, DOES HEREBY FIND:
1. That the evidence presented at the public hearing, inciuding the Staff Report to the
Planning Commission dated June 21, 1999, substantiates lhe need for an amendment to the Land Use
Element of the Anaheim General Plan and that, there(ure, Exhibit A should be adopled redesignating
subject study area for Commercial Recreation land uses.
2. That no one indicated their presence at said public hearing in opposition; and that no
correspondence was received in opposition to tP~e subject action.

CALIFORNIA ENVIRONMENTAI_ QUALITY ACT FINDINGS: That the Anaheim City
Flanning Commission has reviewed the proposed General Plan Amendment No. 364 and does hereby
find and recommends that the City Council de:ermine that the Mitigated Negative DeGaration and
Mitigation Monitoring Program No. 0108 (associated with Amendment No. 3 to the Anaheim Resort
Specific Plan No. 92-2) are adequate to serve as the required environmental documentation for the
proposed project action, based upon a finding by the Planning Commission that the deGaration reflects
the independent judgment of the lead agency; and that it has considered the Qroposed liiitigated
Negative Declaration together with any comments received during the public review process and further
finding on the basis of the Initiai Study that there is no substantial evidence, with the imposition of
mitigation measures, that the projecl will have a significant effect on the environment.
NOW, THEREFORE, BE IT RESOLVED that, pursuant to the above findi~os, and based
upon the evidence presented as part of the public hearing process, the Anaheim City Planning
Commission does hereby reccmmend that lhe City Council of the City of Anaheim adopt Ganerai Plan
Amendment No. 364 pertaining to the Land Use Element, Exhibit A, to redesignate the study area fram
the "Medium Density Residential" to the "Commercial Recreation" land,use designation.
