A RESOLUTION OF THE ANAHEIM CITY PLANNING COMMISSION
ADOPTING AND RECOMMEND!NG TO THE CITY COUNCIL ADOPTION OF
GEPJERAL PLAN AMEND(viENT'r10. 367
WHEF;EAS, the City Council of the City of Anaheim did adopt the Anaheim General Plan
by Resolution No. 69R-644, showing the general description and extent of possible future development
within the City; and
WHEREAS, the Anaheim City Planning Commission directed staff to initiate an
amendment to the Land Use Eiement of the General Plan to re-designate certain property consisting of
about 1.5 acres located at the northeast corner of Lincoln Avenue and State College Boulevard and on the
south side of Ward Terrace, and having frontages of 394 feet on the north side of Linco!n Avenue, 145
feet on the east side of State College Boulevard and 129 feet on the south side of Ward Terrace (128
South Stafe College Boulevard, 2015-2107 East Lincoln Avenue and 2104 Ward Terrace).from the Low
Density Residential and Commercial Professionai land use designation to the Commercial Profess(onal
land use ~esignation; and that the certain real property in the City of Anaheim, County of Orange, State of
California, is more particularly described as:.

WHEREAS, the Anaheim City Planning Commission did hold a public hearing at the
Anaheim Civic Center, Council Chamber, 200 South Anaheim Boulevard, on July 19, 1999, at 1:30 p.m.,
notice of said public hearing having been duly given as required by law and in accordance with tha
provisions of the Anaheim Municipal Code, to hear and consider evidence for and against said General
Plan Amendment and to investigate and make findings and recommendations in connection therewith;
and
WHEREAS, the Anaheim ~ity Planning Commission, after due consideration, inspection,
investigation and study made by itself, and after due consideration of all evidence and reports offered at
said hearing, DOES HEREBY FIND:
1. That the subject property is currently developed with a drive-through pharmacy, a
commercial center with a liquor store, rivo singie-family residences, and a converted residential building
used for an office; that the property is zoned RS-7200 (Residentiai, Single-Family), CL,(Commercial,
Limited) and CO (Commercial Office); and that adoption of a zoning ordinance in connection with pending
Reclassification No. 99-00-03 (to rezone the entire property CL "Commercial, Limited") is subject to
a~proval of this generai plan amendment.
2. That the evidence presented at the public hearing, including the Staff Report to the
Planning Commission dated July 19, 1999, item 10, substantiates the need for an amendment to the Land
Use Element of the Anaheim Generai Plan and that, therefore, Exhibit A, should be adopted redesignating
subject area for General Commercial land uses.
3. That lwo concerned peopie spr,kz at the puulic hearing; that no one indicated their
presence in opposition; and that no correspondence was received in opposition to the subject petition.
CALIFORNIA ENVIt20NMENTAL QUALITY ACT FINDING: That ihe Anaheim Ciry
Planning Commission has reviewed the proposal to amend the Land Use Element of the Generai Plan to
redesignate the property from Low Density Residential and Commercial Professional to Commercial
Professional on a 1.5-acre irregularly-shaped property located at the northeast corner of Lincoln Avenue
and State College Boulevard and on the south side of Ward Terrace, having frontages of 394 feet on the
north side of Lincoln Avenue, 145 feet on the east side of State College Boulevard and 129 feet on the
south side of Ward Terrace (128 South State College Boulevard, 2015-2107 East Lincoln Avenue and
2104 Ward Terrace); and does hereby approve the Negative Declaration upon finding that it has
considered the Negative Declaration together with any comments received during the public review
process and further finding on the basis of the initial study and any comments received that there is no
evidence that the project will have a significant effect on the environment.

NOW, THEREFORE, BE IT RESOLVED, that pursuant to the above findir~gs, the
Anaheim City Ptanning Commission does hereby adopt and recommend to tha Cfty Coun~.il of the City of
Anaheim adoption of General Plan Nmendrrent No. 367 pertaining to the Land Use Element, Exhibit A, to
redesignete the study area from tha Low Density Residenqai and Commercial Professional land use
designat(on to the Commercial Professfcnal land use designation.
